2. City Entrance Marlcers
Engineering staff has completed the desi.gn phase of the
suhject project. Construction beJan on Februar,y 22, ;988 ;3nd
the completion date is set for Mar.ch 31, 1988. Er.tra:�ce
marlcers caill be installed at Mcyillan Avenue and At].anti.c
Avenue and at Imperial I'.ighcaa,y betcaeen �dri.��ht Road and
Atl.antic A�renue. F..n�ineerin� Division is also studpin<� the
option of removin� or s•elocat,ing th� traffi.c si�nal. at
intersecti.on of Atlantic Avenue and Arli.ngton Aveni�e to

3. Reconstruction of F.lmwood Avenue and Virginia Avenue
Sullv Miller Contracting Company repaired severelc damaged
concrete pavement at the subject l.ocation. The Contract;or
i.nsta].led gutters, cross gutters and wheelchair ramns. Si.nce
the Ci_t� i.s in the process of beautif,yin� t!:e City, parlccaa}�
trees were plant.ed. at the site. Project was funded b,y
H.C.D.a. funds.
4. Side�.all. Recor�strucT.i.on FI' 1986-8'r
The Sidewalk Reconstruction Project for 86-ii7 has be�eri
completed. The acceptance of the item.c:i1.1 gu before the
Gounci.]. at the hiarch 1, 1988, meeting.

5. Construction of �us Pad in Front o£ 4363 Imperial Highwa�-
In order to prevent damage to asphalt pavement due to the
load of the buses, a concrete bus pad wa.s installe.d at the
bus stop at 4353 Imperial Hi.ghwap ( it1 front of t'.te nec:
shopping center). A similar bus pad �ail.l. be construc:ted at
ll2`L8 Atlantic Avenue, in front of Trailway Bus Staticn.
6. Modifi.cation of Traffic Signal -
L�ong Beach Boulevard and Sanborn Avenue
The westerl�- porti.on of Sanborn caest of Long Iieach Boulevard
was vacated bv the City and became part of the Lyncvood Tocane
Center project. This portion of the intersection iai;.l. oe
caideced to provide the main entrance �to tha shopp:in� center,
hence the traffi.c signals neec to l,e relocated. 'Phe design
of tlie p].an is bei.ng revieuec b,- staff.

The number of complaints received were slightl� up due to an
increase of str.eet lights being out znd street sweeping compiaints.
Jahanshah Osl.oui informed the Comm.ission that, in addition to the
Informational Items, arti,cles and other material were includ�d.
An article addessing th� graffiti program was passed out to each �
of the Commi.ssioners during the meeting.
� COMMISSION ORALS
Corimissioner Cunningham expressed concern of a possible increase
of jaywall:ing violations in the streets �ahere medians are ueing
insta�_led, Atlantic Avenue and �entury Boulecard.
Commissioner Cunningham urged Engineeri.ng to investioate the
location of 4207 Car.li.n Acenue. He stated that he has observed a
gathering of people and cars t.hat crowd around t.he drive entrance.
He asl�ed what could be done to paint red cus•b near the drive entrance
for proper clearence. The gathering creates a visual problem.
Commissioner Cunni-ngham stated he has noted a peddling problem
t,hat is getting worst in the parking area of Clarics Drug Store.
Sergeant Greg Johnson repl.ied that the C,it� has an ordinance
against peddling. The SheriPf's station receives a.1ot of ca1.1s �
regarding problems of the same nature. He stated that he caill
have the Sheriff patrol and investigate to the probl.em.

Commissioner Wri.ght stated that after dri arow�d i_n the Ci`.,y, �
he found manv street ].ights out and has compiled a list of locat�.ons.
Jim llevore informed the Commission that. Edison caill soon ;uUmi_t,
repaired street light reports starting i.n March, 1988.

Commissioner Simpson commended Engineering on their efforts and
involvement witii the new deve]opment oi' the Long Beach Bou].evard
Pr.oject. ,
James Decore infoc•med tl�e Commission that staff will later
present to the Commission cost estimates of the proposed project.
Commissioner Simpson c:elcorned Sergeant Jahnson to the mretin�.
Commissioner Archambaul.t asi;ed for tne st.ati�s of his request to
have traffic signal. light retimed on Imperial Highwa� in frcnt of
the Fire Station and retiming of traffic signal li�ht on Imperiai
Hi.ghwa5' and Cornish Avenue.
� James Devore replied that Engineering inaesti.gated the
possibility of re'Ciming t7ze l_ights and found that. it ma5 noz� be
feasible to retim� the li.ghts at the i_ccations. Once the ].ig',its
are retimed, it will i.nterupt the ger,e�:�al t.i.min� stistem.
Commissi.oner archambault stated that he received hi.s agenda.

Commissioner Archambault mentioned tltat he had ohserveci junk cars
parked on the street along Imperial Highway.
' Sergeant Johnson stated that all abandoned cars have been removed

Traffic and Parking Commission.

