Recording or Taping Notification : "As required by the Open Meeting Law we are informing you that the Town will be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair. " We request that all cell phones be turned off or to vibrate. 1 . Report on meeting with Mimi Bernardo , Finance Director Committee officers and Mimi Bernardo , Finance Director, met again to review budget numbers . Mimi ' s research for the balances in various categories closely matches the balances we have been working with for FY20 . All of us are comfortable with the budget numbers for FY20 that we have been using . Sharon Marotti reviewed the FY20 financial information . 2 . Report on warrant article presentation to Select Board Faythe and Sharon presented CPC warrant articles to the Select Board on 10/7 . All items were approved by the Select Board . There were comments in support of the FORWARD application and a clarification of the dog park application e . g . that the current request is a re-submission due to the spring request being withdrawn . There was a request to share CPC finances with the Select Board once they are finalized . 3 . Review and possible votes on award letter drafts for Dog Park, Open Space and Recreation Plan, Housing Trust, FORWARD . a . Dog Park Award letter : The committee reviewed and amended key dates and names in the draft . Faythe also noted that the total project in the warrant will be corrected from $ 311 , 875 to $ 311 ,254 . Motion to approve the Dog Park Award letter draft as amended. Moved by Roland Bassett. Seconded by Paul Ruchinskas Vote : 7-0- 0 1 Community Preservation Committee Minutes : October 9 , 2019 b . Open Space and Recreation Plan Award letter : Elizabeth confirmed that the letter is to be addressed to her . Consensus that no budget attachment is necessary . Conditions and dates reviewed and amended . Motion to approve the Open Space and Recreation Plan letter draft as amended . Moved by Diane Pansire. Seconded by Roland Bassett Vote : 7-0-0 c . FORWARD award letter : Paul Ruchinskas recused himself. The committee reviewed and amended dates and conditions in the draft. Motion to approve the FORWARD award letter draft as amended . Moved by Roland Bassett. Seconded by Sharon Marotti Vote : 6 -0 -0 d . Housing Trust Award letter is not yet drafted and will be reviewed at a later meeting . 4 . Discussion and possible vote on request for $ 5000 for yearly Open Space Committee work from FY20 Admin . Funds Items Elizabeth explained that this is the standard annual fee to Mark Robinson of the Cape Cod Compact to assess possible acquisitions for the Open Space Committee . The fee is the same as last year. Paul asked for clarification that work Mark does for other town entities ( Select Board, Water Dept. ) is not charged against this contract . Elizabeth confirmed that this request is limited to Open Space Committee work . MOTION to approve the request for $ 5000 for yearly Open Space Committee work from FY20 Admin . Funds MOVED by Roland Bassett. Seconded by Elizabeth Taylor Vote : 7=0-0 5 . Approval of minutes from 9/25/ 19 Faythe noted that the attachments section needs amending, which she will do MOTION to approve minutes of 9/25/19 with those amendments . MOVED by Roland Bassett. Seconded by Elizabeth Taylor Vote : 4 -0-3 6 . Items the chair could not anticipate There were no items . 7 . Announcements Diane reported that the Huckleberry clean up day went very well with great weather, many volunteers and a lot of work done . 8 . Next meeting 10/23 / 19 9 .
