Roll Call of Commissioners Present: Commissioner Bette Espeseth ' Commissioner Robert Markovic Commissioner Julio Mendoza Chairperson George Martini Excused: Commisioner Eloise Evans SCHEDULED MATTERS J-im Given certified the Agenda posting by the City Clerk. BEAUTIFICATION TOUR A tour was made of the southwest section of Lynwood, starting south of Century, north of Fernwood, east of Alameda and west of ', Bullis Road. Areas were viewed and houses photographed that displayed most positive ethetic appearance. The photographs will be presented to the Commission at the November 22, 1988 meeting for selection of awards. ADJOURNMENT At 12 noon a motion was made to adjourn, with a second and all in agreement, until the next regular meeting scheduled for Tuesday, November 22, 1988 in the Council Chambers at City Hall, 11330 Bullis Road, Lynwood. HM/jn I � � CITY OF LYNWOOD LYNWOOD RECREATION & PARKS DEPARTMENT RECREATION & PARKS DEPARTMENT COMMISSION MINUTES FOR OCTOBER 25, 1988 The meeting was called to order by Chairperson George Martini at 7:30 p.m.. The Invocation was given by Chairperson George Martini and the Pledge of Allegiance was led by Commissioner Bette Espeseth. Roll Call of Commissioners Present: Commissioner Bette Espeseth Commissioner Eloise Evans Commissioner Robert Markovic Commissioner Julio Mendoza Chairperson George.Martini SCHEDULED MATTERS Ralph Davis certified the Agenda posting by the City Clerk. I A motion was made by Commissioner Bette Espeseth approving the minutes for the regular meeting of September 27, 1988 with a second by Commissioner Julio Mendoza, and all in agreement. i PUBLIC ORAL COMMUNICATION PERTAINING TO ANY AGENDA ITEM: None ' CORRESPONDENCE: None I MONTHLY STAFF REPORTS I A. Facility Usage...Bateman Hall, Community Center and Ham Park attached to the Agenda, i Commissioner Bette Espeseth questioned the usage of Bateman Hall by Samoan Ind. 7th Day Adventist, for a number of days in November. Ralph Davis advised it is being monitored. B. News Releases...mailed on a current basis � C. Personnel...Ralph Davis informed the Commission the department is short four (4) full time positions but the testing and interviewing has been I completed for two. i The Facility Program Supervisor will have full time responsibility for i Ham Park, Special Events, After School Play Program, Classes, etc. The Custodial position basically at Bateman Hall, may be an evening shift. I (continued) i i I � .� Page Two • • CURRENT PROGRAM REPORT by Jim Given In Flag Football, there is a Clinic Division which is an instructional league for 5-7 year olds, which has 25 youngsters enrolled. There are four (4) teams in the Tiny and Midget Divisions. 6ames will start Saturday, November Sth. The first weekend of December, the department will be hosting the Southeast Municipal Athletic Association Flag Football Tournament. Three (3) fields will be used for two (2) days (the first Saturday and Sunday in December). Girls Basketball Camp has 30-35 registered and is held on Saturday mornings. There will be Halloween Activities at the Community Center from 5-8 p.m. on October 31st. The costume parade will be at 6:00 p.m. with the volunteer judges being Commissioner Bette Espeseth, Commissioner Eloise Evans and Evelyn Dahl. The Christmas Boutique will be held November 12th & 13th from 12 noon to 10 p.m. at Bateman Hall, admission free. There will be a Christmas Shopping Spree Trip to Tijuana on December 17th. There are teen activities each afternoon in the lounge at the Community Center. The Senior Program is coming along very well with an average of 80-100 participants in the Bag Food Program, the last Friday of the month. We hope to open the program up to all the needy residents of Lynwood by the first of the year. ACTIVITIES REPORT: by Ralph Davis The Activities Report for August/September was distributed to the Commission. A short discussion was held on a few of the items listed. Commissioner Eloise Evans made a motion to accept the Activities Report, Commissioner Julio Mendoza made a second to the motion and all were in agreement. I ANTI GRAFFITI REPORT: by Ralph Davis Copies of the September Monthly Report on Graffiti were distributed to the � Commission. Ralph Davis explained that the primary object has been to hit the main areas, such as the main boulevards and the parks. The crew is now able to start some alley clean up. The target for the next few months will be to , clean up the Christmas Parade Route. The department has received the step van truck and expecting the stake bed truck shortly. The Sheriff's Department has i advised they plan to be more active with the Graffiti Program. Chairperson George Martini injected that he would like to see more detailed I information to the public included in the Lynwood Living paper. Covm�issioner Eloise Evans suggested Chairperson Martini write an article expressing his opinion and submit it to the Lynwood Living editor. i (continued) I I I f I I Page Three • • ���< .� REPORT ON AFTER SCHOOL PLAYGROUND PROGRAM by Jim Given Jim Given advised he had met with the School Board on October llth and a tentative agreement had been arrived at to begin after school activities from 3-5 p.m., at 8 or 9 sites, at the first of the year. REPORT ON PHASE II LINDBERGH PARK by Ralph Davis Using a preliminary sketch of the park, Ralph Davis pointed out the projected areas, expected upon completion. There will be a minimum grass area with benches, basketball and volleyball courts, cement area for tether ball and games and playground equipment on the nearby area. BEAUTIFICATION TOUR by Ralph Davis After a short discussion, the date for the Beautification Tour was scheduled , for Saturday, November Sth at 9 a.m. starting at the Community Center. The area to be toured, will be the southwest section of Lynwood. PUBLIC ORAL COMMUNICATION None COMMISSION ORAL & WRITTEN COMMUNICATIONS Commissioner Robert Markovic ...mentioned the entrance signs to the City of Lynwood look very nice. He also commented that the seniors crossing Century Blvd. from the convalescent home to the shopping area, is very dangerous, as they move so slow. Commissioner Bette Espeseth...inquired if push carts are permitted in the park. nalp Davis responde t at they are not, staff trys to discourage them and he would check into the matter. Commissioner Espeseth informed the Commission the Salvation Army will not be doing Thanksgiving Baskets this year, however, there will be a Thanksgiving Dinner offered, starting at 11:00 a.m. on Thanks— giving Day. She advised there is a Hispanic Radio Station that has volunteered 500 Christmas Baskets to the Salvation Army for distribution. Ralph Davis asked Commissioner Espeseth to supply the department with fliers of these events. Commissioner ,Tulio Mendoza...asked if the City Fathers could be requested to iniorm Ca Trans to c ear up the graffiti on their properties, to help with the beautification efforts of the City. Their properties are generally located at the entrances of the City and have a very nasty appearance. Commissioner Eloise Evans. Holmes of Los Angeles County Sheriffs to discuss enforcement of Graffiti violations. 8. Staff inet with Public Works & Sheriffs Dept preparing for NUN RUN. 9. Staff inet with several furniture consultants regarding VIP Room remodeling. 10. Attended Lynwood School Board meeting to present after school playground program. 11. Staff attended Drill team parents meeting. 12. Began preparation for annual Christmas Parade. 13. Holes and depressions were filled and leveled in turf areas. . 32. Booths for Halloween activities were delivered to Community Center. 33. Twenty-five park trees were trimmed. 34. Swing seats in Ham Park playground were replaced. ' 35. Backboard on Ham Park backstop was repaired. � 36. Seatboards on benches around Ham Park play areas were replaced & Painted. 37. Gopher eradication was conducted by L.A. County Agricultural Dept at � Ham Park. 38. Lawns at Civic Center to Bateman Aall were scalped and overseeded with winter rye grass. 39.
