HomeMy Public PortalAbout054-2003 _Grant-Starr-Gennett area-Indiana Department of Commerce_ORDINANCE NO. 54-2003 AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF COMMERCE CDBG BROWNFIELDS REDEVELOPMENT PROGRAM WHEREAS, the Council of the City of Richmond, Indiana, recognizes the need to stimulate growth and to maintain a sound economy within its corporate limits; and WHEREAS, the Housing and Community Development Act of 1974, as amended, authorizes the Indiana Department of Commerce to provide grants to local units of government to meet the housing and community development needs of low and moderate income persons; and WHEREAS, the Indiana Department of Commerce Community Development Block Grant Program has funding available; and WHEREAS, The City of Richmond, Indiana desires to submit a grant application to assist with expenses to redevelop the Starr-Gennett area; and WHEREAS, the City of Richmond, Indiana will conduct public hearings prior to the submission of an application to the Indiana Department of Commerce, said public hearings to assess the housing, public facilities and economic needs of its low and moderate income residents. NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, as follows: The Mayor of the City of Richmond is authorized to prepare and submit a CDBG Brownfields grant application for up to Six Hundred Thousand Dollars ($600,000.00) in grant funding to address the redevelopment of the Starr-Gennett area of the Whitewater Valley Gorge, and to execute and administer a resultant grant including requisite general administration and project management, contracts and agreements pursuant to regulations of the Indiana Department of Commerce and the United States Department of Housing and Urban Development 2. The City of Richmond is authorized to accept said grant funding in an amount up to Six Hundred Thousand Dollars ($600,000.00.). 3. The City of Richmond, Indiana hereby commits to provide local funds in an amount up to Sixty- six Thousand Dollars ($66,000.00), in the form of local funds, as matching funds for said program, such commitment to be contingent upon receipt of the above CDBG funding from the Indiana Department of Commerce. Passed and adopted this 4th day of August 2003, by the Common Council of the City of Richmond, Indiana.
