FILTERS AT NATATORIUM Comments: 1 � The filters at.the Natatorium must be replaced. Formal bids � for their replacement have been advertised. Knorr Pool Systems of Santa Ana was the sole respondent with a bid of $30,995.00. Funds have been appropriated in the 1987-88 fiscal budget for the purchase of these filters. Recommendation: It is recommended that the City Council accept the proposal from Knorr Pool Systems and adopt a resolution authorizing the purchase of new filters. 10. A NOTICE OF INTENT TO CONDUCT A PUBLIC HEARING TO ASCERTAIN WHETHER A NUISANCE IS BEING MAINTAINED AT 4043 BEECHWOOD, CITY OF LYNWOOD Comments: �o set Public Hearing to ascertain whether a nuisance is being maintained at 4043 Beechwood. STREET SWEEPING CONTRACT Comments: The Street Sweeping Contract with-�32. F. Dickson Company has expired. During the negotiation for the extension of the contract, staff couldn't reach an agreeable rate increase with the contractor. Recommendation: `'� It is recommended that the City Council: 1) Reject the request by the contractor and authorize staff to advertise for bids. 2) During the period of advertisement, authorize staff to obtain temporary services if needed. 12. STREET IMPROVEMENT PROJECT: ATLANTIC AVENUE FROM CENTURY BOULEVARD TO BEECHWOOD AVENUE Comments: � On October 22, 1987, the bid opening was held in the office of the City Clerk. Sully Miller Contracting Company was the lowest responsible bidder with the bid of $298,878.29. An additional amount of $15,000 to cover construction contingencies should be added to the project budget. � Recommendation: It is recommended that: 1) The City Council adopt the attached Resolution awarding a contract to the lowest responsible bidder, Sully-Miller Contracting Company. 2) Authorize the Mayor to execute the agreement. 3) Approve an appropriation of an additional amount of $15,000 from Gas Tax 2107 to cover construction contingencies for this project. 13. PURCHASE STACK OVEN FOR BATEMAN HALL Comments: Council in the 1987-88 fiscal budget appropriated $6,200.00 for purchase of a stack oven at Bateman Hall. Staff has secured three (3) estimates for cost of the equipment. These � bids.exceed the required amount for informal bid procedures. Purchase of the oven through informal purchase procedures � t,Fould be�a more expedient means of obtaining this equipment. Recommendation: It is recommended that Council waive formal bid procedures for purchase of a stack oven at Bateman Hall and authorize � staff through the attached resolution to purchase this equipment through informal bid process from the lowest � responsible bidder. � , 3 � I � �ITY COUNCIL MEETIN�F NOVEMBER 3, 1987 • <• . 14. COMPUTER PURCHASE Comments: � . The micro-computer which generates vouchers for the RTD buspass buydown program is broken. Due to the age of the machine and high repair costs, staff requests an appropriation of $3,500 to replace the machine. Recommendation: It is recommended that Council approve the purchase of a micro-computer and appropriate the necessary funds. � � WARRANT REGISTER DATED NOVEMBER 3, 19$7 • Recommendation: � It is recommended that the City Council approve the Warrant � Register. DISCUSSION ITEMS 16. REPORT ON GRAFFITI PROGRAM Comments: This is a presentation of an in-house program that would combat graffiti, assist in the education of laws and guidelines that combat graffiti and vandalism, and provide plans and goals toward beautification, rehabilitation and development of public, commercial and private sectors in the 'City of Lynwood. On October 23, 1987, propoeals were accepted and opened in the Office of the City Clerk. Rnorr Pool Syetems, 2709-A South Orange Ave., Santa Ana, CA was the only � company to submit a bid in the amount of �30,995.00. Staff's estimate for the filteX replacement was 331,500.00. Rnorr Pool Systems is a very reputable aqua[ic epecialist firm. They have done much of the design and filtration syeteme for such known attractiona as Raging Waters in San Dimas, the Submarine Bide at Disneyland; special water effecte at Universal Studios, and the U.S.C. Olympic Swim Stadium. In order to qualify for the SB 174 portion of the funding, this pro�ect must be etarted befote November 20, 1987. � Purchase of the filtere at thia .time would allow their installation during the annual maintenance ehu[down of the