A Regular Meeting of the Mayor and Council of the Borough of R1Z1M MiMM
Carteret was called to order by Mayor Daniel J. Reiman at 6:00
P.M., Thursday, August 18, 2011, Council Chambers, Memorial AUULSI' 18, 20]9.
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon individual roll call vote the following were noted present: FRESW

Noted Absent was Councimembers Randy Krum and Susan Naples.
Also noted present was Assistant Municipal Clerk Linda A. Rivera
and Borough Attorney Robert Bergen.
The Meeting was opened with a minute of silent prayer and Pledge Silent Prayer/
of Allegiance led by Mayor Daniel J. Reiman. Pls2ge of Allegia
Mayor Reiman then called Larry Birgl to come forward and Comadaticn, Re:
presented him with his Retirement Plaque. He commended his Larry Birgl
twenty -seven (27) years of service.
Please note "Commendations" was not listed on the Order of Clerk's Note
Business.

affirmative vote of the four (4) Councilmembers present, the Mayor
declared the Public Hearing to be opened.
Resident A resident questioned what regulations were drafted for this
ordinance.
%yor Reirim Mayor Reiman said he believed it was anywhere within the park
itself during children's activities or organized sports activities.
Attorney Bergen Attorney Bergen stated that specific smoking areas could be
designated.
Phyor Relnen Mayor Reiman explained there were a few instances where there
were small crowds jammed together for a concert and people were
smoking in- between and there is concern around the ball field and
sporting events for children's activities. He agreed with the
attorney to designate certain areas for smoking during an event
and the rest of the time it will be non - smoking.
Hearirg Closed There being no further comments or objections to the Ordinance,
the Mayor declared the Public Hearing to be closed upon MMS &C
by Councilmembers Diaz and Sitarz and unanimous affirmative vote
of the four (4) Councilmembers present.

present, the public portion on Resolutions /Agenda items and New
Business was opened to the public.
A lady named Oliveira from Matthew Avenue spoke. She asked Resident
what was going on with the water main breaks in the roadway.
Mayor Reiman explained that the Water Company had many %yor Rehran
problems with their water line underneath the roadway and there
had been at least one -half dozen breaks in the last few years and
three (3) or four (4) alone in the last couple of months. He said we
have notified the Water Company and we expect this line to be
repaired and the water line to be fixed. He said the Water Company
wants to put it off until next year, so he is notifying our residents
that we may wind up suing the Water Company to fix the line.
Mayor Reiman and Ms. Oliveira spoke briefly on this and the Mayor
said he would have John DuPont, our Engineer, send a letter out to
the residents to advise them we are aware of the problem and have
notified Middlesex Water Company.
Mayor Reiman read the resolutions into the record:
1. #11 -161 Directing the Issuance of Various Raffle Licenses.
2. #11 -162 Professional Services — T &M Associates -2011 Road
Improvement sanitary Sewer Cleaning & TV Inspection.
3. #11 -163 Authorizing Mayor to Execute Agreement between
Middlesex County and the Borough of Carteret for the FY
2010 Urban Area Securities Initiative (USA) Grant.
4. #11 -164 Awarding contract for the 2011 Base Repair
Program.
5. #11 -165 Property Tax Cancellation.
6. #11 -166 Approving DCA Recommendations for the Best
Practice Survey.

%yor Reirm Mayor Reiman explained in reference to #3 listed under
Resolution #3 resolutions, with this particular grant, Middlesex County will
acquire a four (4) thousand gallon pumper truck that will
cost between two (2) and three (3) hundred thousand
dollars and they will deliver it to the Borough free of charge.
He said this is funded by a Federal Grant and we will be
using it in town and will own and operate it and the only
requirement is if there are any hazardous spills in the
county we have to lend the truck to the county or to any
other town in the county. This will be free to Carteret and
we will do a Shared Service Agreement where we will allow
the County Hazmat to also use it.
Nh or Reirrrur Mayor Reiman explained in reference to #6 listed under
Resolution #6 resolutions, Mr. DeBlasio, himself and Mr. Bergen reviewed
these earlier and it will be attached as part of the minutes
and read into the record and said it has to do with the
general survey, best practices for all municipalities that the
DCA requires.
Resolutions #11 -161 thru #11 -166 were introduced by the
Mayor and referred to the Council for action.

