Met with school district regarding use of their buses for local youth excursions. Resulting agreement saved transportation cost of these trips. 2. August 10, Day Camp Trip to Cerritos Skate Depot. . 3. August 24, Day Camp trip to Monsoon Lagoon in Redondo Beach. 4. Staff attended Southern California Municipal Athletic Federation Youth Flag Football meeting. 5. Staff prepared copy and layout for City Newsletter. 6. August 5-7th, an overnite youth trip to Big Bear was conducted. 7. Staff inet with Long Beach Unified School District Food Service to prepare billing for summer meals program. 8. Asbestos was removed from Natatorium facility. 38. Bearing replaced on heater pump in Boiler pump. 39. Main drive shaft bearing replaced on Natatorium circulation pump. 40. Safety signs "No Diving" were installed at Natatorium. 41. Drainage pipe to pump pit at pool repaired and welded. 42. Removed front entry doors replaced thresholds and installed new anchor bolts. (Natatorium) , 43. Repaired fan circulation motor at Natatorium. 44. Replaced clothing check pins at Natatorium. PARK MAINTENANCE 45. Unplugged floor drain in Birch Street restrooms. 46. Repaired two urinals in Birch Street and Center Park restrooms. 47. Replaced worn galvanized pipe with schedule 40 PVC line. 48. Prepared, lined, and burned in boundaries for football fields on Diamond 111 5 112. 49. Filled holes and depressions in lawn areas throughout parks. 50. Planted ground cover in North planter at Ham Park. 51. Repaired and replaced lumber on permanent benches at Ham Park. 52. Trimmed three (3) trees at Civic Center complex. 53. Flowers and ground cover were planted at Bateman Aall. 54. Indoor plants for Bateman Hall and Community Center were ordered and placed. 55. The Invocation was given by Commissioner Bette Espeseth and the Pledge of Allegiance was led by Chairperson George Martini. A motion was made by Commissioner Robert Markovic approving the minutes for the regular meeting of August 23,�1988 with a second by Commissioner Bette Espeseth and all in agreement. PUBLIC ORAL COMMUNICATION PERTAINING TO ANY AGENDA ITEM None CORRESPONDENCE Mr. Mattoon read a letter from Century Freeway Affirmative Action Committee requesting a waiver of fees for the use of Bateman Hall for December 7, 1988. The event named "Affirmative Action Opportunities Fair" is aimed at trying to meet the needs and concerns of minority and women-owned business enterprises. No admission to be charged and participants will include tax supported agencies and public utilities. Chairperson George Martini made a motion for waiver of fees to be granted and Commissioner Julio Plendoza made a second, with all in agreement. MONTHLY STAFF REPORTS A. Facility Usage...Bateman Hall, Community Center and Ham Park attached to the Agenda. A short discussion occurred when Commissioner Espeseth inquired if the Open Forum ' held in September was Democratic and was it free, if so, is the same available to other political parties. Ralph Davis advised any Open Forum to the Community and sponsored by any Councilperson would be handled the same way. B. (continued) Page Two • • CURRENT PROGRAM REPORT: by Ralph Davis The department is in the process of organizing and registering for the following programs: Youth Boys Flag Football for youngsters between the ages of 9 and 14. Girls Powder Puff Football and Volleyball for the same ages. This year's Girls Sasketball Camp will have Van Girard as the Camp Director. Van Girard was the Lynwood High School Girls Basketball Coach. They won the C.I.F. finals and represented Lynwood in state competition. Van Girard has been appointed head basketball coach at the University of California Dominguez Hills. The camp will be held on Saturdays. There is registration for Mexican Folklorico Dance and the.second session of the Swim Program, which will begin on October 6, 1988. There axe two excursions planned for buses to go to football games scheduled at Paramount on October 7, 1988 and Garr High on October 28, 1988. The charge will be $1.50 per person. The Annual St. Francis Nun Run is scheduled for'October 8, 1988 at 8:00 a.m. in City Park. A busload of Lynwoodites attended the Pomona- Fair on September 21, 1988. The Halloween Program is scheduled for October 31, 1988. If approved by the school board, a