The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER The meeting was called to order by Chairman Litke. Roll call was taken by Douglas Robinson, Personnel Officer. All commissioners were in attendance. I PLEDGE OF ALLEGIANCE i The Pledge of Allegiance was led by Cormnissioner Johnson. . APPROVAL OF MINUTES The motion was made by Commissioner Johnson and seconded by Co�nissioner Gilpen to approve the minutes of the December 17, 1987 meeting as presented. All in favor. Motion carried. STUDIES & REPORTS I I The motion was made by Commissioner Johnson and seconded by Commissioner Gilpen to approve the certification of the eligibility list for Code Enforcement Officer. Al1 in favor. Motion carried. There was a brief discussion rega"rding the City's pass point standards. Mr. Robinson stated this could be discussed at a later date if the Board so wished. I The motion was made by Commissioner Esparza and seconded by Commissioner Gilpen to approve the certification of the eligibility list for Planning Associate. All in favor. Motion carried. The Board voiced concern over the absence of written examinations for recruitments. Mr. Robinson explained the need for j written examinations on entry level positions. He noted 'that candidates' appli- i cations for technical positions were screened for appropriate background, exper- j ience and education and, if qualified, scheduled for an oral interview. � Mr. Robinson handed out the eligibility liat for the position of Firefighter � derived from the Firefighter Trainee program. � � i The Fire Chief/Director of Public Safety, Gerald Wallace, addressed the Board regarding the Firefighter Trainee program�. � I Chief Wallace explained how the program evolved through the directive of the � Mayor and City Council in May-June 1987. Chairman Litke noted that the Board was not informed of the program at that time nor did they give their approval. i ' Personnel Board • • January 21, 1988 -2- Chief Wallace stated the Firefighter Association, their Attorney, the City Attorney, Don Fraser and Douglas Robinson met to discuss the program and voice concerns over the standards for qualifying before arriving at the current program. Chief Wallace explained each step of the testing process for the Firefighter Trainee program to the Board. The original concept was to have an entrance level eligibility list as well as a lateral and Firefighter Trainee list. At this time the entrance Firefighter list has not been certified and the lateral list has expired. Chief Wallace stated the candidates listed on the Firefighter Trainee list were very qualified to handle the job. The purpose of the program is to given an opportunity to everyone without lowering the department's standarda as well as achieving racial balance on the Lynwood Fire'Department. Commissioner Johnson questioned why the Resolution which established the program did not state that the Firefighter Trainees would automatically be eligible for hire. Chief Wallace explained this was the intention of the Council though it was not contained within the Resolution. Chief Wallace noted that this intention was listed in agenda item 4�17 for the May 5, 1987 Council meeting which Council accepted. Chai m�an Litke noted concern over the legality of the trainee list. Mr. Robinson said he would have the City Attorney answer any legal questions if they wished. The main concern was the certification of the trainee list when there was'a Fire- fighter list being held up in litigation. The motion was made by Commissioner Esparza and seconded by Commissioner Gilpen to approve the certification of the Firefighter eligibility list. After a lengthy discussion roll call was taken. AYES: Commissioner Esparza, Commissioner Gilpen, Chairman Litke NOES: Commissioner Felker, Commissioner Johnson. Motion passed. � I , The motion was made and seconded to approve the request for abolishment of the eligibility list for the position of Senior Planner. Motion made by Commissioner Johnson and seconded by Commissioner Gilpen. All in favor. Motion carried. The last item on the agenda was the request for exteneion of the eligibility list for the position of Assistant City Manager. The motion was made by Commissioner Esparza and seconded by Conanissioner Felker. AYES: Commissioners Esparza, Gilpen, � Felker, Johnson NOES: Commissioner Johnson, Motion passed. � I ADSOURNMENT I There being no further business to conduct the motion was made by Commissioner Johnson and seconded by Co�nissioner Esparza to adjourn. All in favor. Motion carried. The next regular meeting is scheduled for February 18, 1988. (213) fiO3-0220 January 16, 1986 T0: Honorable Chairman and Members of the Personnel Board FROM: Sandra Chapek�sonnel Manager SUBJECT: TESTING/ELIGIBILITY LISTS BACRGROUND ' The Personnel Board has noted on occasion that scores on an eligibility liat appear to indicate a mixture of well and adequately qualified can- didates, but also a n�ber of very poorly qualified candidates. At a recent meeting it was determined that staff would review the situation . and prepare recommendations for Personnel Board review, FACTS AND ANALYSIS Various types of examinations and combination of examinations have been available and administered to meet the objective and competitive require- ments of the civil service system. Generally, practice has been to pass a specified number on a written examination which is as many applicants as possible and reasonable. This has been for affirmative action purposes and to provide a good sized pool of applicants participating in subsequent phases of the examination process. However, this practice could result in some or all unqualified to poorly qualified candidates unless a minimum score or the distribution of scores is considered. Participants in oral , evaluations have been automatically failed only if all members of the panel have given them an inadequate mark on one of the scale items. This practice can also result in very marginal candidates. DISCUSSION AND CONCLUSIONS When a list contains obviously poor or unqualified candidates the Personnel Board has been requested to decline certification of the list or at a later time has been asked to abolish the list. This sometimes causes an unnecessary delay in recruitment, teating and ulti- mately hiring. This could be avoided by establishing a minimum passing per- cent which is also tempered by conaideration of the distribution. The pas- sing percent should be generous, 60%, so as to minimize the impact on affir- mative action and the n�ber of candidates. This would automatically eliminate � � January 16, 1985 ; Personnel Board TESTING/ELIGIBILITY LISTS Page 2 obviously poor candidates, while still providing the departments with likely candidates to interview. The flexibility of requesting non-certifi- ca[ion or abolishment of eligibility lists by the Personnel Board would also be retained. RE COt�ASENDAT ION Personnel Board authorize Personnel Department to utilize a 60% minimum passing point tempered by the distribution of scores for each phase of an examination process. Recruitment flyers may state that any specified number of applicants may be greater or fewer if warranted by the percent or score distribution. APPROVAL OF MINUTES The motion was made and aeconded to approve the minutea of the December 19, 1985 meeting. All in favor. Motion carried. STUDIES & REPORTS Ms. Chapek briefly outlined the request from the Personnel Department for authori- zation to use a 60% minimum passing point on testing. Ms. Chapek noted that in the past the Personnel Board has been requested to decline certification of an eligi- bility list or at a later time has been asked to abolish the list due to poor or unqualified candidates. This eometimes causes an unnecessary delay in recruitment, testing and ultimately hiring. In establishing a minimum passing percent, which is also tempered by consideration of the score distribution, this could be avoided. Practice has been to pass a specified number of candidates on the written examina- tion vhich is the amount determined to be possible and reasonable. This practice could result in some or all unqualified candidates without a minimum score or the . distribution of acores being considered.The motion was made and aeconded to authorize the Pereonnel Department to use the 60% minimum passing point for,each phase of the examination process. There was a general discussion among Board members regarding the probationary period for employeea. Ms. Chapek stated that recruitment flyers may state that any apecified number of applicants may be greater or fewer if war- ranted by the percent or score distribution. All in favor. Motion carried. ADJOURNMENT There being no further business to conduct the motion was made and seconded to adjourn to the next regularly echeduled meeting of Thursday, February 20, 1986. Motion carried.
