REGULAR MEETING OF THE PERSONNEL BOARD
CITY OF LYNWOOD
May 19, 1988
The regular meeting of the Personnel Board of the City of Lynwood, California
was held on Thursday, May 19, 1988 at 5:00 p.m, in the Council Chambers of
the Lynwood City Hall, 11330 Bullis Road, Lynwood, California. The agenda
was duly posted as prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order by Chairman Litke. Roll call was taken by

The Pledge of Allegiance was led by Commissioner Johnson. I
IN MEMORY OF MERL FELKER
A moment of silence was observed by the commission in memory of Merl Felker
who died on May 13.
STUDIES & REPORTS
The first item on the agenda was the reorganization of the board. Chairman Litke
opened the floor for nominations. The motion was made by Commissioner Esparza and
seconded by Commissioner Gilpen to nominate Commissioner Johnson as Chairman. AYES:
Chairman Litke, Cotmnissioner Gilpen, Commissioner Esparza ABSTAIN: Commissioner
Johnson. Motion carried. The motion was made by Commissioner Johnson and seconded
by Coimnissioner Esparza to nominate Commissioner Gilpen as Vice Chairperson. All
in favor. Motion carried. Commissioner Litke relinquished the gavel to the new
Chairman of the board, Orris Johnson.
The nexE item of business was the request for certification of eligibility lists.
The first list was for the position of Public Works Inspector. The motion was
made by Commissioner Esparza and seconded by Commissioner Litke to deny the certi-
fication of the list. There was a discussion regarding the low overall scores on �
the examination. The issue of the pass point of 60% needed to qualify was brought I
up by the Board. The motion was made by Cor.unissioner Esparza and seconded by Com-
missioner Litke to recess while Mr. Robinson gathered information for the Board's
review. Recess began at 5:15 p.m. and concluded at 5:29 p.m.. Mr. Robinson gave
the board an agenda item of January 16, 1986 in which the Board was requested to
approve a 60% pass point for examinations. Mr. Robinson noted that the item did �
not specifically addre� closed promotional examinations. Commissioner Litke stated �
that the item was to include closed promotional examinations and that this was the �
intent of the board at that time. The motion to deny the certification of the list
was upheld. All in favor. Motion carried. Mr. Robinson asked if the Board would
approve a special meeting in which the Director of Putilic Works could address the j
issue and explain the needs of the department. The motion was made by Commissioner �
Litke and seconded by Commissioner Gilpen to have a special meeting with the Director
of Public Works to discuss the eligibility list for Public Works Inspector. All
in favor. Motion carried. The meeting will also adclress the 60% pass point for
closed promotionals. Meeting tentatively set for May 23, 1988 at 5:15 p.m.,

The motion was made by Coimnissioner Gilpen and seconded by Commissioner
Esparza to approve the certification of the eligibility list for Building
Maintenance Supervisor. All in favor. Motion carried.
The motion was made by Commissioner Litke and seconded by Commissioner Gilpen
to approve the certification of the eligibility list for Civil Engineering '
Assistant. All in favor. Motion carried.
The motion was made by Commissioner Gilpen and seconded by Commissioner Litke
to approve the certification of the eligibility list for Code Enforcement Officer.
All in favor. Motion carried.
Commissioner Gilpen questioned if the Board could meet at a later time. After
a brief discussion it was agreed that the board could meet at 5�15 p.m..
ADJOURNMENT
There being no further business to conduct the motion was made by Commissioner
Esparza and seconded by Commissioner.Litke to recess until the special meeting
of May 23, 1988 at 5:15 p.m.. Al1 in favor. Motion carried.

SPECIAL MEETING OF THE PERSONNEL BOARD
CITY OF LYNWOOD
May 23, 1988
The special meeting of the Personnel Board of the City of Lynwood, California
was held on Monday, May 23, 1988 at 5:15 p.m. in the Council Chambers of the
Lynwood City Hall, 11330 Bullis Road, Lynwood, California. The agenda was
duly posted as prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order by Chairman Johnson. Roll call was taken by -
Douglas Robinson, Personnel Officer. Commissioner Esparza was absent.
STUDIES AND REPORTS
At the request of the board at their meeting of May 19, 1988 Mr. Soseph Wang,
Director of Public Works/City Engineer was present to address the board regarding
the eligibility list for Public Works Inspector.
Mr. Wang informed the board that testing for this position had not been conducted
for over 15 years. The Public Works department determined that there was a suffi-
cient pooling of candidates qualified to compete for the position. After talking
. with Mr. Robinson a closed promotional examination was conducted. The written
examination was to be used as a Qualifying exam only. Due to the scores being so
close between candidiates it was felt the test was valid for the City's purposes
and in ranking the candidate's knowledges. The oral examination was based on the
City's policy of 60% pass point. The oral board was conducted by outside panelists.
Mr. Wang noted that the number one candidate on the list was selected to fill the
vacancy. It was hoped that Council would approve another Public Works Znspector
position in the budget and another employee would be promoted from the list.
Mr. Wang said he felt all the candidates were qualified to handle the position.
The motion was made by Commissioner Gilpen and seconded by Commissioner Litke to
approve the certification of the eligibility list for the position of Public Works
Inspector. All in favor. Motion carried.
Commission Litke voiced strong concern over lowering the City's standards on future
examinaeions: It was noted that pass points should be addressed in the future.
ADJOURNMENT
There being no further business to conduct the motion was made by Commissioner Litke
and seconded by Commissioner Gilpen to adjourn. The next�regularly scheduled meeting
is June 16, 1988 at 5:15 p.m.. Al1 in favor. Motion carried.

SUBJECT: ABOLISHMENT OF ADMINISTRATIVE ANALYST II ELIGIBILITY LIST
FACTS
Attached is a request from Donald J. Fraser, Assistant City Manager,
requesting the abolishment of the eligibility list for Administrative
Analyst II.
Mr. Fraser notes that only two of the candidates on the list possess
the specific experience required for the projected vacancy, and the
City Manager's Office would like a selection of three names.
RECOMMENDATION
Approve the abolishment of the Administrative Analyst II list and
authorize recruitment for a new eligibility list.
