The regular meeting of the Planning Commission of the City of Temple City was called to order by Chairman Garvin at'7:30 P. M. 2. The Pledge of Allegiance to the Flag was led by Chairman Garvin. 3. ROLL CALL: PRESENT: Commissioners - Beckman, Lawson, Millham, Oakley, Garvin ABSENT: Commissioners -None ALSO PRESENT: City Attorney Flandrick, City Manager Koski, and Planning Director Dragicevich At this time the Chairman introduced the new Planning Commission - er, Mr. Don Lawson, to the Commissioners and staff and welcomed him aboard. 4. APPROVAL OF MINUTES: a. Regular Adjourned Meeting of March 13, 1967. Commissioner Beckman moved to approve the minutes of the regular adjourned meeting of March 13, 1967, as mailed, Commissioner Millham seconded, and the motion was unanimously carried. b. Regular Meeting of March 14, 1967. Commissioner Millham referred to page 3, the sixth line from the bottom of the page should read "should be widened to 15' as is needed' Commissioner Oakley referred to page 6, third para- graph, the last line should read "upon no objections the Chair- man so ordered with Commissioner Oakley abstaining in the voting." Chairman Garvin referred to page 6, paragraph 2, third from the last line should read "Avenue and the Eaton Wash to R- 1-7200, Low Density Residential Zone and ". Commissioner Millham moved to approve the minutes as corrected for the regular meeting of March 14, 1967, Commissioner Oakley seconded, roll call vote to approve as follows: AYES: Commissioners: Millham, Oakley, Garvin NOES: Commissioners: None ABSTAINING: Commissioners; Beckman, Lawson PUBLIC HEARING: CONDITIONAL USE PERMIT NO. 67 =213 Winchell Donut House, Inc., Owner - Applicant 2034 N Peck Road South El Monte, California SITE: 9103 E. Las Tunas Drive Temple City, California Request is to add storage facilities to existing drive -in business The Chairman declared the public hearing opened. Planning Director Dragicevich advised the property owners within the 300 ft. radius had been notified in accordance with requirements. He advised they desired to add storage facilities for the exist- ing business. Their lot has a 70 ft. frontage on Las Tunas Dr. and a depth of 110 ft. and contains 3850 sq. ft., bounded by Hart Ave. on the west, with the area surrounding all in commer- cial use and zoned commercial except to the north which is zoned R -3. If the request is granted he recommended the follow- ing conditions be imposed: Planning Commission Minutes, page 2 March 28, 1967 a. Mark the parking stalls and provide the wheel stops in accordance with City specifications. b. Maintain the parking area and the structures in good condition and repair. c. Comply with fire and building codes and requirements. d. Fill in parkway with concrete to form a solid concrete parkway on Hart Avenue. - e. Provide tree wells in the parkway and plant street trees as directed by the Director of Public Works on both Hart Avenue and Las Tunas Drive. f. Provide a walled -in enclosure for the storage of refuse containers. The proposed storage room would be to the north of the existing building.'and would contain 80 sq. ft. The parking area in accordance with our standards would contain 5 parking spaces. The Planning Director advised if the conditional use permit were granted subject to the recommendations of the staff it would be an improvement of the subject area. !Iwo. trees would be requir- ed on Las Tunas Dr. and one on Hart Ave. The structure would be of concrete blocks and 8 ft. high. Chairman Garvin stated from the plot plan it appears that in re- quiring the parkway on Hart Avenue be filled in with solid con- crete it appears that it would lack about 10 ft. of reaching the alley and he felt either the owner of this 10 ft. or the City should complete this to make the complete parkway to the alley solid concrete. He also felt the entrance should be from Las Tunas Drive and the exit on Hart Avenue. The Chairman asked if anyone wished to speak for or against this request. Mr. John A, Emanuelli, of Winchell Donut Co., 2034 N. Peck Rd., So. El Monte, stated this was one of the first locations of this Company, and they felt the storage area is vital to doing business here as it is very difficult to maintain a clean, neat, sanitary condition with all the supplies piled up in the working area. Commissioner Oakley asked if it was their intention to remove the tree and was advised this was true. Commissioner Oakley felt if possible the tree should be saved for aesthetic purposes. Mr. Emanuelli also advised the present fencing will be removed and a new enclosure added for the trash facilities. Commissioner Beckman asked if the new storage area would be used exclusively for storage of raw materials, and was advised it would be used only for supplies which are shipped in weekly and are boxes, canned goods, flour, etc. Commissioner Millham noted on the southeast portion of the prop- erty one little area about 2 x 4 of dirt and weeds and was advis- ed their property is about 2 ft, from the other building. He also stated the asphalt is about 2 or 22" below the sidewalk and as a safety factor this should be taken care of, Chairman Garvin asked Mr. Emanuelli if in developing this they would be willing to put in the proposed parking spaces and to so mark the entrance on Las Tunas Dr. and the exit on Hart Ave. and to try to enforce this, and Mr. Emanuellis stated they would like to study this situation as to whether or