Historic Preservation Commission
Minutes
April 15, 2013 meeting.
Present: Dottie Kluttz; Monti Parks; Neca Stoller; Sue Bentley;
Bill Garbett; Chantel Morton; Cullen Chambers. Guest: Moses
Roberts. Absent; Lea Prestenbach.
The Meeting was called to order at 6:10 pm.
Motion to approve minutes of March 18th meeting. Dottie Kluttz
1st; Monti Parks 2nd. All in favor.
Cullen briefed commission members on results of both Tybee
Planning Commission and City Council votes on recommended
changes to Article 14.
Cullen read letter to the Savannah Morning News from John
Wiley Jr. in opposition to the recommended changes to Article 14.
Cullen presented revisions to Article 14 changes requested by City
Council prior to 2nd reading.
Monti Parks recommended that a signature line be added to
process to indicate that HPC review had taken place as required.
Motion to approve changes: 1st by Monti Parks; 2nd by Dottie
Kluttz. All in favor.
Meeting was adjourned at 7:20.

August 19th, 2013 meeting.
Present: Sue Bentley; Dottie Kluttz; Monti Parks; Bill Kriener, Chantel Morton; Bill
Garbett; Cullen Chambers .Absent: Necca Stoller.
Motion to approve minutes from April Meeting. Monti, ist, Sue 2nd.All in favor.
Cullen discussed requirement and need for all HPC members to attend training
sessions. Sue Bentley asked about possible reference library. Cullen informed members
that the Historical Society has an extensive Historic Preservation Library which can be
used by HPC members at anytime. Bill Kriener mentioned This Old House magazine as
an excellent reference for preservation information.
There was a suggestion that Cullen inform HPC members of applications for permits to
modify Historic homes on Tybee under the new policy and Cullen indicated he would do
so.
Cullen asked about Madison's hand out provided to home owners and it was suggested
that Tybee do the same. Chantel had some very useful insight into the handout. Chantel
informed the HPC members that she and Cullen had modified the application for CLG
status and submitted it for review. The forthcoming City Council meeting to vote on the
submittal of the CLG application was discussed to determine best approach. Cullen flet
that while he felt enough votes where on council last minute public opposition was
always a possibility. Chantel discussed status of Design Guidelines. Cullen discussed
status of Battery Fenwick and Battery Backus and voiced his concern about how height
would be calculated.