school playground program will start the latter part of October. CO�A1lINITY/TRANSIT CENTER REHABILITATION by Harold Mattoon Mr. Mattoon displayed and explained the first preliminary�floor plans for the Co�nunity/Transit Center Rehabilitation. He pointed out the areas for offices, restrooms, meeting rooms (including a meeting room for the seniors), D.A.R., administration, reception area, pation/courtyard area. The dining area is to be moved to the current lounge area and the kitchen is to have some improvements. The gym will have added bleachers, a new floor and new backboards. The boxing structure from the Sheriff's Department is to be brought to the Community Center and the back wall of the gym will be expanded to accommodate it. The parking lot will be leveled, re-striped and the entrance on Bullis Road expanded. ANTI GRAPFITI MONTHLY REPORT by Ralph Davis Mr. Davis distributed the August Graffiti Report indicating completed jobs for residential, commercial and public facilities. He advised we are researching attacking the alley problem and electrical traffic signal boxes. He said the commercial properties qualify for graffiti removal at no charge at this time, under the Block Grant funds. REPORT ON NEW POSITION TITLES A1VD CONTRACTING PARK MAINTENANCE by Aarold Piattoon We now have the following positions with title changes and adjustment in salary. Recreation Superintendent is Assistant Director of Recreation and Parks. The Recreation Supervisor is now the Recreation Superintendent. The Park Supervisor is now Park Superintendent. Staff was asked tc come up wi.tb some kind of pack.age: � , Chairperson�George Martini�expressed his opinion as to why the City should keep Park Maintenance under the wing of the City and not use outside help. Most of i the Park hiaintenance crew have spent many-years in the service of the City and � have acquired an expertise in their individual duties. Many of these employees live in Lynwood and participate in programs. This provides a pride of taking care of the property where they live, work and play. (continued) � Page Three _ � • PUBLIC ORAL COMMlJNICATIONS None COMMISSION ORAL & WRITTEN COMMIINICATIONS Commissioner Robert Markovic Co�nissioner Bette Espeseth...expressed she is pleased to be on this Commission when she sees the good being done in such programs as the Baseball Awards Banquet with 500 participants, which helps the youngsters to do more than just be out on the streets. She advised the Salvation Army tried a program three (3) different times to send boys between the agers of 11-14 to summer camp for free and could find only 4 youngsters to participate. Co�issioner Julio Mendoza Counnissioner Eloise Evans ...advised the SAY NO TO DRUGS PROGRAM was a great success. It was a pleasure working with the staff. The suunner workers were very flexible and everyone pitched in and made it go like clockwork. The City and County worked very well together. The County Therapist was pleased with our program and would like to come back. Chairperson George Martini... inquired what happened to the turn stile at the Tennis Courts�as he had noticed it had been removed and replaced. Mr. Mattoon advised the problem was vandalism. He also inquired if the boxing program would involve anyone outside of the SherifY s Department. Ralph Davis advised the organization the Sheriff's Department works with, is the Amateur Athletic Association. Chairperson Martini asked if there are any plans for the land section of open park on E1 Segundo at Lindbergh Park and the big cement wall and open.field. Ralph Davis advised there will be a report given at the October Commission Meeting regarding a play area and court for basketball and volleyball. Commissioner Bette Espeseth... said she wished to make an announcement that the Salvation Army services Lynwood with a program for indigents to take them by bus every night to Bell and back to Compton the next morning. They are given a shower and a clean bed. They should be directed to Santa Fe and Compton Blvd, by 6:00 p.m.. There is also a free dinner every Monday and Friday. A motion was made, seconded, and all in agreement to adjourn to the next regular meeting scheduled for Tuesday, October 25, 1988 in the Council Chambers at City Hall, 11330 Bullis Road, Lynwood at 7:30 p.m..
