III. Presentation of the Proposed Budget and Proposed Millage Rate for
Fiscal Year 2017-2016.
A. Explanation and discussion of Proposed Millage Rate as
compared to the rolled back rate.
Town Manager Dunham advised that the Budget being presented
is the same Budget that was presented in July 2017 which shows the
millage rate at 4.36 mills which is below the 2018 rolled back rate of
4.3732. He said that last years millage rate was 4.49 and the ad
valorem proceeds for last year was $4,595,688. The Town Manager added
that the proceeds from the 4.36 rate will be $4,590,871. Mr. Dunham
added that the total revenues and expenses have increased $1,800 because
the property values have increased $1,800 since July, and that is the
only change.
The Town Manager pointed out that the legal budget continues to be at
$400,000 and the total capital budget in the General Fund is $677,000
with the capital budget in the water fund being $211,000. Mr. Dunham
also pointed out that he has provided funding for a full time
receptionist position rather than a temporary employee.
Town Manager Dunham said that he had provided $50,000 to cover funding
for preparation of a ten year capital improvement plan as had been
O suggested by Mr. Stanley.
B. Comment from the Commission and the public.
The Commission agreed with the funding for a ten year
capital improvement plan.
IV. Adoption of the General Fund Tentative Millage Rate for Fiscal
Year 2017-2018.
OVice Mayor Stanley moved to adopt the General Fund Tentative
Millage Rate of 4.36 for Fiscal Year 2017-2018. Commissioner Orthwein
seconded the motion and all voted AYE at the roll call.
V. Adoption of the Tentative Budget for Fiscal Year 2017-2018.

Vice Mayor Stanley moved to approve the Tentative Budget for
the General Fund in the amount of $5,569,271 for Fiscal Year 2017-2018.
Commissioner White seconded the motion and all voted AYE.
B. Enterprise Fund (Water)
Vice Mayor Stanley then moved to approve the Tentative Budget
for the Enterprise Fund in the amount of $1,175,000 for Fiscal Year
O2017-2018 and Commissioner Orthwein seconded the motion, all voted AYE.
VI. Public Hearing Date for Final Adoption of Millage Rate & Budget.
Mayor Morgan announced that the Public Hearing for Final Adoption
of the millage rate and budgets for Fiscal Year 2017-2018 would be held
on September 26, 2017 at 4:01 P.M. in the Town Hall, 100 Sea Road, Gulf
Stream, Florida.
VII. Resolutions.
A. No. 017-06; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN
OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE
TENTATIVE LEVYING OF AD VALOREM TAXES FOR THE TOWN OF GULF
STREAM GENERAL FUND FOR FISCAL YEAR COMMENCING ON OCTOBER 1,
2017 AND ENDING ON SEPTEMBER 30, 2018; PROVIDING FOR AN
EFFECTIVE DATE.
Town Clerk Taylor read Resolution No. 017-06 in its entirety.
Commissioner Orthwein moved to approve Resolution No. 017-06 and the
O motion was seconded by Vice Mayor Stanley with all voting AYE.
B. No. 017-07; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN
OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE
GENERAL FUND TENTATIVE BUDGET FOR THE TOWN OF GULF STREAM FOR
THE FISCAL YEAR COMMENCING ON OCTOBER 1, 2017 AND ENDING ON
SEPTEMBER 30, 2018; PROVIDING FOR AN EFFECTIVE DATE.
Resolution No. 017-07 was read by Town Clerk Taylor in its
entirety after which Commissioner Orthwein moved its adoption. Vice
Mayor Stanley seconded the motion and all voted AYE at roll call.
C. No. 017-08; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN
OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE WATER
FUND TENTATIVE BUDGET FOR THE TOWN OF GULF STREAM FOR THE
FISCAL YEAR COMMENCING ON OCTOBER 1, 2017 AND ENDING ON
SEPTEMBER 30, 2018; PROVIDING FOR AN EFFECTIVE DATE.
The Town Clerk read Resolution No. 017-08 in its entirety.
Commissioner Orthwein moved for the approval of Resolution No. 017-08
Oand Commissioner White seconded the motion with all voting AYE at the
roll call.
VIII. Adjournment.
Mayor Morgan adjourned the Public Hearing at 5:25 P.M.
