SUBJECT: ACTIVITIES REPORT MARCH 1988
DATE: March 17, 1988
A. BATEMAN HALL '
1. Pursuing estimates on blinds for office and draperies for V.I.P.
Room.
2. Replaced worn lock on rear kitchen door.
3. Broken window in Room #2 has been replaced.
4. Major waste line stoppage of all kitchen drains was cleared.
5. Repair to time clocks controlling security lights is underway.
6. Room #2 was painted.
B. PARKS DIVISION
1. Baseball fields were graded and rolled in preparation for upcoming
season.
2. Various sprinkler repairs were made at City Park and Ham Park.
3. Repaired 6' Merry Go Round in City Park.
4. Bleachers are being sanded in preparation for paint.
5. Removed large dead, unsafe olive tree from wading pool area.
Replaced with two (2) Cupanias.
6. Seeded and covered large play field behind Natatorium. (
7. Removed vandalized tree at Lindbergh Park. �
8. Completed controller replacement on Long Beach medians. '
9. Completed all sprinkler repairs on Long Beach medians.

10. Completed renovation of inedians on Long Beach Boulevard between I
Imperial Highway and Century Boulevard. Soil is being prepared for
seeding. �

``'�`� �D. •RECRBATION:
1. Boys Basketball has entered its seventh week of play.
2. All Star teams entered in South East Municipal Athletic Association
Tournament finished as follows:
. 13 & 14 years old 3rd,place
11 & 12 years old 2nd place
8,9,10 years old lst place
The 8,9,10 year olds will travel to San Diego to compete in the
Southern California Municipal Athletic Association Tournament.
3. Sign ups for baseball and T-Ball are underway.
4. Picture Day for boys basketball was held March 5, 1988.
5. The Drill Team will be participating in an Easter Parade Saturday,
March 19th.
6. The Senior Citizen Advisory Board is meeting each Friday.
Activities planned thus far include bingo tournaments, bridge
tournaments and a variety of trips.
7. Ham Park Lighting Project is nearing completion. All field lights .
are operable. �Security lights were vandalized and are under repair. An
opening ceremony will be held in April with a special Mens Softball
Tourney. '
8. Requests for 1988-89 HCDBG funds are being prepared for a submittal.
" 9. The Antigraffiti Shape Up Proqram beqan February 22. During the
� initial week of operation graffiti was removed on eight residences and 2
businesses.
10. Mr. Davis, Mr. Given and Mr. Mattoon attended the California Parks
& Recreation Society Conference held in Long Beach Februarg 25,26,27 &
28.
E. NATATORIUM:
T. The Natatorium reopened on February 8th. Lessons begin March 22• �
The Natatorium is open for public swim Tuesday & Thursday from 7-9am and
Saturday & Sunday from 1-4pm. ,
2. The new filters have been installed and are operating. This entire
project was done in house and represents a considerable savings on labor
costs.

RECREATION & PARKS DEPARTMENT COMMISSION MINUTES FOR FEBRUARY 23, 1988
The meeting was called order by Chairperson Bette Espeseth at 7:30
p.m.
The Invocation was given by Commissioner George Martini and the Pledge
of Allegiance was led by Commissioner Robert Markovic.

SCHEDULED MATTERS
Harold Mattoon certified the Agenda Posting by the City Clerk.
A motion was made and seconded approving the minutes of the regular
, meeting of January 26, 1988 as mailed, by a motion by Commissioner
Robert Markovic and a second by Commissioner George Martini, with all in
agreement.

