Roll Call The City of Tiffin City Council held a work session Tuesday, October 3, 2023, at the City Hall Council Chamber. Mayor Berner called the meeting to order at 6:15 PM. Upon roll being called the following members were present: Al Havens, Chris Olney, Eric Schnedler, Skylar Limkemann, Tim Orris. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. B. Agenda Additions/Agenda Approval Motion to approve agenda by Schnedler. Second by Orris. All ayes, agenda approved. C. Discussion and Review of Draft of City of Tiffin Debt Book from Northland Securities Discussion: City Administrator Doug Boldt reviewed the City of Tiffin Debt Book from Northland Securities. D. Questions from Council Members regarding items on the Regular City Council Agenda or Reports E. Other Business F. Adjournment Motion to adjourn by Limkemann. Second by Schnedler. Roll Call The City of Tiffin City Council held a regular session Tuesday, October 3, 2023, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 7:02 PM. Upon roll being called the following members were present: Chris Olney, Eric Schnedler, Al Havens, Skylar Limkemann, Tim Orris. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. C. Agenda Additions/Agenda Approval Motion to approve agenda by Havens. Second by Orris. All ayes, agenda approved. D. If you wish to address the City Council on an item not on the agenda, please approach the lectern and give your name and address for the public record before discussing your item. nd Discussion: Dave Yansky, 121 W 2 St, present to discuss the Original Town Phase Two Assessment and object to the amount due to the lack of driveway at the property. Dick Huff, 355 Oriole Ct, had questions regarding a potential Recreation Center and the Public Library. E. Consent Agenda Note: These are routine items and will be enacted by one motion without separate discussion unless a Council Member requests separate consideration. 1. Approval of City Council Minutes 2. Approval of Summary of Receipts Report Motion to approve Consent Agenda which includes City Council Minutes and Summary of Receipts by Orris. Second by Olney. Resolution No. 2023-067 A Resolution Accepting the City Street Finance Report to the Iowa Department of Transportation for the City of Tiffin, Iowa for Fiscal Year 2023. Motion to approve Resolution No. 2023-067 A Resolution Accepting the City Street Finance Report to the Iowa Department of Transportation for the City of Tiffin, Iowa for Fiscal Year 2023 by Havens. Second by Limkemann. Roll Call: Havens, Olney, Orris, Schnedler, Limkemann. All ayes, motion carried. J. Old Business 1. Resolution No. 2023-058 A Resolution Authorizing the Placement of Additional Stop Signs at the Intersection of Dogwood Lane and Croell Avenue. Motion to approve Resolution No. 2023- 058 A Resolution Authorizing the Placement of Additional Stop Signs at the Intersection of Dogwood Lane and Croell Avenue by Orris. Second by Schnedler. Roll Call: Olney, Orris, Schnedler, Limkemann, Havens. All Ayes, motion carried. K. Motions for Approval 1. Consideration of Payables List Motion to approve by Schnedler. Second by Orris. All ayes, motion carried. 2. Consideration of Special Events Application Blood Drive, Tiffin Lions Club Motion to approve by Orris. Second by Olney. All ayes, motion carried. 3. Discussion and Consideration to Approved Verified Claim for Lots 1-9, inclusive, Outlot A, Outlot B, and Gable Way (private), all in Hickory Knoll, Tiffin, Iowa, and Council Action as Needed. City Council Reports Discussion: City Council Person Schnedler attended the EMA meeting and reported they will be getting rid of the boat that is currently housed at the Fire Station and replaced with a banana boat. City Council Person Olney reported the Librarian at the Public Library will be retiring soon. Senior Coffee Hour will be the last Tuesday of the month at 10:00 AM here at City Hall. 3. Report Discussion: Director of Public Works Brian Detert reported rd lights to be at dog park up by end of week of the 23 of October. City Park Ball fields should be completed by end of week. 4. Building Official Report - Discussion: Building Official Brian Shay was contacted by the Middle School STEM teacher regarding a partnership and replacement of the dog park obstacles. 5. s Report Nothing to Report. 6.