PURPOSE:
To recommend that the Traffic S Parl;in� Commission support
st:aff's recommendation to install green curb on the south side of
Lynwood Road in front of Cargill facilities.
BACRGROUND:
A,request for designation of approsimatel� 350 feet of curb ss
green curb - with a 20 minute parking only restriction on the
south side of Lynwood Road in front of Car�ill Facilities has
been reviewed.
ANALYSIS
The Traffic and Parking Commission on it's September 24, 1987,
meeting recommended to staff to designate approaimately 420 feet
of green curb on the South side of Lynwood Road in front of
Quality Metal Finishin� to facilitate the stopping of trucks
while waiting to get inside the facilities. The green curb, 420
feet of green curb on South side of Lynwood Road, measure3 from
East Alameda going easterly has been installed. As a result,
Quality Finishing Company's employees who were using this space for
parl:ing for off-site parizing purposes now park their cars on the
south side of L,vnwood Road in front of Cargill facilities.
Cargill has approximately 20-30 trucks daily, that need to
utilize curb parking while waiting to get inside the facilities.
However, due to the fact that the required spaces are being used
by Qualit,y Finishing's employees, the trucl;s must double parlc,
hence, blocicing t.he road_ and causing problems.
Furthermore, in the Traffic and Parlcing Commission meeting of
September 24, 1987, the representative of Rualit,y Finishi.ng
stated Y,hat they would be able to provide on-site parking for
their employees in response to staff's concerns th3t by assigriicig
the green curb twentp (20) parlci.ng spaces �aould be eliminated.

It is recommended that the Traffic and Parki.ng Commission support
staff's recommendation to install approximately 350 feet of green
curb twenty (20) minutes parking only, on the south side of
Lynwood Road, in front of Cargill facilities.

To support staff's recomrnendation that the traffic signal located

intersection of Atlantic Avenue and McMillan Street.
BACKGROUND:
Staff contracted with George W. Brusher, P.E., Consultant Traffic
Engineer to study the traffic control for the subject
intersections.

RECOMMENDATION
Staff recommends that the Traffic and Parking Commission support
staff's recommendation to relocate the existing traffic signal
from Atlantic Avenue and Arlington Avenue to Atlantic Avenue and

TRAFFIC STUDY
ATLANTIC AVENUE - ARLINGTON AVENUE
ATLANTIC AVENUE - MC MILLAN STREET
INTRODUCTION
Study has been completed at the intersection of Atlantic
Avenue and Arlington Street relative to the need to continue
operation of existing traffic signals. Study has also been
conducted at Atlantic Avenue and McMillan Street to determine
a possible need for new traffic signals.
New traffic counts, both 24-hour approach volume and daytime
peak-period turning movement and pedestrian counts, were made
at each intersection. Visual observations were conducted and
a review was made of reported accidents for the two-year
period ending December 31, 1987.
RECOM
It is recommended that existing traffic signals at the
intersection of Atlantic Avenue and Arlington Avenue be
removed and that the City of Lynwood enter into an agreement
with the City of Compton for the installation of new traffic
signals at Atlantic Avenue and McMillan Street.
It is also recommended that the raised median on McMillan
Street be modified to provide separate left turn lanes at the
east and at the west approaches to Atlantic Avenue.
DESCRIPTION
Atlantic Avenue is shown as a Major Highway on the County's
Master Plan of Highways. The roadway is 78 feet wide,
providing two through lanes in each direction, separated by a
two-way left turn lane and has a 40 miles per hour speed
limit. Abutting development is entirely of a commercial
nature with several buildings being unoccupied at this time.
Parking is permitted on each side of the roadway.
Arlington Avenue, having a paved width of 30 feet,
T intersects Atlantic Avenue from the east. A commercial
driveway, providing access to a used car sales lot, is
located on the west side of the intersection opposite
Arlington Avenue. The south crosswalk at this signalized
intersection terminates in the driveway area. Arlington
Avenue extends only one block east of Atlantic Avenue to
� Gibson Avenue. Abutting development is residential
� generating only light volumes of traffic. There is
commercial development at the intersection area.

