BEAUTIFICATION TOUR Beautification Tour was conducted in Southeast area
of the city. Homes at the following locations were selected for

The meeting was called to order by Chairperson Bette Espeseth at 7:30 p.m..

SCHEDULED MATTERS
�. Ralph Davis certified the Agenda Postiig by the City Clerk.
A motion was made and seconded approving the minutes of the regular meeting of
March 22, 1988 as mailed, by a motion by Commissioner Robert Plarkovic and a
second by Commissioner Julio Mendoza w all in agreement.
PUBLIC ORAL CO�IUNICATION TO ANY ITEM ON AGENDA None
CORRESPONDENCE
Ralph Davis read a letter from S.C.M.A.F. regarding the Boys Basketball C division
that represented S.E.M.?f.A. at the S.CI Tournament held in Chula Vista
on March �6'& 27. Steve Scott, Youth Basketball Chairperson.for S.C.M.A.F.
congratulated the boys for winning thelconsolation championship and also stated _
. the group displayed the most well beha�ed behavior on an overnight event and
the players and coaches should be commended. Coach Otha Scott and the department
staff inember, Eric Blanchard are to be commended.

CURRENT PROGRAM REPORT: by Ralph Divis
The Haster Drop In program held March 28th - April 2 was very successful. The Easter
. . Egg Hunt was held on April 2nd with se�eral hundred participants. The Girls �
. Basketball Season concluded in April and�they held their banquet at Chuck 'E Cheese.
� The Track Meet has been cancelled and ��rescheduled twice due to the rain but is now ,
� scheduled for Saturday, April 30th at �9a.m, at the Lynwood High School. Cinco de
�Mayo is scheduled for Sunday, May 1 at City Park from 12 noon - Spm with a Cultural
�='` i •
�. Fair with Food Booths, Entertainment, Latino Sports Events and Jesse Aragon to be .
Master of Ceremonies for the program. Baseball games will begin May 2nd and
Grand Opening is scheduled for May 7th. The department has just concluded a
Carnival in City Park that did very w�ll in spite of the weather.
CURRENT PROJECT REPORT by Ralph Davis "
� Ralph Davis distributed copies of the Monthly Report of Projects & Activities �
� conducted by Recreation & Parks. Commissioner Martini inquired where did the
money come from to do the current fencing project on Diamond Ill & ll2? Ralph
Davis advised from the 1986 Park BondlFunds. Commissioner Martini also suggested
heavier clamps be used to secure the wire to the bottom rail and for the back
stops use concrete instead of wood and place removable, hanging mats.
ANTS GRAFFITI PROGRAM AND REPORT by Ralph Davis
Ralph Davis distributed the Monthly report on Graffiti covering April 1-25th with
completion of 51 residences at 23,080Isquare feet covered, 2 businesses and public
facilities (Freedom Memorial, Lindbergh Park 3 times, City Park 3 times and
several public side walks.) �
The�department is purchasing their 2nd machine, a sandblaster and an airless paint
sprayer. It is anticipated for the summer, there will be 8-10 youths added to the
�' program to help assist in various duties. Pictures will be posted every week on
� completed projects and slides are being prepared for Counci L There has been a
slight snag in regards to graffiti removal for the businesses a@ the guidelines
of H.U.D. state businesses do not qual�ify. There will be a delay on businesses
until cost.research can be completed.l

BEAUTIFICATION AWARDS: by Ralph Davis
There are 3 items to be considered for� the Beautification Awards:
A. SelecL a date for tour.
B. Selection of 10 Finalists between now and May 24th meeting.
C. Present awards possibly meeti�ng of June 28, 1988.
The area involved is the Southwest are Beautification Area i13, which is East�of
� Bullis, South of Fernwood, West of Lon�g Beach Preeway and North of McMillan &
, Palm.
. There will be a news release alerting the community so they are aware and can be
� ' prepared. .
� A short discussion was held regarding�researching cost for plaques for yard� monu-
. ments for the homes - presenting awardl in front of home and take pictures.
Saturday, May 14, 1988 was selected as the tour date for the Beautification Tour.

