HomeMy Public PortalAbouto 99:26No 99-26 Councilman Presents the following Ordinance Seconded by Councilman ORDINANCE CREATION SECTION 25-10 OF THE CODE OF THE BOROUGH OF CARTERET AND ESTABLISHING A LENGTH OF SERVICE AWARD PROGRAM FOR VOLUNTEER MEMBERS OF THE CARTERET FIRST AID SQUAD WHEREAS, pursuant to PI. 1997 C388, the New Jersey Legislature approved the Emergency Services Volunteer Length of Service Award Program Act; and WHEREAS, the Mayor and Council of the Borough of Carteret is desirous of instituting a Length of Service Award Program for the Volunteer Members of the Carteret First Aid Squad; and WHEREAS, it is the intention of the governing body to attract new and competent members to the ranks of the Volunteer Carteret First Aid Squad and to maintain said Squad; and WHEREAS, it is beyond reproach that the Carteret First Aid Squad and its individual members have contributed both time and effort in rendering emergency medical aid to the citizens of the Borough; and WHEREAS, the cost savings of the Borough of Carteret through the volunteer ef/brts of the members of the Carteret First Aid Squad exceeds $500,000.00 per annum; NOW, THEREFORE, BE IT ORDAINED that a new subsection be added to the Code of the Borough of Carteret designated as Section 25-l 0 which shall read in its entirety: A. Established 1. The Mayor and Council hereby establish a Length of Service Award Program for the Carteret First Aid Squad. 2. The payments shall be made to the approved Deferred Income Plan so designated by the Borough. B. Amount of Contribution 1 The Borough will contribute to the plan for all active members who meet the requirements outlined in Section C in the amount of $500.00 yearly per qualifying member. All active members of the Carteret First Aid Squad at the time of passage of this ordinance, prior to the public question, shall receive credit for past service not to exceed 10 years at a rate of $200.00 per year for each year of service, payable 33% in year 2000, 33% in year 2001 and 34% in year 2002. An additional $100.00 per year shall be contributed to the account of each line officer and executive board member. 4, The amount so designated in Section B (1) shall increase each year by multiplying the consumer price index as defined by N,J.S A. 40A: 14-185(f). 99-26 PAGE Co Qualifications A member qualifying for a vear of active service is hereby defined as serving a total of 12 months from Januarv 1 st to December 31 st of the qualifying year and must earn a minimum of 20 points. In the event of an excused leave of absence, a member can still qualify for an award providing the 20 point minirnuln is achieved within the calendar year. For attendance at monthly meetings members shall earn one point for each meeting attendee for a maximum of 12 points. For response to first aid calls, points earned are as follows: 5 to 9% 5 points per annum 10% - 10 points per annum Over 10% - 15 points per annum In addition to monthly meetings and first aid calls, points can be earned in the amount of 1 point per activity with a maximum of 15 points Activities are defined as follows: fire standby, football games, Borough school activities, other Borough events, or any other request made to the Squad to stand by Borough and/or private organizations. Squad executive officers qualifying for additional payments as defined in Section B3 shall serve for a total of 12 months from January 1 st to December 31 st and attend 80% of all meetings. Line officers qualifying for additional payments as defined in Section B3 shall serve for a total of 12 months from January 1 st to December 31 st and meet the minimum requirements of 20 points. 2 Do Go Budget The proposed estimated total amount to be budgeted for the program is as follows: 2000 2001 2002 $20,00000 $20,000.00 $25,000.00 $15,000.00 perannumforeach year a~er. Public Question This program shall be submitted to the voters of the Borough of Carteret as a public question for approval in the 1999 General Elections of November 2~ 1999. Certifying Officers The Captain shall be the certit~,ing officer. Certifying reports shall be received by the Borough no later than March of the year. Contributions will be made by June 1st of each year for the preceding year.
