RECREATION & PARKS DEPARTMENT COMMISSION MINUTES FOR JULY 26; 1988
The meeting was called to order by Chairperson Bette Espeseth at 7:30 p.m..
The Invocation was given by Commissioner Robert Markovic and the Pledge of
Allegiance was led by Commissioner Julio Mendoza.

Harold Mattoon certified the Agenda Posting by the City Clerk.
A motion was made�by Commissioner Martini approving the minutes for the regular �
meeting of ,Tune 28, 1988 with a second by Commissioner Evans and ,all in agreement.
� COMMISSION RE-ORGANIZATION by Harold Mattoon
' Nominations were opened for Chairperson for 1988-89. Commissioner Julio Mendoza
nominated Commissioner George Martini: Commissioner Bette Espeseth moved nominations
close for Chairperson and Commissioner George Martini made a second to the motion.
. Majority in agreement. �Commissioner Julio Mendoze made a motion to cast a unani-
' mous ballot to,elect Commissioner George Martini as Chairperson. Commissioner
Bette Espeseth made a second to the motion. The motion carried unanimously.
Mr. Mattoon turned the chair over to newly elected Chairperson Martini to open
nominations for Chairperson Pro Tem. Commissioner Espeseth nominated Commissioner
Markovic with a second from Commissioner Martini. Commissioner Martini made a
motion to cast a unanimous ballot to elect Commissioner Robert Markovic as Chai'r-
' person Pro Tem. The motion carried unanimously.

CURRENT PROGRAM REPORT by Ralph Davis
On Suly lOth the Chamber of Commerce held a very successful Annual Car Show
and Carnival at the Community Center. The Annual T-Ball & Boys Baseball Banquet
was held on July 20th with approximately 600 participants. The Baseball Program
has concluded with the exception of tHe All Stars entered in the County Tournament
in Pico Rivera.
The Summer Program has Arts & Crafts, Creative Playtime, Bowling in South Gate
and an Overnight Campout planned for August 5, 6 and 7th. There are 3 excursions
planned. Two trips to Huntington Beach, one on August 9th and one on August 23rd.
The Department is selling discount tickets for Magic Mountain for the week of
August 13 - 21 with a one day only bus trip on August 20th. There is a trip
scheduled for Universal Studios on August 27.
The second session of Day Camp has started with 121 youngsters registered. The
Swim Program, Session III started this;past Monday and will conclude on August 15.
The Girls Softball Program is in full swing with games being played on Tuesdays,
Wednesdays and Saturdays.
Mr. Davis distributed an information brochure for Senior Citizens covering important
guideline information available to seniors, e.g. volunteer programs, referral, hot
meals, legal aid, clubs, travel, Dial-A-Ride, upcoming events, etc..

Commissioner George Martini inquired as to the possibility of the trolley route
being extended to go down Long Beach Blvd. by Thrifty Drug. Mr. Davis advised
the route presently taken, does go to the outside back of the shopping center and
is within walking distance.

Copies of the Recreation & Parks Activities Report were distributed to the
Commissioners. �
ANTI GRAFFITI PROGRAM AND REPORT by Ralph Davis
' The report for July will be made available at the August meeting so the complete
month will be reported. The following;graffiti removal has been done so far in
.Iuly: 77 residences - 12,824 square feet, 8 Commercial - 8,041 square feet and
18 Public Facilities - 1�1,414 square feet.
Bids are now being sought for vehicles:, At the August meeting the fiscal year
report will be given for 1987-88.

The budget has been approved with a total new operating budget of $1,641,000.00.
Two key points for the Recreation & Parks Department:
Money to expand Ham Park to year-round operation.
Money to operate 8 after-school sites during the school year.

Commissioner Bette Espeseth...requested she be excused from the next meeting as she
will be on vacation. She informed Commi;ssion she visited a Recreation Center in
San Francisco recently and was amazed and pleased that such a program exists in the
center of town, with a Day Camp and Child Center, She advised she had attended
the Baseball Banquet and enjoyed it.

Commissioner Julio Mendoza...inquired asito who takes care of the Welcome to Lynwood
signs. Mr. Davis advised Recreation & Pa does for
the maintenance is handled by Public Works and the landscaping isr[contracted oU�ised
Commissioner Eloise Evans..,advised the Commission she is involved with the "Say
No to Drugs Program" which will have two 'sessions at the Summer Day Camp at Ham
Park with live entertainment, celebraties; T films, etc.. After Day Camp
involvement she will continue to work with the Sheriff's Department on the "Say
No to Drugs Program." Letters will be mailed to all the Commissioners with informa-
tion on the program in hopes that they will spread the word and be su
this program. Commissioner Evans expressed her concern by the Commission's lack
' of calls or cards to her daughter, that ha'd been in a recent serious carraccident.
Commissioner George Martini...stated the R & Parks Department needs to
purchase a vacuum machine that is driven a�nd cleans paper and trash quickly, such
as South Gate has and like the one used to�clean up the debris from the Car Show.
He also advised the entrance into the Community Center parking lot, off Bullis,
is very narrow and needs to be widened.
Harold Mattoon presented a momento plaque to Commissioner Bette Espeseth for the
year as Chairperson for 1987-$g, Commissioner Espeseth presented the gavel,to
Commissioner George Martini for the upcoming 1988-89 term as Chairperson.
A motion was made to adjourn to the regular�meeting scheduled for Tuesday,
August 23, 1988 at 7:30 p.m. in the Council�Chambers at City Hall, 11330 Bullis

1. Food commodities donated by State Superintendent of schools were
received for summer lunch program!
2. Met with. electrical contiactor regarding installation of time
clocks at Ham Park and Natatorium�
3. Conducted various picnic gamel All Star baseball games and fireworks
display on July 4.
4. Natatorium filter project grant procedure was completed.
5. U.S.D.A granted a positive reiview of our summer meal program.
6. Chamber of Commerce conduc�ed a carnival and car show July 8-10 in
City Park. �
7, Day Camp held a trip to Knott's Berry Farm July 13.
8. Installed time clock at Ham Park to control parking lot lights. �
9. Met with Gordon Bennett of Compton College to initiate Fall Class �
Schedule.
10. . Baseball banquet was hild July 20th at Bateman Hall, 650 i
participants.
11. . Met with installer of p1blic address system at Bateman Hall to
discuss problems. I
I 12. Shower valves installed in locker rooms at Natatorium.

.,� 20. Trip to San Diego was held July 30 to attend a high school All Star
football game. Tickets for the game were donated by Pepsi Cola Co.

21. Beqan water conservation program. Manual irrigation now being done
from 6:OOa.m.-10:00a.m. Previously 7:30-noon automated systems
reprogrammed from five days per week to 3 days per week.
22. Weekly wash downs of balketball and tennis courts have been
curtailed from weekly to as needei basis.
23. Addition of summer youth employees in park division has assisted in
clean up of California/Sanborn Water Yard, installation of sprinklers
southside of city park and trimming hedges on State Street median.
24. Ordered and received two baik blowers for park maintenance.
25. Met with school district representatives regarding after school I
playgrounds and use of district buses for local excursions.
26. Freezer was repaired at Batiman Hall.
2Z. Repairs were made to Baieman Hall auditorium air conditioning
system.
28. Patio partition damaged by landals was removed.
29. Girls midqet and junior softball teams competed in the Los Angeles
County Tournament. The junior t�eam won the first round and will compete
again August 6 at Belvedere Pari.
30. The final round of the girls softball league is being completed.