BUILDINGS & GROUNDS— Committee Chairperson Naples
was excused.
FINANCE & ADMINISTRATION— Committee Chairperson Diaz
reported the tax collection period started on August 1 and
the due date has been extended to September 1 and the
Sewer Bills will be mailed out early next week with a due
date of September 15` He reported in the area of finance,
today we closed on a refinance of two (2) bonds, 1998 and
2002 for a savings of over $230,000.00. Continued progress.
FIRE, DOMESTIC PREPAREDNESS - Committee Chairperson
Krum is noted Absent.
PARKS, RECREATION & PUBLIC PROPERTY- Committee
Chairperson Bellino reported planning for Ethnic Day is
ongoing as well as the day to day operations. He said there
are some concerns with moving the soccer goals on Sullivan
Field which caused some damage to the field and said they
are notifying all the people that use the field that the goals
must stay in place and it is a multi - purpose field. He
commented there was a concern with safety.
Mayor Reiman said we can take a look at having the permit
holder for the field that day, at the end of the day, have a
check off list and do a basic inspection of the field so they
can narrow down who is causing the damage.
Councilmember DiMascio said the problem happened the
other night before he or the coaches got there. He said it

was moved and they cut the tape but went on to explain the oxff m Cont:
goal is hazardous and it is in the outfield, in the field of
play.
Mayor Reiman suggested that Councilmember DiMascio
and Council President Bellino meet with Mr. DuPont and
come up with a solution.
Council President Bellino said he requested goal post pads
as an alternative to eliminate running into a steel structure.
POLICE: Committee Chairperson Sitarz reported three (3) of
the six (6) new cars were received and two (2) went out for
painting and they are waiting for the third one. He said the
car decals have been ordered and said he is looking for a
contractor to change the bulb on the light by the tower on
Police Headquarters. Progress.
PUBLIC WORKS: Committee Chairperson DiMascio reported
the problem was fixed on the sweeper and the men are
working hard.
BOARD OF EDUCATION: Committee Chairperson Naples is
Absent.
MAYOR-
Mayor Reiman reported we will be saving almost three
hundred dollars with the refunding issuance and we just
recently received an upgrade in the Borough's credit rating
to Al which is one of the highest municipal ratings that can
be awarded. He said our ratio to debt is less than 1% and we
are two million dollars less in debt than where we were five
(5) or six (6) years ago, commenting our annual debt service
has come down over one million dollars and our credit
rating has gone up from 68% seven years ago in terms of

%yor Rein m Cont: ratio to credit and now we are at 30 %, which means we paid
off almost two- thirds of the total outstanding debt, so
financially the Borough is in great shape and hopefully it can
be continued. He went on to report that we are working on
a plan to use existing sewer capital dollars to assist
residents, in the amount of $250,000.00, in low interest
loans for owner occupied homes, for home owners that
need to make emergency sewer repairs to their homes and
explained that sewer laterals are the responsibility of the
home owner and a sewer lateral, which is part of the home
utility system, can cost from $5000.00 to $15,000.00 to fix
and because of the last two (2) storms there has been
flooding issues. He said the laterals from the homes to the
street are old and leak so over the last few weeks there
have been some homeowners with issues and they have
looked to see if there are grants or if the Borough can cover
it. He explained that we cannot replace private laterals the
Borough doesn't own, but said we can offer low interest
loans over a five (5), ten (10) or fifteen (15) year period so
they can get it fixed and pay it off over a fixed period of
time. He said it would be comparable, or more, than the
interest that would be made in the bank, so there is no
harm done to the Borough and we could help dozens of
home owners. He said we would also benefit because
helping them change their lateral would reduce the amount
of storm water that comes into the Borough's sewer system
which would reduce the amount we pay to the utility
authority at the County to treat the sewage and would also
help by preventing any DEP violations of sewage getting
under the street or getting into homes. He said we are in
the process of putting that program together and the
money is already in place as part of last years Sewer Capital
Fund and at the next meeting he will present a program and
policy, at which we can approve the lending of those dollars
through the Engineering Department, to the Council and it

would be through the sewer service fee to insure it is 100%
payable.

Councilmembers Diaz and Bellino and unanimous
affirmative vote of the four (4) Councilmembers present,
the meeting was Adjourned at approximately 6:25 P.M.
