Special Session - Call to Order 5:00 PM B. Roll Call The City of Tiffin City Council held a special session Monday, September 25, 2023, at the City Hall Council Chamber. Mayor Berner called the meeting to order at 5:01 PM. Upon roll being called the following members were present Chris Olney, Skylar Limkemann left at 5:32 PM arrived at 5:47 PM left at 6:58 PM, Tim Orris. Eric Schnedler, Al Havens. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. C. Agenda Additions/Agenda Approval Motion to approve agenda by Olney. Second by Orris. All ayes, agenda approved. D. Appeal of Vicious Animal Order 1. Discussion and Consideration of Vicious Animal Order and Council Action as Needed Discussion: Mayor Steve Berner discussed the order and the time allowed of the appeal with Council. 10 minutes Walter Primous: August 31 let the two dogs in the yards. Dog can pop open the fence with his snout. Explained why their dog ran towards other dog. He then went running towards the incident. Dogs were separated. Received the letter from the City for removal of dog. Johnson County Sheriff followed up on the report. 10 minutes Adam Sykrus: Provided video, pictures and multiple documents stating the definition of a vicious bite. 5 minutes Walter: Provided and spoke in reference to the incident report from t thought injuries to the dog were minor. 5 minutes Adam: Called emergency vets the morning of the attack. Fearful for his life and wife. Heard from multiple neighbors about the dog being off leash. 10 minutes City Council asked questions/clarifications: What was unique about this incident? They were in the front yard and dog ran across the street. Tasha slipped and fell when trying to go after dog. Code section C is met based on evidence of the attack and testimony. Motion to affirm the vicious animal order by Olney. Second by Orris. Roll Call: Havens, Olney, Orris, Schnedler, Limkemann. All ayes, motion carried. City Council Agenda Page 1 of 2 E. Discussion and Consideration of FY 2024- Department and Council Action as Needed Discussion: Sheriff Kunkel presented the proposed FY 2024-2025 contract. The current model with the The Sheriff presented a 5-year model with dedicated staff to Tiffin with the first year having one sergeant and one sheriff deputy and at the end of the 5 years we would have eight as dedicated staff to the City of Tiffin. F. Adjournment Motion to adjourn by Schnedler. Second by Orris.