C. Personnel - Harold Mattoon reported two full time Laborers had
been hired for the Graffiti Program and Jean Nelson would be
the Clerk-Typist.
CURRENT PROGRAM REPORT: by Ralph Davis
On February 15th the Lynwood Sports Association held the 5th Annual Golf
Tournament at Los Amigos Golf Course in Downey with 64 golfers
participating. Donations were received from MacDonalds Restaurant,
Lynwood Firefighters and First State Hank for a total of $417.00 which
will be used for Youth Baseball: Basketball schedules were passed out.
There are 16 teams of which four- 5-7 yrs., four-8-10 yrs., six-11-12
yrs.,and two-13-15 yrs.. On February 20th there was an excursion to Big
Bear with 35 participants. Piano and Self Defense Classes are
continuing. Registration for Baseball and Softball will begin March
8th. Education Tutoring has 15 students on Wednesday and Saturday.
Black History was a successful program with a Tribute to Black
' Entertainment on Friday, Battle of the Bands on Saturday and a
Gospelfest on Sunday. The Gospelfest had entertainers such as The Joy
; .
�W Group, Michael Jac�n Singers and Babbett �ison. Assemblywoman
- Maxine Waters spoke to the audience. The Mayor read a Resolution in
Aonor of Ms. Waters. The Lynwood Girls Junior Basketball Team entered
the Cerritos Valentines Basketball Tournament and won first place. In
April registration for Womeps Basketball Program will start.
CURRENT PROJECT REPORT: by Harold Mattoon
Harold Mattoon passed out the Activity Report for February for the
Commissioners to review. Commissioner Evans asked that the records
reflect that the Commission received the Activity Report from the
Director and she has high praise for the report.
REPORT ON CALIFORNIA ASSOCIATION OF PARK & RECREATION COMMISSIONERS AND
BOARD MEMBERS: by Harold Mattoon
At the last meeting there were a few questions regarding membership in
the Recreation & Parks Commissioners Organization and a dinner to be
held at an upcoming C.P.R.S. Conference for Commissioners. Mr. Mattoon
contacted the California Parks & Recreation Society regarding
California Association of Parks Recreation and Board Members.
Membership is $,100.00 per Commission, up to 7 members. Mr. Mattoon
advised if the Commissioners were interested he would approach
administration and express their interest.
Commissioner Evans shared her knowledge and experience with the
Commission, having been a member and served on the Board as Secretary of
the State of California Commission, as well as a National
Representative. She explained as a member one can share what is going
on in the Community, meet Commission needs, attend workshops and share
ideas and obtain information as to what is going on locally and
nationally. Commissioner Evans made a motion for a request for approval
for the $100.00 membership for all the Commissioners to the C.P.R.S..
Commissioner Mendoza made a second and all were in agreement. �
ANTI GRAFFITI PROGRAM UPDATE: by Ralph Davis �

The program is called Shape Up Program with the intent to erradicate �
graffiti and take the word out of our vocabulary. It is now under I
operation with two full time employees trained and two more staff to
come on board on Monday. The major problems are beinq taken care of and I
during the week contact can be made by calling City Hall and ask for
extension 333. After hours and on week ends call 603-0360. A few I
residences and businesses have been cleaned up, so far. There is a �
meeting scheduled regarding chemical use. Currently there is a water
blasting machine with a sand blaster attachment. By the next meeting we I
will start supplying monthly reports on completed assignments. All the
Laborers are local people. It is very rewarding to see the appreciation
of the people when the graffiti is removed. I

Commissioner Julio Mendoza...None.
Commissioner George Martini...stated he would like to see qraffiti
information in the newspapers. Commissioner Martini expressed his
opinion that graffiti on houses and apartments in the area were related
to gang involvement. A lengthy discussion follwed regarding gangs and
graffiti.
Commissioner Robert Markovic...mentioned Sully Miller is doing a good
job on Atlantic of keeping traffic moving during road construction. He
said he has observed that Compton seems to have very little graffiti
problem. He inquired if there is any way to eliminate glass bottles in
the Park.
Commissioner Eloise Evans...None
Commissioner Bette Espeseth...informed the Commission the Herald
American Newspaper published their last publication this week. They are
closinq shop. She expressed concern about certain areas of the park
being designated as off limits to the public and to be used for school
use only. Mr. Mattoon explained the school has been granted perinission
for use of part of the park for their Physical Education Program. She
inquired as to what is happening with the Transit Center. Mr. Mattoon
advised they are in the process of selecting an architect for the
design. Commissioner Espeseth explained what relief is available to
residents of Lynwood through the Compton Salvation Army. The fourth
Friday of every month there is a brown bag give away. On Mondays and
Fridays there is a free dinner available to those in need. There is a
van that picks up the homeless at 6:30 p.m. and takes them to a shelter
to spend the night.
TOUR OF JOHN HAM PARK LIGHTTNG PROJECT
The Commissioners toured the John Ham Park to observe the completed
' Lighting Project.
Meeting was adjourned to the regular meeting scheduled Tuesday, March
22, 1988 in the Council Chambers at City Hall, 11330 Bullis Road,
Lynwood.
