DIRECTORS PRESENT: Bill Garbett,Jim Glass, Vicki Hammons,Ted Lynch, Monty Parks, Kelly Partridge, John Yarbrough DIRECTORS ABSENT: Katie Addis, Peggy Stone GUEST(S): Diane Schleicher CALL TO ORDER Monty called the meeting to order at 6:02pm. MAIN STREET BOARD OF DIRECTORS MINUTES: JULY 17, 2013 Ted made a motion to approve the July 17, 2013 Main Street Board of Directors minutes. Kelly seconded the motion. Chantel confirmed that Katie emailed her approval. The motion passed unanimously. DOWNTOWN DEVELOPMENT AUTHORITY(DDA) UPDATE Chantel reported that the Downtown Development Authority information was presented at the July 29 City Council workshop. Bill stated that City Council requested additional research be done and presented at their second meeting in September. Some of the comments/concerns expressed were as follows: - In 2002, activating the DDA did not come to fruition because people thought it was a taxing authority. - Council requested the City Attorney confirm the limitations they can set for a DDA so that the city does not incur financial hardship. - Council requested that Chantel bring back information about other cities with DDA/MS that have similar population to Tybee and outline the pros and cons. VICE-CHAIR POSITION Monty reviewed the need to have the Vice Chair position filled for the Board of Directors. Discussion ensued among Directors regarding interest. Ted will consider the opportunity. The item will carry forward to next month's meeting. BOARD OF DIRECTORS OPEN SEATS Chantel confirmed the seats for the Tybee Island Tourism Council ex-officio position and an arts/ cultural interest representative on the MS Board of Directors are still being advertised to fill. MS BOD approved: 10-16-13 Page 1 of 3 FY2014 PROGRAM BUDGET UPDATE Chantel provided an update regarding the 2014 MS Program budget. City Council approved merit raises to be taken from the general fund. Therefore,the original MS budget that was approved is in place. 2013 GEORGIA DOWNTOWN CONFERENCE/MOBILE WORKSHOP RECAP Bill reported that the courses he attended during the Downtown Conference were excellent. Jim reported that attendees of the Tybee Mobile Workshop enjoyed the trip to Tybee. They were impressed by the work that has been done in the Main Corridor and the restoration of the Beachview Bed and Breakfast. Chantel confirmed Mayor Buelterman greeted everyone prior to their departure back to Savannah. She stated the attendees appreciated the welcome bags which contained items from the 12 businesses and additional information about Tybee. TYBEE SOUTH END ASSOCIATION OF BARS AND RESTAURANTS John reported that the Tybee South End Association of Bars and Restaurants (SEABAR) has formed specific to the downtown area south of 14th and Butler. It formed to initially put Pirate Fest on, but will also exist to provide a unified voice regarding other issues facing the businesses in that area. TYBEE COMMUNITY DAY:SUNDAY,SEPTEMBER 29 (1PM—5PM)STATUS Directors reviewed the status of Community Day. Chantel confirmed organizations have until September 13 to turn in their applications to participate. John confirmed he will provide a charcoal grill and the food even though he will be missing the day. Jim confirmed he will cook. John will coordinate with Jim to pick up the grill and food. Chantel confirmed Gina has located a company to provide a dunk booth. The price is being finalized. Diane is working with Gina to coordinate the soccer games. Vicki confirmed she is still working on confirmation of the Coast Guard's participation. COMMITTEE REPORTS Vicki provided a Design Committee update. Design staff with the Department of Community Affairs— Office of Downtown Development made a site visit to downtown Tybee to meet with Vicki and Chantel. They are working on overall concepts/sketches that will complement the design guidelines. The concepts will be useful for Chantel and the design committee to provide visuals when merchants are interested in doing facade improvements, while encouraging historic sensitivity with enhancements. Chantel confirmed the Historic Preservation Commission will also be utilizing the guidelines. Ted provided an Economic Restructuring Committee update. The committee met on July 22 and reviewed the DDA information City Council was going to review. They agreed it is an important move in order to provide financial opportunities to property owners that are otherwise not available (i.e. Downtown Development Revolving Loan Fund). Discussion also ensued regarding opportunities that are available to merchants on the MS website and provided in the monthly newsletter. Ted expressed the need to make more merchants aware of the options to better assist them. Chantel mentioned that Tony at SBAC may still be interested in providing an opportunity for businesses when ordering inventory for the summer season. Ted will follow up with him. Chantel provided a Promotions Committee update in Katie's absence. The committee met prior to the MS Board of Directors meeting and reviewed details for Community Day,Third Thursdays on Tybee and Tybee for the holidays. The website for Tybee for the Holidays is being updated with information and the committee is confirming activities for Lights on for Tybee and participation for the parade. Richard Adams has risers we can purchase for$250. Monty and Chantel have looked at them and are waiting on a W9 from Richard in order to do the purchase order. MS BOD approved: 10-16-13 Page 2 of 3 NEWS FROM DIRECTORS Vicki announced that the Arts Association's visual and performing arts shows are taking place over Labor Day weekend and two more are planned through the rest of the year. OTHER BUSINESS Chantel presented Directors with a document outlining tasks she has been working on since their July meeting for their information. ADJOURN The meeting adjourned at 7:10pm.