not this would serve their best interests, but also felt they would be in agree- ment. Planning Commission Minutes, page 3 March 28, 1967 Commissioner Oakley asked Mr. Emanuelli about screening this storage area from Hart Ave. and this will be done. Joel Yother, 408 Cambridge Dr., Arcadia, advised he owned the franchise for this location, and that the storage area was much needed for better sanitary conditions. Commissioner Millham moved to close the public hearing, Commis- sioner Oakley seconded, and the motion was unanimously carried. Commissioner Oakley stated he would like to see them save the tree in the rear area and the storage trash bins obscured from Hart Ave., and concurred with the in and out and five parking space suggestions, and suggested possibly some landscaping could be done by the owner to upgrade this corner. Also concurred with resurfacing area where sidewalk is higher than the asphalt as a safety factor, and the asphalt raised to height of sidewalk. Commissioner Millham concurred with Commissioner Oakley and felt painted entrance on Las Tunas and exit on Hart would help to control parking also, and favored refuse containers be inclos- ed and the area cleaned up. Commissioner Beckman concurred with the above Commissioners and recommended the storage bins be placed on the south side. Commissioner Lawson felt if possible the tree should be saved. Chairman Garvin felt the entrance and exit should be painted large enoughto control the traffic, that the five parking stalls should be marked, that the parkway concrete should be ex- tended to the alley at City expense if necessary and the owner does not cooperate. Also possibly a triangle planter could be installed in area created by eliminating one parking space on plot plan. Commissioner Oakley moved that the conditional use permit be granted subject to ':,i=tems listed above by the Planning Director and modified only as follows: Item a. only five parking stalls f. provide a walled -in enclosure for the storage of refuse containers at least 5 ft. high as well as conceal the big metal containers from public streets Add Item g. To repave areas a�� required for public safety Item h. To paint the word entrance on Las Tunas Dr. and "exit" on Hart Ave. side in letters large enough size to be easily read from an automobile in the judgment of the staff Commissioner Millham seconded, and the motion was unanimously approved. City Attorney Flandfl ck presented Resolution No. 67 248P A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TEMPLE CITY GRANTING A CONDITIONAL USE PERMIT (CASE N0 67-213) which Resolution contains in detail all of the above stated conditions upon which the conditional use permit is granted. Commissioner Beckman moved to waive further reading and adopt Resolution No. 67- 248PC, Commissioner Oakley seconded, and the motion was unani- mously carried. 6. OLD BUSINESS: a. Service Station Standards. It was agreed that this item will be continued to an adjourned meeting in the North Meeting room at the close of this meeting. 1 Planning Commission Minutes, page 4 March 28, 1967 7, The Planning Director presented a letter from Mr. Del Rey re Zone Variance Case No. 66 =135, requesting an extension of time as his variance expires on April 26. He states he has been unable to improve the property due to the tight money conditions existing the past year, and requests a year's extension of time. The property is at 5004 Willmonte Ave., 100 ft. frontage with 13,000 sqo ft, and the variance permits two parcels 50ft. frontage each and with 6500 sqo ft, each. At the time the-variance was granted with conditions the property was in a bad state of repair and over- grown with weeds, Jack Del Rey, 801 Hugo Reid Dr,, Arcadia, spoke in favor of the extension of time and stated the property has been lived in for 9 months continuously out of the past 12 months. Also that the building is now being painted. They plan to improve the property when money conditions improve, demolish the present buildings and build new ones. They plan to rent the present building for another year. The City Attorney advised him that prior to the end of the year that an extension might be granted, that definite construction would have to be underway for the variance to be in force. Following discussion Commissioner Oakley moved to continue this item to the next regular meeting on April 11 to give the Commis- sioners an opportunity to check on the property before determining on the granting of an extension, Commissioner Mi1lham seconded, and the motion was unanimously carried. 8. MATTERS FROM CITY OFFICIALS: City Manager Koski reminded the Commission of the public hearing on April 6, 7 :30 Pa M. on the zone variance request on the Rowland Ave, property south of Las Tunas Dr, The City Manager at this time introduced Mr. Alex Goodman, the new Manager of the Chamber of Commerce to the Commissioners and the staff. 9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward to speak at this time. 100 ADJOURNMENT: Chairman Garvin recessed the meeting to the North Meeting Room for an informal discussion on Service Station Standards. At the close of this discussion Commissioner Mi1lham moved to adjourn to a regular adjourned meeting on April 6, 1967, at 7 :30 P. M. in the Council Chambers of the City Hall, 5938 Kauffman Ave., Temple City, seconded and carried. The Commission adjourned to the informal discussion in the North Meeting Room at 8 :30 Po M.
