Request for Additional Funds - Business Development Institute (BSDI) ' Comments: BSDI was awarded $17,500 in CDBG funds to conduct a job training program for 5 Lynwood residents. A total of 9 Lynwood residents will complete the training and BSDI ' needs an additiona'Y $6,000 to cover the cost of training the additional pers � Recommendation: It is staff's rerommendation that the Advisory Board recommend that City Council approve the additional allocation for BSDI. 2. Fair Housing Video - Video Dimensions I Comments: i I , By now, all HCDA Board members should have had an � ' opportunity to view the Fair Housing videos produced by , Video Dimensions. Staff will request the Board's decision to recommend that Council approve funding for. this � activity. Funds are available in the HCDA Administration � Budget. � 3. RFP (Request for Proposals) process for 1988-89 � Public Service Projects � Comments: � Staff is preparing, for the Board's review and approval, a . I , set of guidelines for soliciting and evaluating proposals from local agencies to provide public services to Lynwood � residents. These activities are directed toward. improving the community's public services and facilities, including those concerned with employment, child care, crime prevention, health, drug abuse, education welfare or � recreation needs, and which are directed toward i coordinating public and private development prog� This information will be presented at tonights meeting for �; the Board's approval and recommendation to City Council. � H. OPENING CEREMONIES � A. Call to Order A regular meeting of the Housing and Community Development Advisory Board was called to order by Acting Chairperson Lawrence o. Swearing in of New HCDA Board Members ' I The swearing in of new HCDA Board members Claude Law, I Margaret Araujo and Cynthia Green-Geter were sworn in I as Housing and Development Advisory Board members by Andrea L. Hooper, City Clerk, aft.er which � Ms. Hooper was excused from meeting. � 2. Selection of Chairperson and Vice Chairperson for I 1987-88. Reverend John Hopkins was elected Chairman, with � Margaret Araujo elected as Vice Chairperson for the I HCDA meetings. 3. Selection of representative to the Loan Review I Committee. � Margaret Araujo volunteered to represent the HCDA 1 Board at Loan Review Committee meeting. Fair Housing Videc Presentation - Video Dimensions Art Waller informed the Board that Video Demensions is a firm interested in producing a video for the City which deals with fair housing issues and that staff was currently seeking ways to promote fair housing. He then introduced Mr. Dwight Blackshear, president of ° ' Video Demensions, to give further information and answer any questions. Mr. Blackshear explained that Video Dimension has produced several fair housing videos for several cities. . He bought along a sample of one such video which was produced for the city of Company but due to difficulties with the city's video equipment, he was unable to show the video. Mr. Blackshear proceeded to give background on the company and explain to the ` Board what goes into the production of a fair housing video. He further explained that fair housing information was � needed in various cities to make communities aware of their services and that approximately 2% of housing i discrimination was reported. He said that his,company would provide a visual concept of �,housing I discrimination instances and other housing aroblems which may exist and possible solutions to those i problems. , , , ' Rev. Hopkins asked how Video Dimensions arra at I - their operating budget. Mr. Blackshear stated that � ' from previous experience cost for fair housing videos have ranged between $8,000 and $12,000. , � I Ms. Green-Geter asked why only 20 of housing � discrimination cases were reported. Mr. Blackshear I stated that people didn't always know that they were I being discriminated against because they are not aware of housing laws, therefore, many are not reported. _ a I Ms. Green-Geter �3sked is the fair housing video would inform the commun°ity of their rights. Mr. Blackshear � sais that the v'ideo would be informative regarding ! fair housing right and the community would be given a phone listing of whom to contact for additional � information. i Art Waller added that the film would show scenes of ' different housing discrimination cases and offer remedies. He asked that the Board review all information and view the sample video and that upon � completion, make' a decision of recomendation or not regarding these services. � � Ms. Green-Geter asked if funds were available. Mr. ; , Waller stated that there will be approximately $10,000 available for the production, if approved. i Ms. Green-Geter and Claude Law requested to be given a copy of the working budget. Mr. Waller said that ' staff will provide all Board members with this i information. Ms. Araujo asked what the approximate cost would be � for the city's video. Hopkins conc,�uded that all other questions can be , r answered by rev:eewing the video tape. Donald Dove informed the Boar"d that some of the Board membes had reviewed the tape�: and often actors volunteered along with city employees 'and community residents, to x perform in such cc�mmunity videos which would help keep down the cost of the video production. Mr. Blackshear volunteered to attend the meeting following the viewing of the video tape in case there are further questions. G. STAFF REPORTS/COMMENTS Vicente Mas, Community Development Director, reviewed the Citizen Participation Plan with the new Board members. He explained a section of the Brown Act which specifys that Agendas must be posted 72 hours prior to each , meeting and only agendized items will be acted upon. Mr. Mas informed the Board members that the Advisory Board is a body which makes recommendations to City Council on various community service programs and monitors those programs approved. � Claude Law requested that he be provided with information . regarding program previously funded. He informed staff that he• would interested in the possibilities of job • training and recreational programs for the city's�youth. ' H. BOARD ORALS: : s Lawrence Dunn requested an update on the Graffiti Program. Art Waller informed him that Ralph Davis of the Recreation and Parks Department would be in charge of the � program and that operational procedures were now being considerated by City Council. Mr. Mas informed t1ie.Board " that City Council would be making a motion on the program, on its January Z5, 1985 meeting, and that the program will be operated in -house. Claude Law included that City Council would be using the Lynwood . Service � Corporation program as a model program. Mr. Mas stated that funds were not available to run a I program such as the,!Lynwood Service Program, but staff could possibly chec"t with the Young People of Lynwood to I supplement the progr3m. Ms. Green-Geter as.ked if suggestions from the Board should be made to '^ity Council regarding the graffiti program. Mr. Mas informed her that the Board had made recommendation to Council proir to the new board member coming on board. Mr.' Mas also informed the board that • Council wished to add weed abatement to the graffiti � program. Mr. Mas formally welcomed the new board members and I , expressed thanks to their interest in the Housing and I Community Development Advisory Board. I , i Rev. I SUBJECT: REQUEST FOR ADDITIONAL FUNDS - BUSINESS SERVICES DEVELOPMENT INSTITUTE (BSDI) In July, 1987, BSDI was awarded a CDBG funded contract in the amount of $17,500 to provide a training program for Lynwood residents in the area of inedical billing and transcription. After completion of the 6 month training program, trainees are placed i in permanent positions wha;ch pay $7-$9 per hour (plus fringe benefits) to start. As prc?ficiency increases, employees can earn from $1,500 to $2,500 per mcnth.. BSDI's original funding re5uest was for $35,000 which would have provided training for 10 students at an estimated cost of $2,500 per student (classroom space and equipment. The remaining $10,000 covered teacher's salaries). Due to funding constraints at that I time, City Council recommended that the original proposal be � reduced by one half which would provide training for five i students. This amount was insufficient to cover the cost of operating a training proaram for only five students, so BSDI I accepted a total of 15 students in the program; 9 of which are low-and-moderate income Lynwood residents. (Non Lynwood residents were assessed a fee to participate in the program). In addition, BSDI implemented an evening class to accommodate students either working or attending school. This resulted in the need to hire an additional instructor. � ( In all, BSDI anticipates a shortfall of approximately $6,000 and � is requesting approval of an additional funding appropriation. I Graduation is scheduled for Friday, February 5, 1988 at 6:30 p.m. I in Bateman Hall.
