PLANNING COMMISSION
November 30, 1967
1. Chairman Beckman called the meeting to order at 7:40 P.M.
2. ROLL CALL: Present: Commissioners: Lawson, Millham, Oakley, Beckman.
Absent: Commissioner Garvin

3. CITIZENS' ADVISORY COMMITTEE
Planning Director Dragicevich introduced the guest speaker, William
McKown, Planning Director of the City of Inglewood, and Mrs. Dorothy
Smith, Chairman of the Citizens' Advisory Committee of the City of
Inglewood. They were especially . invited by the Commission and the
staff to talk informally about the role of the Citizens' Advisory
Committee in the process of city planning and local government in
general. Mr. McKown explained that the main reason for creating such
a committee was to obtain the citizens' viewpoints and assistance in
the continuous process of city planning and other city projects. He
further added that the committee,created by city ordinance, consists
of 55 members, including 5 ex- officio planning commission members: the
mayor appointed 10 members and each councilman appointed 10 members
from his own district.. The committee was divided into four subcommit-
tees (originally seven subcomittees) and the committee represents, by
its membership, a cross- section of the community. The subcommittee
chairmen and vice- chairmen, together with the committee chairman and
vice - chairman, constitute the executive board. The meetings of sub -
committees are held once a month and the executive board meets twice
a month.

The subcommittees were assigned to study the following projects:
Economic and residential development; cultural and beautification
projects; public facilities; transportation and circulation; govern-
mental affairs, and annexation matters.
Mrs. Smith pointed out that in case of responsibilities and functions,
the subcommittees prepare their studies and forward their reports to
either the Planning Commission, the City Council or other city agen�:
cies which requested the study. The study may or may not go to the
City Council if requested by the Planning Commission or other agency
in the city.
The result of this work proved to be fruitful and beneficial to the
city government and the staff, to the citizens and to the individual
members of the committee. The committee has accomplished several
major projects such as rezoning of problem areas, civic center plan
and approval, the General Plan study (which is already approved by the
Planning Commission), sign ordinance, and property nuisance ordinance.
Above all, the citizens were better informed about the aims and func-
tion of their local government.
After this general information the Commissioners asked questions relat-
ive to this subject.
4. LAND USE AND ZONING ANALYSIS STATISTICS
The Planning Director distributed and explained statistical informa-
tion relative to the existing land use and zoning analysis. He stated
that the staff is going to prepare a resume referring to the tables
presented to the Commission.

5. It was announced by the staff that the West San Gabriel Valley
Council will hold their regular meeting December 8, 1967, at
Woody & Eddy's Restaurant at Huntington Drive and San Gabriel
Boulevard. The topic for discussion was of interest and the
Commissioners expressed a desire to attend the meeting.
6. ADJOURNMENT
The meeting adjourned at 10:20 P.M. to the re ular meeting hich
will be held December 12, 1967.
