l. Request for Additional Funds -
$usiness Development Institute (BSDI)
Comments:
BSDI was awarded $17,500 in CDBG funds to conduct a job
training program for 5 Lynwood residents. A total of 9
Lynwood residents actually enrolled in the program and
have compieted training; four are currently employed by
BSDI. BSDI is requestinq an additional $6,000 to cover
the cost of training the additional persons.
" Ms. Elois Phillips, BSDI's Program Instructor, will
deliver a presentation to the Board on BSDI's Training
Program.
2. Fair Housing Video
Comments:
' At the February 3, 1988 meeting, Cynthia Green-Geter
requested that staff prepare an analysis of estimated
, viewership of the Fair Housing Video and cost comparisons
with other video production firms. Staff will present the
, results of that analysis.
H. STAFF REPORTS/COMPdENTS
Comments:
The Housing and Community Development Division if finally
at full staff, consisting of a Coordinator, an Economic
Development Specialist, Administrative Analyst, two
Rehabilitation Specialist and one Clerical position.
The staff will be presented to the Advisory Board to
discuss departmental activities, ;

I. OPENING CEREMONIES
A. Call to Order
A regular meeting of the Housing and Community Development
Advisory Board was called to order by Chairman John
Hopkins, February 3, 1988, at 7:09 p.m., in the Council
Chambers of Lynwood City Hall, 11330 Bullis Road, Lynwood,
California.

, Arthur Waller, xCDA Coordinator informed the Board ,
that BSDI was awarded $17,500 in CDBG funds to conduct
a job training program for 5 Lynwood residents. A
total of 9 Lynwood residents will complete training I
and BSDT needs an additional.$6,000 to cover the cost
of training the additional persons.
, Art further informed the Board that he had visited the �
program site, monitored the training program and '
interviecaed students and received satisfactory reports �
in all cases. Reverend Hopkins asked if a i
repr�sentative from the program could attend the next
meeting, all Board member concurred with Reverend
Hopkins. Lawrence Dunn asked if the program is i
currently in.operation and where it was located. Art
listed the location as 2594 Industry 4Tay, Lynwood.

Cynthia Green-Geter asked how many non-residents were
training and what was the fee for them. Art answered
that there are 6 and the fee is $100 per person.
Claude Law was concerned about the equipment. Art
told the Board that BSDI has invested several thousand
dollars in equipment and that CDBG funds partially
subsidized the cost.
After further discussion the Board motioned to table
this item until a representative from BSDI could be
present to answer any pertinent questions before
consideration of approval of additional funds.
Lawrence Dunn moved, Marqaret Araujo seconded to
approve the motion. Approval was unanimous.
' 2. Fair Housing Video - Video Dimensions
Art asked if the Board members had the chance to view
` the fair housing videos and was informed that all '
members did not review both videos. Lawrence Dunn I
stated that the City of Lynwood is being viewed as a
high crime city and he feels that in creating a fair �
housing video which shows the City in another light i
could be beneficial to the City. Claude Lacv added �
that he felt• that the video made for the City of �
Compton was of good quality and if the City could �
produce as video such as Compton's fair housing video,
it would be beneficial to the City and he would be in
favor of approving the production of such a video.
Cynthia Green-Geter asked what the usage of the video j
would be and how would staff make sure that I
educational purposes are aquired. Art answered that
the video would be used as an information tool for I
fair housing and other uses as appropriate. Also, the i
intention is to make the video available for airing �
on public cable; make videos accessible to the School
District and Public Library for public purposes. Ms.
Green-Geter suggested that a working relationship be
established between staff and the School Board in
order to make the video a viable part of some class
room experience. Ms. Green-Geter also asked if an
analysis could be done to compare costs and services i
which may be offered by other companies. Ms. Green- �
' Geter asked if the production of the video was a HUD I
- requirement. Art answered that fair housing is a part I
of public service being offered Lynwood which is
required by HUD, and is operated by the Fair Housing
Foundation. The video would supplement this
requirement. ,
Ms. Green-Geter requested that a analyst be compiled �
to show how many people.would be reached through the
, efforts of the video, what the City's goals are in �
producing such video and that a cost analyst be
completed before consideration of approval of video
production. Vicente Mas, Community Development ,
Director, informed the Board that between 5� and 6� of
the households in Lynwood have cable T.V. and a large
number of the families being discriminated against are
hispanic and bi-lingual and that even if a large �
number of the population is not reached, the few that i
are would be worth the effort.

Lawrence -DUnn added that the City has gone many years
without this assistance and that the approval of such
video could only a asset to the City. Reverend
Hopkins asked that the analysis and cost comparison be
G avoided due the the time involved. He felt that the
project is worth while and should be implemented in a
timely manner. Ms. Green-Geter disagreed. She felt
that such analysis would not be very time consuming
and should be completed before approval determination
could be made. She also stated that she would like to
see the video utilized as an information tool on more
than one focal point. Art informed the Board that
. such analysis would be completed and submitted to the
Board.
Claude Law motioned that staff complete an analysis ��
and cost comparison and request consideration from the �
School Board to make the video accessible for �
classroom use in the Lynwood School District. i
Margaret Araujo requested that in addition, cost be
given for a bi-lingual production of same video. Ms. �
Green-Geter seconded the motion. Approval of the I
motion was given unanimously.
3. RFP (Request for Proposals) process for 1988-89 Public �
Service Projects I

, Staff submitted copies of set guidelines for I
soliciting and evaluating proposals from local
ageencies to provide public services to Lynwood
residents. Art explained that these activities are �
directed toward improving the community's public �
services and facilities. He further explained that a ,
number of projects were contracted for 1986-87 and i
many were funded, but at that time there were no i
guidelines in place to regulate the funding process.
Art reviewed several sections with the Board and �
mentioned that staff is open to any suggestions and �
additions to the submitted guidelines. Claude Law �
i
asked if there were guidelines given last fiscal year. I
Mr. Mas answered that although there were in-house i
house procedures, the City had no approved guidelines,
policies or procedures. I
Art informed the Board that the City is entering into �
the HUD application stage for fundinq and decisions +
have to be made in a timely manner in order to meet �
the application submittal deadline.

Claude Law moved that the Guidelines as submitted be �
Agendized for City Council for consideration and ?
approval. Margaret Araujo seconded the motion. Ms. j
Green-Geter asked if amendments can be made prior to �
the City Council submittal. Staff answered yes. I
Margaret A'raujo asked if only Lynwood based companies
could be funded. Art answered that companies do not
have to be Lynwood based, but all services must �
benefit Lynwood residents. There b?ing a motion made
and seconded, the RFP Guidelines were approval �
unanimously. I

Mr. Mas suggested to the Board that they consider.
requesting an ultimatum to absentee board members as per
Board Regulations. The Board requested that staff send
letters to the absentee members.
