'A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Daniel J. Reiman at 6:00
P.M., Council Chambers, Memorial Municipal Building, 61 Cooke
Avenue, Carteret, New Jersey.
Upon individual roll call vote the following were noted present:
Councilmember Vincent Bellino
" Jorge Diaz
Dennis DiMascio
Randy Krum
" Susan Naples
Noted Absent was Councilmember Joseph W. Sitarz.
Also noted present was Municipal Clerk, Kathleen M. Barney and
Borough Attorney, Robert Bergen.
The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.
Upon MMS &C by Councilmembers Naples and Krum and
unanimous affirmative vote of five (5) Councilmembers present,
the Minutes of September 8, 2011 were approved, transcribed
and engrossed by the Clerk.

and posted on the Bulletin Board and it was published on January
4, 2011.

a l t rn� and the Clerk authorized and directed to advertise same for Public
Chapter 109. 'lkiiform ConstrLnuon Hearing to be held on October 6, 2011 at approximately 6:00
Codes P.M., upon MMS &C by Councilmembers Bellino and Krum . Upon
individual roll call vote Councilmembers Bellino, Diaz, DiMascio,
Krum and Naples voted in the Affirmative. Councilmember Sitarz
was noted Absent.
First Reading "AMENDING AND SUPPLEMENTING CHAPTER 109, ENTITLED
"UNIFORM CONSTRUCTION CODES"
%yor Reinm Mayor Reiman explained that for one (1) or two(2) family homes,
that are destroyed by fire or natural disaster, demolition fees will
be waived, and in addition, the fee schedule will be changed for
industrial and commercial to a dollar per square foot.

unanimous affirmative vote of the five (5) Councilmembers

Mayor Reiman read the resolutions into the record:

Romanowski St. Road Improvement Project.
3. #11 -183 Approving Emergency Repairs to the Synthetic

Council President Bellino questioned, in reference to resolution
#185, if the flood gates are smaller now.
Mayor Reiman explained that these are tidal flood gates that are
shut in the point in time that the Arthur Kill elevation is higher
than our storm water system and said there is no question that
the gates are a sufficient size and according to the engineers this
will take care of and look at routine maintenance and any
upgrades that we have to make.
Mayor Reiman then asked for a motion on the Consent Agenda.

COMMITTEES-
BUILDINGS & GROUNDS: Committee Chairperson Naples
reported the Buildings & Grounds Department has assisted the
Parks Department with setting up and breaking down the "Battle
of the Bands" competition successfully. They have done cleaning
of Borough Buildings from storm damage and with the Energy
Grant they have installed two (2) air conditioners in the DPW and
one in the Annex and have installed some dark to dusk lighting.
FINANCE & ADMINISTRATION: Committee Chairperson Diaz
reported the Tax Collection Office is preparing for 2011 Tax Sale
scheduled for early December. He reported under Finance the
2010 Audit has been prepared and transformed and are expecting
a release of this audit by next week. Progress.
FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krum
reported the fire departments response to Hurricane Irene and
explained during the height of the storm, within a twenty -four
(24) hour period, the Fire Department responded to one hundred
and sixty four (164) requests for homes to be pumped out along
with forty —five (45) other priority calls such as power lines down
and people trapped in vehicles on flooded roadways, smoke
conditions and also fire alarm activations. He reported twenty -
eight (28) people were rescued by boat from their homes by the
Water Rescue Team. He reported the recent fireworks from
Ethnic Day went off without any problems and he thanked
Emergency Management for securing the fireworks display area
and ensured a safe event. Progress.

GlvM = Cent' PARKS, RECREATION & PUBLIC PROPERTY: Committee
Chairperson Bellino reported the Ethnic Day, Carnival and Car
Show were all very successful and all the monies collected will be
going to the Children's Charity Fund. He thanked the Parks
Department, Police Department and OEM for their help.
POLICE: Committee Chairperson Sitarz was noted Absent.
PUBLIC WORKS: Committee Chairperson DiMascio commended all
the workers that helped during Hurricane Irene for a job well
done. Progress.
BOARD OF EDUCATION: Committee Chairperson Naples reported
the test scores are back and all the schools have improved but
Nathan Hale made adequate yearly progress is all forty (40) areas
and commended the Principal Rosa Diaz, the staff and the
students. She explained many different areas are being measured.
She then went on to report, from our Assistant Superintendent
Mrs. Scobo, that the United Way of Central Jersey is collaborating
with Columbus School in an effort to ensure that first grade
students become successful readers and that these students will
read on grade level by the end of third grade and additionally they
donated back packs filled with school supplies to all first graders
in the school district and the organization also donated draw
string back packs filled with books which will be distributed from
first through third grade to Title I Students to promote enjoyment
for reading and they will work with the Carteret School District to
promote parent literacy by offering workshops and resources. The
Arts and Education Center wrote a PSE &G Grant in collaboration
with the United Way and was successful in receiving a $50,000.00
grant for an after school program for first grade students at
Columbus School, which will commence in October. She thanked
the United Way and then reported the Carteret School District
will be getting involved with a "Just One Book Program ", which is
collecting one (1) new or slightly used book to promote literacy.
She said this will be done in the month of February, which in their

Character Education Program is "caring month." She said she will
be the Borough's point person and Mrs. Josephine Wilson and
Mrs. Cheryl Cherepski will be the point people in the school for
the month of February and she hoped for a nice showing from the
residents.

Mayor Reiman thanked all the volunteers for Ethnic Day and the Mayor Reim
Charity Carnival and the Car Show. He thanked the
Councilmembers that volunteered their time and said Council
President Bellino was there the entire time and organized the
Charity Car Show and said it was a great success.
After no further discussion, upon MMS &C by Councilmembers ADaRw
Diaz and Bellino and unanimous affirmative vote of the five (5)
Councilmembers present, the meeting was Adjourned at
approximately 6:10 P.M.