Natatorium, November 20, 1987 through January 20, 1988. WANG, P.E., DIREC'COR OF PUBLIC WORKS/C�� � CITY ENGINEER 1� SUBJECT: STREET SWEEPING CONTRACT PURPOSE On September 16, 1986, the City Council awarded a street sweeping contract to R. F. Dickson Company for $123,450/year. The initial contract was for one year. By mutual agreement, the contract may be renewed for five (5) year periods at the previous � contract price, plus an increase reflecting the indrease in the U.S. Department of Labor's Consumer Price Index (CPZ). _ ANALYSIS Staff monitored the services provided by the contractor by compiling monthly complaints (see attached table). It is staff's opinion that contractor started with very smooth and satisfactory services, however, due to changes of their . personnel in the operation,"the services have been deteriorated in the last few months. After being notified on several occasions, they have made some progress in the operation. In view of the situation, it is staff's opinion that instead of signing a multi- year contract with the contractor or advertising for bids, the City should offer the contractor only one year extension with an adjusted rate based on CPI and continue monitoring their services. According to the August figure released by U.S. Department of Labor, the Consumer Price Index rose 4.8% from a year ago. During .the negotiation, the above offer had been mentioned to the contractor. Nevertheless, contractor submitted their request for a 42% rate increase (see attachment) and wishes to present their request to the Council. Sinoe the numbers presented by both sides during the negotiation are so far apart, it is staff's recommendation that the City Council reject the request by the contractor and authorize staff to advertise for bids. RECOMMENDATION It is recommended that the City Council: 1). R�ject the request by the contractor and suthorize staff to aflvertise for bids. . 2) During the period of advertisement, suthorize staff to obtain temporary services if needed. BACKGROUND: On July 7, 1987, the City Council suthorized Staff to advertise for bids for the aforementioned project. On October 22, 1937, a bid opening was held in the office of the City Clerlc. Bids were received for the proposed work from the following bidders: 1. Sully Miller Contracting Company $29$,878,2g 2. Shawnan Corporation $310,608.20 3. Madison Paving $340,721.67 � � 4. Excel Paving Company $345,805.81 5. Ruiz Engineering Company $349,254.47 6. Damon Construction Company $363,764.96 , 7. Gentry Brothers, Inc. $366,217.23 8. Bruce Paving Company $439,336.62 This project is funded in the FY 1987-88 Budget with Gas Ta� 2107 and HCDA funds. ANALYSIS: Sully-Miller Contracting Company is the apparent low bidder. A reference check of previous performance reveals a good , reputation and the necessary experience. In vi.ew of the bid price and the qualifications of the bidder, it is recommended that Sully-Miller Contracting Company be awarded the contract for the Atlantic Avenue Project. The bid price of $297,878.2g does not allow for contract contin- gencies. FACTS Each month for a 2 1/2 week period, the Administrative Services Department zuns a buspass buydown program for the City's Residents. The program is run out of the City Clerk's office and involves inputing and/or verifing residents' addresses on a- computer and issuing computer generated vouchers for discounted bus passes�: It is estimated that 400-500 vouchers are issued monthly. The computer which is used for this program, a six year old Tava PC, is broken._. Due to the age of the computer and cost for repairs, replacinq the computer would be more economical than trying to fix it. Staff is requesting a total appropriation of 53,500, ba,'sed- on preliminary cost estimates. However, it is expected that�the actual cost will be less. PROBLEM • The City of Lynaood has been rampant vith gzaffiti and vandalism foz the past six (6) yeare This problem has evolved from the eacalation of youth gangs. Currently there are as many as 27 youth gangs.with membership of over 1,000 youngstere in existence in Lynwood. These gange use graffiti to announce territozq. The City of Lynvood has contracted it's graffiti removal problem to the "Young People of Lynwood" in the past. This organization is a co�unity based contract service that employs troubled youths on a