Recording or Taping Notification : "As required by the Open Meeting Lam we are informing you that the Town will be videotaping and/or audio taping this public meeting, In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chain, " We request that all cell phones be turned off or to vibrate, 1 , FY2020 Financial Report , Sharon, Faythe , Elizabeth have met with new Finance Director Mimi Bernardo twice with a goal to get clarity on FY 19 numbers . Paul also attended the first meeting . There were a number of questions raised at the first meeting which Mimi has researched and reviewed at the second meeting . There is additional research to be done , but we are confident in the numbers we are working with, while expecting there will be some additional refinement in them as Mimi does more research . i 2 . A . Discussion and possible votes on recommendation for funding awards , conditions, and liaison for the following funding request : Dog Park Development Committee $ 50 , 300 funding request for dog park construction costs . Roland stated that the Recreation Commission reviewed the application and unanimously supported the $ 50 , 300 request for funding . Peter Lombardi reviewed that the committee received the information previously requested — a larger site plan and an updated budget document reflecting soft costs and construction contingency showing a total project cost of $ 311 ,254 . Peter explained that there are no additional legal costs and adding the dog park to the town ' s insurance portfolio will increase the town ' s annual insurance premium by $277 . Sharon asked about the bidding process . Tom said that the lowest bid last spring was $ 143 , 000 over the estimated budget which is why the request was withdrawn at that time . The expectation is that the new bids will be lower because of the timing (October — January are most favorable months to request bid, April is the worst) . Because the town will be requesting line item bids , if the bids come in high, the committee has 1 Community Preservation Committee Minutes : September 25, 2019 identified several items that could be scaled back or eliminated if necessary. Also , a Friends of Brewster Dog Park group has been established along with a 501c3 account and that group could potentially do a capital campaign to cover any gap . In response to Sharon ' s question about Stanton funding requirements, Peter confirmed that the town must provide 10 % minimum local match. The match must be an actual dollar outlay as the value of donated materials do not count. The bid request will be going out next week with bids due by the end of October, so that construction numbers will be known before November ' s town meeting. There is no balance in the 501c3 account . Peter has spoken to members of the newly formed Friends of Brewster Dog Park group . The current plan is to use Falmouth ' s Memorandum of Understanding as a template for detailing roles and responsibilities for the Dog Park between Town of Brewster and the new group . Faythe praised the work of the Dog Park Development Committee and Robin Young in securing the Stanton grant, finding a site and moving the project to this point. She will be voting against the project because she believes the financing model for the build out needs another "prong" beyond taxpayer funds and Stanton Foundation, specifically contributions from people who will be using the park. The committee agreed that the funding recommendation should include $2500 for CPC legal costs related to the grant . Sharon Marotti agreed to be liaison. MOTION that the committee recommend to Town Meeting funding of $ 50 ,300 for the Dog Park Development Committee ' s application for funding to construct a dog park. Funding source will be the Fund Balance reserved for CPA (30 %) . Also , the committee recommends an additional $2500 set aside from Fund Balance reserved for CPA(30 %) to cover CPC legal expense for grant review. MOVED by Roland Bassett. Seconded by Peggy Jablonski Vote : 441 0 2 . B . Discussion and possible vote on recommendation for $ 30 , 000 funding request to update Brewster ' s Open Space and Recreation Plan Elizabeth and Roland confirmed that the Recreation Commission recommended approving the funding request with the cost to be split evenly between Open Space and Recreation . Recreation to be charged up to $ 15 , 000 . Elizabeth is conferring with Cape Cod Commission about the project and is seeking cost estimates for the community outreach work. The committee also agreed that the funding recommendation should include $2500 for CPC legal costs related to the grant, to be charged to Open Space . MOTION to recommend approval for Town Meeting funding in the amount of $30 ,000 to update Brewster' s Open Space and Recreation Plan with the expense split equally between Open Space and the Fund Balance Reserved for CPA (30 % Fund.) In addition, to set aside $2500 from the Open Space Fund to cover CPC legal costs related to this grant. MOVED by Roland Bassett. Seconded by Elizabeth Taylor Vote : 6-0-0 7 . Items the chair could not anticipate Faythe moved this agenda item forward . Faythe noted that the on going budget review changed the Housing Balance and last meeting ' s vote regarding the Affordable Housing Trust request fund allocation brought the Housing Fund balance into the negative . She recommended an amended motion to reallocate the funding split between Housing and the Fund Balance reserved for CPA . (The September 11 motion to be amended was as follows : Motion to recommend approval for a total of $ 502 , 500 as follows : $ 500 ,000 for the Brewster Housing Trust to preserve current homes on the Subsidized Housing Inventory, with $ 175 , 000 from Community 2 Community Preservation Committee Minutes : September 25, 2019 Housing Fund and $ 325 , 000 from the Fund Balance Reserved for CPA (30 % Fund) . In addition, to set aside $2 , 500 from the Community Housing Fund to cover CPC legal costs related to this grant . ) MOTION to recommend approval for a total of $ 502,500 as follows : $ 500 ,000 for the Brewster Housing Trust to preserve current homes on the Subsidized Housing Inventory, with $ 147, 500 from Community Housing Fund and $352 ,500 from the Fund Balance Reserved for CPA (30 % Fund) . In addition, to set aside $2 ,500 from the Community Housing Fund to cover CPC legal costs related to this grant. MOVED by Sharon Marotti, Seconded by Elizabeth Taylor Vote : 6-0 -0 3 . Discussion of Draft Warrant Article The committee reviewed the draft warrant article edits including changes for recent votes and clarification of summary items . Peter Lombardi confirmed with Faythe that she will be available to present to the Select Board on 10/7 and to the Finance Committee on 10/9 . The warrant goes to the printer on 10/22 . 4 . Discussion and possible vote on $ 75 , 000 conditional award letter for FORWARD Faythe proposed postponing this discussion to the 10/9 meeting so that Dian Pansire can present it . MOTION to postpone this discussion to 10/9 meeting. MOVED by Roland Bassett. Seconded by Sharon Marotti Vote 6 -0 -0 5 Vote to approve minutes from the September 11 , 2019 meeting Some housekeeping edits were agreed upon . Faythe reminded members of the 10/3 /2019 meeting at Town Hall from 6 - 8 PM for the Brewster Millstone Property Community Housing Engagement Session . Also , September 25 is the date for the Huckleberry Lane Clean Up project . 7 Next Meeting . The next meeting of the CPC is scheduled for Wednesday, October 9 at 4 , 45 PM .