Commissioner Robert Mar::ovic...advised he was under the impression Emmanual Church
was to supply underground parking for their members when they did their reconstruction
but did not and the par'.tiing situationlis a problem for all the neighbors. He also
suggested that reflectors be mounted o the edge of the city islands, in particular
on.Imperial and Atlantic.
Commissioner George Martini...commenteld the Anti—graffiti is a community project
and as such the businesses should not be assessed a fee.

Commissioner Bette Espeseth...mentioned she had attended the Boys Basketball
Banquest and was pleased with the program. She commented the Lynwood Council PTA
advised her there had been some problem with set up for their luncheon on April Sth
at Bateman Hall. She fzlt the Cinco d'e Mayo information had not been made available
to tHe public as promptly as it could have been. `

1. Received 36" T.V. from Chamber of Commerce for use by civic groups
that may wish to view video proqrams while meeting at Bateman Hall.
2. Installed deadbolt on Bateman Hall office.
3. In process of contacting pool maintenance services regardinq
possible maintenance of Bateman Hall pools.
4. Letters were sent to all elementary schools announcing after school
girls softball workshops at each school.
5. Girls softball uniform pantl were received from Sheriff's Activity
League. `
6. Al1 City Drill Team took part in Huntington Park Cinco de Mayo
Parade on May 1.
7. Baseball season began Apri1 30 with 6 teams•each in Pee Wee (8-10
years), Midget (11-12 years), and Double A Division (13-14), one Senior
Division (15-17 years) Traveling Team.

8. All City Track Meet was held on April 30 at Lynwood High School
1000 spectators enjoyed watching 700 participants.
9. Youth basketball banquet was held April 13 at Bateman Ha11, 600 in
attendance.
10. A pre Cinco de Mayo Carnival was held April 21-25 in City Park.
11. Fencing project for City Park ball diamonds and backstops began.
12. Anti Graffiti crew removed graffiti from 70 residences, 15 public
facilities and 2 businesses.
13. Contact was made with Tortilla Flats gang regarding graffiti problem
at Lindbergh Park. In an effort to work with the gang in curbing this
problem, picnic tables will be placed at the park and a mural to be
` painted by the gang is being considered.
14. Preliminary meetings with clncessionaire for provision of food
concession in City Park and xam Park have been held.
� 15. Cinco de Mayo •rogram was held May 1. �ndy weather limited
attendance. However, those attending enjoyed an afternoon of
entertainment by Folklorico Groups, Mariachi's and Bands. Authentic
Mexican dishes were available.
16. Installed quik couplers around City Park Birch Street playground to
provide better irrigation in this�area.
17. Repaired two broken sprinklers on soccer area.
18. Five large sprinklers repaired at Ham Park.
19. Gopher control applied on all areas.
20. Five additional trees planted at Lindbergh Park.
21. Sprinklers were installed along west wall of Lindbergh Park to
accommodate future planting of slrubs.
22. Trees were trimmed on North Siate Street between Century and Norton.
23. Gave deposition regardinq faulty plaster in Community Center.
24. Prepared qrant for U.S.D.A. SI er Food Program.
25. Thirty three Senior Citizens attended the Time of Your Life Expo at
the L.A. Convention Center.
26. A total of 2,533 Seniors took part in the Seniors activities at the
Community Center. These activities included Arts & Crafts, Seniorcise,
Dances, Bingo, Card Playing, Nutrition Program, Trips and Advisory
Board Meetings.
27. 474 riders used the Dial-A-Ride System from April 1-30.
28. Began qrant close out procedlre for Natatorium Filters and Ham Park
Lighting Projects.
29. Replaced chlorine line in Natatorium.
30. Repaired pool vacuum and repllced vacuum pole.