par[-time basis to: {1) Assist 1n the graffiti anQ, (2) offer an alternative to gang involvement. This pragram had eome success. However the gang eltuation has iacreased and graffiti ie still a major problem in Lynwood. i Ae a result of this problem, the City Council on October 7, 1986 approved the sppropri- ation of ;147,000.00 of CDBG funds for the purpoae of initiating an In-House Graffiti � Eradication Program for the 1987-88 fiecal year. Thie report covers this program. DISCUSSION• Preaently, the grafflti removal operation is handled by the "Young People of Lynwood" on a call-in basis. This removal is handled by eandblasting and/or painting over. Removal is however slow, due to the inavailability of staff and euppliea. �, Thie presents a challenge of not only eradicating graffiti quickly but a1RO attractive- ' ly. As a result of this after surveying the cities of Compton, Paramount, Dovney, i and Inglewood, etaff concludes that more that an eradication of graffiti is needed , in Lynwood. Thus, the theme of "Shape Up" ia covered in thie proposal from the beginning phase of etamping out graffiti to the future phases of ehaping up public. commercial and private sectors in Lynvood through rehabilitating, developing and plain beautification. � PHASE I , Phase I deals vith initiating an effective graffiti removal program foz the public. � co�ercial and private agenciea in Lynwood. Include a hot-line phone number tfiat operates 24 hours daily on the publicity information. 5) Assist the Sheriff's Department in prosecution of graffiti offenders by taking pictures of the damage and sharing with them information that may help in arrest. 6) Monitor the graffiti removal of the City ia a systematic manner, The budget for initiating Phase I is �147,000.00, These funds wovld be used to cover the following: A. Equipment - trucks, vater presaure units, aad paini sprayera. B. Supplies - paint, mask, uniforme, and other painting suppliea. C. Pereonnel -(2) full-time laborer positions. (1) full-time clerk typiat position. D. Dehicle/Equipment maintenance. To implemen[ this program, staff suggests the following: 1) Survey the City's public, co�ercial and private buildings to determine a. Type of vall texture - brick, cement, masnn, etc. b. Color of valls. 2) Establish that removal requesta vill be dealt with on a priority basis of the following: a. City facilities. b. Co�ercial/Ma�or thoroughvays. c. Private residents/alleys. NOTE: The degree of damage will also determine priori[ies ae vell. 3) Divide the City in[o (S) sections to establish the monitoring of the entire city on a veekly basis. Thie moni[oring would be done by etaff touring the (5) sections. The program's format is to hire full-time laborere experienced in painting. The � laborers will asalst in the mixing of paint for color matching and also the handling of various machines (pressure washer units and paint sprayers) properly. This vill assist in the effort of doing the work efficienily and attrac[ively. T'he administration ' of this program will be from the Recreation and Parks Office. This office will be responsible for: 1) Press releases and publiciiy of the program, 2) Hiring and training of personnel. 3) Administering the complaints of graffiti. 4) Establishing the vork assignmente. S) Evaluating the work and preparing reports to Council and etaff on the program, � Once Phase I la underway, and graffiti ie under cantrol, the goals of future phases can , be initiated. This would be the operation of a Shape Up Program for co�ercial and private residents. Loans would be offered to the commercial and qualifying residen[s for: Rehabilitation of property. This could include sandblasting and repainting existing aites to bring up to code through refurbiahment. Revenue could be obtained through including a cost for graffiti conirol of all new development. This can be controlled by a City Covncil Ordinance etipulating design and color selection of all new development. By doing so, graffiti vould be eradicated quickly.end at[ractively on all new developments and on rehabili[ated buildings, giving �, Lynvood an attractive look on visible commercial areas. CONCLUSION: � This program works hand-in-hand wlth the following departments: 1) Communi[y Development - Aeaist in a[tracting nev develapment in town and bring old co�ercial buildings up io code.
