January 16, 1996 in the Council Chamber at Bat Harbour Village Hall. The meeting was called to order by Mayor Spiegel. Goals and it l and Objectives for 1995/96 for the Vill la Clerk: c MADA er COUNCIL MINUTES WORKSHOP MEETING - JANUARY 16, 1996 The workshop meeting of the Bal Harbour Village Council was held on Tuesday, January 16, 1996, in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order by Mayor Spiegel. The roll was called and those present were: Mayor Estelle Spiegel Assistant Mayor Matthew B. Blank Councilman James E. Boggess Also present: Alfred J. Treppeda, Village Manager Jeanette Horton, Village Clerk Richard J. Weiss, Village Attorney Absent: Councilman Andrew R. Hirschl Council Sol M. Taplin As a quorum was determined to be present, the meeting commenced. 2. Goals and Objectives for 1995/96 for the Village Manager and Village Clerk: Mayor Spiegel stated that the Council had requested these goals and objectives and everyone had a copy of them. Mayor Spiegel asked if the Council had reviewed them. Councilman Boggess responded yes. Mayor Spiegel then asked if there were any questions. Mayor Spiegel questioned if there were any questions on the first item which is the Manager's goals and objectives. Mr. Treppeda commented that the February '96 is obviously March '96 now, but at the time he didn't realize that. Mayor Spiegel stated that was alright. Councilman Boggess questioned Mr. Treppeda if he feels that he is on schedule with the objectives that he has. Mr. Treppeda responded yes he does, at this point he does feel that he is on schedule with all of them. Councilman Boggess stated that he thinks these goals and objectives have to be on a fiscal year rather than a calendar year, so we're now into the fourth month. Assistant Mayor Blank stated that he agrees with Councilman Boggess, we should wait until the fiscal year before we review them. Councilman Boggess responded that as part of the Manager's contract, there was a stipulation that there would be definitive goals and objectives and performance evaluation. He continued that as he pointed out before, the only time they have ever broached this subject is when they were mad at somebody and he doesn't think that is the way to go about it. Councilman Boggess stated that he thinks we are very blessed right now to have an excellent staff and things are going smoothly and he wants to keep it that way. Mayor Spiegel agreed and stated it is a joy to have meetings and be able to not have a conflict. Councilman Boggess continued that's right and he wants this to be on a systematic basis so that no one is being picked on. Mayor 156 Spiegel stated that everyone is doing their job properly and they all appreciate it. Councilman Boggess added that he feels that they have neglected this in the past and it's something he thinks they need to do on a regular basis. Assistant Mayor Blank stated that they have never had better reports in years as they are getting today. Councilman Boggess added that frankly he's thrilled with the way things are going. Mayor Spiegel commented from both Al and Jeanette, the staff downstairs, the finance department, the moral with everyone, the police department, everything is running smoothly. Councilman Boggess stated that one thing he does want to bring up, and this is not a matter of personalities at all, the Village Council has two employees: the Village Manager and the Village Clerk. He continued that nowhere is it defined who is first among equals. Mayor Spiegel responded she thinks they're about equal. Councilman Boggess stated that he thinks there has to be a first among equals. He continued that there is no problem at all as far as Jeanette and Al getting along. But, they don't know when they might have to have a change in personnel, if someone may find a better job or through an illness or whatever. He does think they should define and it should be worked out so that it is clearly understood if the Village Manager is the primary employee, and while he does not hire the Village Clerk that things should be cleared through him or through that person. Mayor Spiegel stated somebody that each can work together. Councilman Boggess responded that's right. Mayor Spiegel added one other thing, they do have a contract with the Village Manager should they not have also a contract with the Village Clerk. Councilman Boggess responded that's fine with him. He added what he's trying to do is get things formalized so that personalities are not involved. Mayor Spiegel stated that would be nice. Councilman Boggess continued that he wants to do it now while everybody loves everybody else. Mr. Treppeda added that in her contract they could spell out whatever they want. Mrs. Horton responded that would be fine. Councilman Boggess questioned Jeanette that if she was not here, doesn't she think that a Village Clerk coming in should have it clearly understood that while she's pretty much on her own that she still .... Mrs. Horton added works with the Manager....Councilman Boggess continued or with that person. Mrs. Horton responded yes. Councilman Boggess stated that's all he's suggesting. Mr. Treppeda stated that when it does cause a problem is when you have a Manager and Clerk at odds, that's when the problem surfaces. Right now it's not because they're getting along fine. Councilman Boggess stated that's why he wants to get this done now. Mayor Spiegel stated then why don't they talk about a contract for Jeanette also. The Council agreed. Mr. Treppeda stated that they were talking about the fiscal year Council Workshop Meeting 1/16/96 2 1 and he really had meant these things to go all the way to the end of 1996 when he put them down. Councilman Boggess responded to put it on a fiscal year basis, because that's when the review should come - just before budget time. Mr. Treppeda responded that those he can't promise will be done by that time, because that would be September 30th '96. Councilman Boggess responded okay, but you're 80 percent along or whatever. Mayor Spiegel stated that everything is outlined in Jeanette's goals and objectives very well. They know what she does, they know what she's been doing, they know that she and Al work together very closely and that's wonderful. Mayor Spiegel added that's she's very pleased to have it. Assistant Mayor Blank stated that they've never had a report like they have today, there's no question about it. Councilman Boggess stated that's right, so this workshop didn't really amount to a whole lot but he thinks it's best to have this. Mr. Treppeda added because his contract did call for a session like this to be done. Councilman Boggess responded that's right. Mayor Spiegel stated so we have the meeting and we will have a contract for Jeanette. Mayor Spiegel questioned Mr. Weiss if they have to vote on that. Mr. Weiss responded no, that he's made a note of it and they'll draft one and bring it back to a meeting for approval. Mayor Spiegel stated it will be along the same lines as Al's. Mr. Weiss responded right and they'll put the salary and so forth, they're just writing down what she has. He continued there may be some issues that come up. Councilman Boggess responded that he's sure they can all be worked out, but he'll feel a whole lot better if they get this done. Mayor Spiegel added she thinks they all will. 3. Other Business: None. 4. Adiourn: There being no further business to come before the Council, a motion was offered by Councilman Boggess and seconded by Assistant Mayor Blank to adjourn. Mr. Treppeda explained he received a letter from the Florida Shore and Beach Association requesting the Village adopt this Resolution. A motion was offered by Councilman Taplin and seconded by Councilman Boggess to adopt this resolution. B. The resolution was read, by title, by the Village Clerk, approving an employmenagre ment between Bal Harbour Village and Jeanette Horton. N BAL HARBOUR VILLAGE AND JE ETTE HORTON OR SERVICE AS VILLAGE CLERK OF BAL HARBOUR VILLAGE; PROVIDING FOR EFFECTIVE DATE. 6. Mayor Spiegel he public hearing. Mike Miller, Planning Director of Craig A. Smith & Associates, addressed the Cou c' , and then proceeded to summarize the ordinance. He furti r explained this ordinance was presented to the Bal Harbour Civic Association and the Architectural Review Board for their review and comments. He continued to explain, after several meetings with the Architectural Review Board, the ordinance satisfies the Board. Also, authorize $265.00 per month for the remainder of this fiscal year for a service/maintenance agreement. A motion was offered by Councilman Taplin and seconded by Councilman Hirschl to award this job to Computer Ease, Inc. and authorize the expenditure of $265.00 per month for a service/maintenance agreement. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Blank absent; Councilman Boggess aye; Councilman Hirschl aye; Councilman Taplin aye.
