HomeMy Public PortalAbout1996-06-10 Workshop MeetingCOUNCIL MINUTES WORKSHOP MEETING - JUNE 10, 1996 The workshop meeting of the Bal Harbour Village Council was held on Monday, June 10, 1996, in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order at 4:19 p.m. by Mayor Spiegel. The roll was called and those present were: Mayor Estelle Spiegel Assistant Mayor Matthew B. Blank Councilman James E. Boggess Councilman Andrew R. Hirschl Councilman Sol M. Taplin Also present: Alfred J. Treppeda, Village Manager Jeanette Horton, Village Clerk Edward Guedes, Village Attorney Dan Nieda, Building Official Larry Freeman, Police Chief 2. Discussion of Village Hall Renovations: Mr. Treppeda explained the purpose of this workshop meeting is to discuss the possibility of adding an additional phase to the Village Hall renovation project. He further explained this additional phase would add badly needed work space for the Police Department and Building Department. He continued to explain that currently there is $200,000.00 budgeted for renovations to bring Village Hall into compliance with the Americans with Disabilities Act. However, this work does not provide any substantial additional work space. Mr. Treppeda then proceeded to explain the Building Department would gain a small amount of space under the current plan, but only if a ladies restroom is eliminated. The Building, Electrical, and Plumbing Inspectors and Plan Processors frequently have to occupy the same space at the same time, which leads to overcrowding and delays in timely and efficient service. A possible solution would be to close in the gap on the second floor of Village Hall, which would provide adequate space for a much more efficient operation for the Village's five person Building Department. Mr. Treppeda explained the Police Department actually would lose space under the current plan. The records office would get moved from a hallway at the rear of Village Hall and eliminates a work area that is currently used by the Sergeants. The Detective office upstairs also gets eliminated or cut in half under the current plan. He then proceeded to explain the Police Department would not gain badly needed storage space, as well as, there is no proper area for interviews with prisoners or for the officers to sit and write their reports. A possible solution would be closing in the parking garage behind Village Hall which would provide space. This could also be 198 utilized for either a new larger Council Chamber or for office space for the Police Department. If the Council Chamber is moved to the parking garage the current Council Chamber can be used for new police work space. Mr. Treppeda then proceeded to explain should the Council decide to approve closing in the gap on the second floor of Village Hall and closing in the parking garage to create work space, the following funds are available: $200.000.00 is already budgeted for the originally planned renovations The current General Fund undesignated balance is $1,215,468.00. Of this balance $215,000.00 could be utilized for this project. Anticipates having funds left over from the current budget if everything stays on track. The Village should have an excess of $100,000.00 available at the end of the year. At this time, Mr. Treppeda recommended to the Council that in order to provide the necessary work space to adequately serve the Village's residents for many years to come, to add the following work to the Village Hall renovations project: Close in the gap on the second floor which would provide space for the Building Department Close in the parking garage and utilize the space for either a Council Chamber or for the Police Department work space. Councilman Hirschl commented several Council meetings ago, when the funds were discussed for the renovations required by Federal law, Assistant Mayor Blank commented on the beautiful Council Chambers of other cities. He further commented that the Council at that time discussed this issue. The consensus was to spend $200,000.00 to bring the Village Ha11 into compliance with the Americans with Disabilities Act. Councilman Hirschl stated he can not understand where this issue came from. Mr. Treppeda explained about losing work space: therefore, he felt it made sense to bring the expansion issue before the Council. Assistant Mayor Blank stated, in his opinion, that to spend $200,000.00 without adding space to the building is very foolish. ' Councilman Boggess left the meeting during this discussion. Workshop Meeting 6/10/96 l He further stated with the new construction there will be a 25% increase in population. Tom Westberg and Jose Fernandez, of Middlebrooks & Associates, addressed the Council and explained the scope of work for the Village Hall expansion, which is as follows: Enclose the existing parking garage Enclose the gap on the second floor Construct a new exterior stair to achieve compliance with the Americans with Disabilities Act (ADA), National Fire Protection Association, and the South Florida Building Code. This addition would serve as the new entrance to Village Hall. This addition would also provide the necessary vertical and horizontal circulation, and would integrate the Village Ha11 and parking garage into one, cohesive facility. Remodel the existing Village Hall as necessary. Mr. Fernandez explained the estimated project construction cost is $558,615.00, which would include labor, material, permitting and professional fees. It was the consensus of the Council that they come back with a design concept for the closing in of the gap, and enclosing the parking garage. 3. Discussion of Other Issues: None 4. Adjourn: There being no further business to come before the Council, a motion was offered by Councilman Taplin and seconded by Councilman Hirschl to adjourn.
