ADJOURNMENT I I I I i I I • � � , REGULAR MEETING OF THE COMMUNITY AFFAIRS CONII�4ISSION MAY 18, 1988 The Community Affairs Commission met in a regular session on May 18, 1988 at the Council Chambers of the City Hall, 11330 Bullis Road, Lynwood California. (Agenda was duly posted as prescribed by the Brown Act). Commissioner Litsinger called the meeting to order at 5:00 p.m. It was moved, seconded and carried to approve the minutes of April 20, 1988. Present Absent Bette Espeseth Barbara Newton David Litsinger Lucille Walker Marion Madden Ann Fields Yolanda Bays Staff present: Gerald Forde, Rosemary Valdovinos, Carol de Jesus BUSINESS ITEMS 1. Mr. Gerald Forde informed the commissioners that the Council re-emphasized regulations regarding attendance. A count of three absences without an excuse will result in termination of the appointed member. 2. Chairman David Litsinger recommended that the City Council expend funds for a display case. He made a motion to have funds allocated for the display case and motion was seconded by Bette Espeseth and Marion Madden. Motion carried. � � � ,; 3. Commissioner Bays made mention that at times when she brings out trash for pick-up, some individuals who scrounge around for food or cans inside the trash cans turn the cans over before the service truck comes to take the rubbish thus causing the area to be messy. She inquired if there are any ordinances against such activities. Miss Valdovinos said she will look into the matter. 4. Commissioners selected the last items for the display case. Staff response to commissioners questions on: ' a. Trash Ordinance � i Ms. Rosemary Valdovinos reported that.according to the i Code Enforcement Division, there is no specific trash ordinance in the book. Mr. Gerald Forde indicated that he will confer with the City Attorney and find out if there are other cities that have the same problem and i address the ordinance if there are not any. i i I I I � �` • • b. Display Case According to Mr. Forde, he recalled that Mr. Charles Gomez has indicated that the display case will be donated by Mr. Byork. There was a little confusion regarding this issue because the Commission originally thought that the City will provide the display case and that Mr. Byork will be donating some pottery items. If such were the case, Mr. Forde recommended that one alternative is to put money in the budget for a display case. - At the same time, Mr. Forde asked Commission if they would like to take charge of putting up the display for the display case or leave it to staff to do it. Commissioner Madden made a motion to have staff take charge of the display, seconded by Commissioner Espeseth. Motion carried. Mr. Forde requested that since it is budget ..time, the commissioners should give the staff extended time to do the display. 2. Commissioner Litsinger expressed concern about Ms. Barbara Newton's attendance. This is the 3rd meeting she missed and she did not leave word with anyone. There was a motion to have her taken off from the commission in accordance with Council's regulation that a count of three absences without • an excuse will result in termination of the appointed member. 3. Mr. Gerald Forde will look into the existing solicitation ordinance in response to commissioners' concern regarding panhandlers 'at sites such as the supermarkets, etc. 4. Commissioner Bays inquired about activities being planned by the City such as July 4th, etc. Mr. Forde stated that Community Affairs Commission will take charge of any preparation for city celebration should something come up in the future. 5. Commissioner Espeseth asked to be excused from August 10 - 24, 1988. The next meeting is scheduled for July 20, 1988.
