Mayor Dodson called the special meeting to order.
A letter from Amory L. Haskell, President of the Gulf Stream
Golf Club, was read to the Commission. This letter is attached
hereto and becomes a part of these minutes. This letter outlined the
urgent need of constructing groynes along the ocean front property
of the Club and Mr. William Evens *requested the Town grant a permit
for their construction. Also submitted was a letter from Mr. James
Wallace, adjacent property owner to the south. Mr. Wallace stated
that he had no objection to the construction. Mr. Iglehart, the
adjacent property owner to the north stated that he did not have
any objection to the construction either.
Mr. Iglehart stated that over the years it has been the policy
of the Commission to grant permits for groynes to be constructed
according to the same conditions as outlined in the Palm Beach
County permits which must be obtained prior to obtaining any permits
from the Town. This policy has been followed due to the lack of an
engineering dept. of the Town.
There was a general discussion of the various effects and results
of groynes being installed. Also the Commission felt that there
is a real danger of damage being done to the seawalls now in
place if the groynes were not installed. It was the feeling of
the Commission that this was an emergency situation.
Mr. Iglehart requested that, should a permit be granted, work
not be allowed to start before 9:00 A.M. while construction was
being done on the north side of the club building. Mr. Hart
stated that he would see that they did not.
Mr. Hoyle moved that a permit be granted to the Club and Mr.
Evans for the construction of ten groynes not to exceed 30' in
lenght. Mayor Dodson seconded the motion. Motion passed
unanimously.

Gentlemen:
The contractor for the building of groynes to be attached
to the seawall in front of our property, the Murphy Construction Co,
has received a permit from Palm Beach County to proceed with this
construction. A permit from the Town of Gulf Stream however is
necessary before Murphy can go ahead with the building of these groynes.
We understand that the zoning ordinance of the Town prohibits
the issuance of building permits between the first of December and the
first of April but that the Commissioners may consider a variance in
the zoning regulations if conditions warrant this.
Our seawall is now seven years old. Storms, high waves and
general erosion have damaged the wall in a great many places. The
Murphy construction Co made repairs to it last May and June to an
amount of $ 3,500.00. Some of the places where repairs were made have
again been damaged. When guniting is damaged and the steel plates are
exposed to the sea, erosion proceed$rapidly and holes eventually
appear in thewall, leading to the collapse of the entire wall. The
Club has an investment of $ 91,$00.00 in this wall which it is anxious
to protect.
In view of the above circumstances we consider the construct-
ion of the groynes anal extreme emgrgency and we urgently request the
Town Council to issue a permit for the construction at this time.
We might point out that the neighbors of the adjoining
properties, Mr. James N. Wallace and Mr. Stewart B. Iglehart have voiced
no objection to this construction. There will be no tie -up of trucks
on the highway due to this and the construction will end at the south
end of the Clubhouse proper, thereby eliminating any disturbance to
residents of the Town.