McMillan Street forms a four-way intersection with Atlantic
Avenue. The roadway provides one 18-20 foot traffic lane in
each direction separated by a 16.5.foot wide raised median.
According to available records, the Compton city boundary
falls along the south curb of the median. This places the
north and east approaches and the entire median in City of
Lynwood jurisdiction.
McMillan Street extends westerly from the Long Beach Freeway
to Sullis Road. Again, abutting development is primarily of
a residential nature.
STUDY DATA
Manual turning movement and pedestrian counts were made at
each intersection on Monday, February 29, 1988, from 7:00 to
9:00 a.m., 12=00 to 1:00 p.m., and 3=00 to 6:00 p.m. Twenty-
four hour approach traffic counts were also made at each
intersection on Monday, February 22, 1988.
The study disclosed that Atlantic Avenue carries
approximately 19,000 cars per day at Arlington Avenue, and
approximately 19,200 cars per day at McMillan Avenue. During
the 24-hour interval, 212 cars entered from Arlington Avenue
while 2,000 cars entered from McMillan Avenue. Twenty-four
hour traffic count summary sheets are contained as Appendix
pages 1 thru 4.
Turning movement counts taken at Arlington Avenue disclosed
light left turn demands from both Atlantic and Arlington
Avenue. Pedestrian activitY across Atlantic Avenue was also
found to be light. Directional traffic count sheets for
Arlington Avenue are contained as Appendix pages 5 and 6.
Turning movement counts taken at McMillan Street again
disclosed relatively light left turn movements also with
fairly light pedestrian crossings of Atlantic Avenue. Higher
pedestrian activity in the north crosswalk is generated by
the market/liquor store at the northeast corner. Directional
traffic count sheets for McMillan Street are contained as
Appendix pages 7 and 8.
TRAFFIC SIGNAL STUDY
Traffic signal warrant sheets for Arlington Avenue, Appendix
pages 9 thru 11, reflect traffic volume data obtained from
the 24-hour approach volume counts. As noted, traffic
conditions at Atlantic Avenue and Arlington Avenue do not
satisfy any of the nationally recognized minimum guidelines
� used in determining the need for traffic signals. The only
� positive factor at Arlington Avenue is its location with
respect to adjacent signals which satisfies only the
�' Progressive Movement Warrant.

pages 12 thru 14, reflect traffic volume data obtained from
the 24-hour approach volume counts. As noted, traffic
conditions at Atlantic Avenue and McMillan Street meet or
exceed minimum values of the Interruption of Continuous
Traffic Warrant, the Four-Hour Volume Warrant, and the Peak-
Hour Volume Warrant. Traffic signals are warranted for
installation under any or all of these warrants.
Although slightly off desirable spacing, signals at McMillan
Street could be timed to create minimum disruption to traffic
flow on Atlantic Avenue. Precise timing schemes would have
to be developed through preparation of Time-Space Diagrams.
S.W.I.T.R.S. reports for 1986 and 1987 do not list any
accidents of a type correctible by signals at either
intersection.
DISCUSSION
The traffic signal installation at Atlantic Avenue and
Arlington Avenue appears to have been made a number of years
ago when Atlantic Avenue was a State Highway. It has also
been indicated that there was a fire station located at the
location. Since that time, the Long Beach Freeway was
constructed and Atlantic Avenue has reverted to local
control. The fire station has also been relocated.
This study has shown that there no longer appears to be a
need to continue operation of traffic signals at Arlington
Avenue. The study also shows that traffic and pedestrian
- conditions at Atlantic Avenue and McMillan Street would be
better served through the installation of new traffic
signals.
From field observations, it was noted that existing roadway
widths on McMillan Street are substandard and do not provide
adequate roadway width to accommodate left turning motorists
without delaying through motorists. This condition could be
alleviated to a great degree by providing separate left turn
lanes at the approaches to Atlantic Avenue. One hundred foot
pocket lengths would be sufficient to accommodate prevailing
left turn demands. Parking should be prohibited along the
north curb of McMillan Street for a distance of about 300
feet both east of and west of the intersection.
Signalization at McMillan Street will be a cooperative
project with the City of Compton since Compton has
jurisdiction over 50% of the intersection area. It appears
that median modifications wi11 be the responsibility of the
City of Lynwood.

CONCLUSIONS
Data secured through this study has disclosed that:
1. Traffic signals are no longer warranted at Atlantic
Avenue and Arlington Avenue and that there is no apparent
reason to restrict left turning movements at the
intersection.
2. Traffic conditions at Atlantic Avenue and McMillan Street
meet or exceed minimum values of three recognized traffic
signal warrants.
3. Greatly improved traffic flow can be realized on McMillan
Street by modifying the median to provide separate left turn
lanes at the approaches to Atlantic Avenue.

1. Atlantic Avenue Reconstruction Project:
The construction phase of the subject project iias been
completed. A£ter comple�ting the defici.encies, the project

The construction phase of tliis praject is 853, comi>le:te.
The eapected completion date is PiarcYi '1, 1988.
3. Sidewalk Reconstruction Project FY 1987-88:
The construction of i;he subject :�roject began on 'Iarch lo,
1988. The project is to be completed by May 10, 1988. This
project includes reconstruction of damaged side��alk, curb
and gutter and pavement at 80 locations. The cost of this
project is �8'i,980.80 and is furided through i:.C.D.A. funds
and SB 821.
4. Monitoring and Cleaning of Sewer Mains:
As a Cit,y wide program, PSG Srwer� Services, inspeci:ed
' approzimately 2,325 feet of sewer mains, along Drur,y- Lane
ancl Alma Avenue using a television monitor. Based on the
results of the moriitoring, requirec clean-ups were completed..
The Contractor provided the City with video t:apes of tlie
monitoring along caith a complete report and recommendation.
The total cost of this project wa.s 51,627.50.
5. Complaints For February, 1988:
The Depaxtment of Public Worl;s received a total of 11?
complaints during the month of February. Th:is shows a
decrease of 31% as compared to January. It shauld ne noted
� that trash pick up complaints and street light problems caere
