A. Call to Order A special meeting of the Housing and Community Development Advisory Board was called to order by Vice Chairperson Marqaret Araujo, June 8, 1988, at 7:07 p.m., in the Council Chambers of Lynwood City Hall, 11330 Bullis Road, Lynwood, California. B. Flag'Salute Claude Law led the pledge of allegiance. C. Roll Call Present: Lawrence Dunn Claude Law Margaret Araujo Cynthia Green-Geter Absent: Reverend John Hopkins (excused) Also I Present: Arthur N. Waller, Housing and Community Development Coordinator Clarence Williams, Administrative Analyst II � Annette Porter, Minutes Clerk D. APPROVAL OF MINUTES Claude Law moved, Lawrence Dunn seconded that the Minutes of May 4, 1988, be approved. Approval was unanimous. E. PUBLIC ORALS ! None. I F. OLD BUSINESS I I Mr. Law expressed his concern regarding the reasons that I the City Council disregarded the �HCDA Board's I recommendations for Public Service Projects and how certain projects would reflect the Lynwood School Board. � Art Waller, Housing and Community Development Coordinator, � informed the HCDA Board that at a previous Council meeting � Ms. Driver of You-Can informed that Council that she had authorization by the School District to operate her I project and that no conflict existed. � f Lawrence Dunn submitted a letter to the HCDA Board i regarding the Board's attitude towards the Council's � Public Service recommendations. Board members reviewed , the letter and decided to revise it and submit it to City Council. Ms. Green-Geter requested that a recommendation be made to City Council in the letter to consider approving the HCDA Board's recommendations for public service projects and that because of the fact that the two outside agencies approved for funding by the City Council I are operational during the school year only, funds be � concentrated on in-house projects and/or summer projects I which could be utilized now. � i i ' I I I ,... , � � HCDA Minutes June 8, 1988 Page #2 Margaret Araujo suggested that the revised letter to Council be composed by Cynthia Green-Geter. Ms. Green- Geter excepted the suggestior. and will draft a letter to be type and submitted by staff. Ms. Green-Geter asked that a letter be composed by Margaret Araujo requesting that the function of the HCDA Board be explained, along with a definition of City staff's function to the HCDA Board. Margaret Araujo agreed to draft a letter to that regard. Mr. Law expressed his concerns regarding the replacement of HCDA Board members. Mr. Waller informed the Board that City Council has appointed three (3) new members to the Board and those members will be sworn in at the July 6, 1988 meeting. G. NEW BUSINESS None. H. BOARD ORALS Lawrence Dunn submitted his resignation and gave a farewell statement to the Board. Claude Law expressed his � thanks to Mr. Dunn as a fellow Board members. Margaret - Araujo expressed her reqrets in losing a senior Board member. Cynthia Green-Geter expressed her disappointment at receiving Mr. Dunn resignation and wished him well. � Ms. Green-Geter also asked that Mr. Dunn be available from I time to time to assist the Board, since he has been a member of the Board a number of years and his knowledge is valuable. i I. STAFF ORALS i None. ' J. ADJOURNMENT I The Housing and Community Development Advisory Board I meeting adjourned at 8:28 p.m. Claude Law moved Lawrence Dunn seconded that the meeting adjourn.
