Enclosed for City files is the fully executed Road Transfer Agreement for those frontage roads to be re
or constructed in south of the I-70/U.S. 27 Interchange. This project had been scheduled for letting this next
fall, but right-of-way revisions and negotations for acquisition have now pushed the Project i aligned

and Realigned West Cart Road

MILEAGE TO BE TRANSFERRED: —0.35 mile/0.18 mileage increase to local inventory
Whereas, the Indiana Department of Transportation (INDOT) has determined that upon completion of the above referenced
interchange modification project, the described sections of road will not meet the criteria established by Indiana Code 8-23-4-2 for
this road to remain a highway in the state highway system, but the roads will continue to serve local access. Therefore, INDOT
wishes to transfer these roads to the CITY OF RICHMOND highway system.
Therefore, the CITY OF RICHMOND BOARD OF PUBLIC WORKS does hereby agree to accept transfer of, and assume
jurisdiction over, the above described sections of road as set forth in Indiana Codes 8-23-4-10 and 8-23-4-12. The roads shall
transfer to the City, within four weeks of final inspection and acceptance by INDOT of the referenced interchange modification
contract. INDOT shall notify the City by certified mail of the exact date and time of transfer(estimated transfer date: 11/2005).
