The meeting was called to order by the Vice Chairman Cunningham. � Commissioners Fright, Simpson and Vice Chairman Cunningham, ansc:ered roll call. COMMERCIAL E:�FORCEME`�T - GRA'�T PROPOSAL 8. D.U.I. COST RECOVERY PROGRAM PROPOSAL Deputy Kemeth, Lynwood Sheriff's Station, gace a presentation on , the above scheduled items. Information was handed to each Commissioner for their review and consideration. Deput� Nemeth explained that the objective is to receive D.U.I. grants to implement cost recovery programs to help reduce ] � � expenses to Lynwood in connection with D.U.I, related accidents. He mentioned that the auto insurance rates paid'in Lynwood are much higher than most neighboring cities pay. He stated that auto insurance rates are based on the number of hit and run accidents reported to insurance companies and mone,ys paid by insurance companies for high accidents. He informed the Commission that there is no guarantee that auto insurance companies will reduce their rates, however, the City can reduce the number of all ty of accidents by� implementing what is being proposed. He eiplained that an application for a grant' will be filed uith the Office of Traffic Safety (OTS) by April, 1989. Deputti Nemeth stated that an application will be filed for a Commerc.ial Enforcement Grant. He claimed that 75% o£ trucks hau2ing dirt through Lynwood after 5:00 p.m. are heavier than the allowed weight. Complaints have been received regarding dirt. hauling problems and a request will be made to get a special cehicle and 2 portable scales to weight trucks, hau]ing dirt throu�h the City. Commissioner Cunningham stated that he is impressed c:ith the Sheriff's Department efforts to control D.li.I. related problems. � INFORM3TIONAL ITE*7S Jahanshah Oskoui briefl,r- discussed the progress of each of the follohin� Informational Items: 1. � Cit�' Entrance Mariters: 95% of this project is complete, The landscaping and the planters will be installed after a general theme has been developed. 2. Sidewalk Reconstruetion Project: Various locations of sidec:alks have been reconstructed. The I project is more than 95% complete and is ekpected to be I completed by May 29, 1988. 3. Tree Trimming Project: A 4 year contract has been signed by the �ia�or. The purpose of the 4 pear plan, is to minimize the contract cost, and to masimize the efficiency and effectiveness of the Tree Trimming Project. 4. Slurry Sea1 Project FY 1987-88: ' The bid opening Has held on May 27, 1988. The budget for this project is $50,000: This project includes slurry- sealing 70,000 square feet of the City's streets. 2 � � 5. Pavement Repairs Project: A bid opening tias held on May 5, 1988, Damon Construction Compan3� of South Gate was the apparent lowest bidder. The bid amount is 534,2i2. 6. City Facilities Study A study of the twenty City facilities to determine the required repairs and improvements to bring these facilities up to standard has been prepared. The stud3 will be presented to the Cit3� Council for their review and decision. 6. Complaints for the Month of April 1988: J. Oskoui informed the Commission that during April 1988, the Department of Public korks received 122 complaints which is 11°� than the month of March. The increase of the complaints were.mainlp contributed to an increase of alle3- clean up , ° complaints received. Commissioner Cunningham asked ?7r. Oskoui if the City- currentl� has a clean up program. Jahanshah Oskoui responded that the Cit3� crews respond to alley- clean up complaint.s upon calls received by Engineering. Ja}ianshah Oskoui informed the Commission that an article was included with the minutes entitled " Slow Growth," he pointed oUt that althoiigh the attached information was related to Orange Count3 slow growth impacts most cities and thought that the information might be of interest to them: CO.M.MISSIOtiERS ORAI:S Commissioner Wright stated that in Februar�-, 1988, he submitted a list of street lights,that are out in the City, and e�:pressed concern that he noted that some of the lights from list are still out. A light in the alley, east of Atlantic Avenue bet.ween Century Boulevard and Walnut and a light is out in front of ll561 Virginia Avenue. Commissioner Cunningham stated that the allel` at the Southeast corners of Century Boulevard and Atlantic Avenue and Virginia Avenue needs cleaning. Commissioner Simpson stated that a street li�ht is out in front of 10900 Cornish Avenue. It is a Citti light. Commissioner Cunningham aslced Mr. Oskoui if the traffic signal lights in the City were in good working order. J. Oskoui stated that all of the signals are in good worl:ing condition. � � � Commissioner Wright stated that he noted a signal light out at the southwest corner of Cortland Avenue and Atlantic Avenue. Commissioner Cunnin�ham stated that he•though it would be a good , idea if the City Telephone Clerks in �-arious departments wpuld , take up a telephone communication class on telephone techniques. Commissioner Cunningham stated that he responded to � telephone compiaint. On one Sunday, on *fulford Avenue and Birch Avenue, he noted that cars park incorrectly along the curb sides creating a problem for through traffic. He requested to hare the southwest curb painted red to create a better passage for through traffic.. J. Oskoui stated that prior to any parhing restrictions, the problem must be }aandled through enforcement, and sug�ested that the Sheriff's Department pa�° particular attention the the problem. Commissi.oner Cunningham asked the Sheriff's Department to investigate the improper curb parking situati.on at that locat.ion. DeputS• Nemeth replied that he will go out to the location and look into the problem. He also suggested that when calls are received on such problems, the concerned part3� can call the Sheriff's Department for their response. Commissioner Cunningham asl;ed if the City of Bell could be contacted to obtain informati.on on their private property � abandoned cehicles code. Sergeant Johnson explained that. the CitS° has no contro] of abandoned cars parked on pricate property.
