After a brief inspection of the project, it is our opinion that the project is in substantial compliance with the approved site plan with the exception that the contractor was finishing a swale on the right side (looking from street) also temporary grassing is in place. While the deficiencies are not necessarily the fault of the owner or his agent, they are their responsibilities. Specifically, job site personnel are not checking to ensure the stone delivered is the 1.5 -inch to 3.5 -inch stone they requested. Gradations that are obviously smaller will not be tolerated. The smaller stone allows for a smoother surface with smaller voids, thereby reducing the function of the Construction Exit. Type A sediment barriers are not allowed where Type C is required as shown on the approved permit drawings. Where two rows are called for they will be installed with a separation that allows for the first one to fail (fall over) without impacting the second one. The complete assembly and installation must be compliant: steel or wood posts, post spacing, Type C or A, etc. Past violations have resulted in: 1) Sediment discharge from the site which causes unsightliness, inconvenience to others, unnecessary cleanup, and Violation Notices. 2) Increased maintenance efforts by the Department of Public Works on downstream lines. 3) Due to item 2, higher costs to island taxpayers. While these deficiencies are not the only ones, they are the most common. Heeding the above cautions should result in fewer infractions. The following comments are offered: 1) Construction Exit — Co, has room to be closer to required 20'x40' area. Extend to at least 5' from north face of proposed building. Consider widening exit to 25'. 2) Considering the flow rate of around ' / <CFS for the swales, even considering 1/2 that midway the side of the building, the swales appear to be slightly too shallow. The calculations show over 3 inches normal swale depth required for 0.3CFS. On the west side, changing the swale bottom from a "V" to a 1 -2' wide flat bottow should correct that situation. On the east side, the topo does not show the elevation of the root mass of the 12" oak and the pine trees it is clustered with. The engineer needs to demonstrate how a swale can be constructed through this area. The above comments can be easily addressed. Once they are, within the scope of my design review, to the best of my knowledge and belief, it is my opinion that this drainage plan should meet the requirements of the Land Development Code of the City of Tybee Island. The soils in this area have been classified by the Soil Conservation Service as being CuC ( Chipley Urban Complex ). PRE DEVELOPMENT SITE CONDITIONS The existing site consists of two drainage areas. EDA1 consists of 0.03 acres and drains predominantly to the north towards the adjacent 10th street right of way. EDA2 contains 0.14 acres and patterns towards the south to the existing salt water marsh. The existing storm water run -off volume currently impacting adjacent properties will be the maximum allowed to impact any adjacent properties during post developed storm events. POST DEVELOPMENT SITE CONDITIONS The proposed site is divided into two drainage areas which convey the new storm water run -off towards the south to the existing salt water marsh. The new drainage areas basically split the site into equal halfs. New run -off is directed off the site by utilizing new swales and sheet drainage. ANALYSIS METHOD The Rational method was utilized for the analysis of the pre - development and post - development runoff for this site. Hydroflow Hydrographs software was utilized to perform these analyses and for the purpose of sizing pipes, inlets, ditches and detention. The analysis was performed utilizing the following data: DRAINAGE AREA PRE - DEVELOPMENT RUN -OFF COEFFICIENT = SEE EXHIBITS POST - DEVELOPMENT RUN -OFF COEFFICIENT = SEE EXHIBITS IDF CURVES SAVANNAH HYDROGRAPH GENERATION METHOD = RATIONAL PRE - DEVELOPMENT SLOPE = SEE EXHIBITS POST DEVELOPMENT SLOPE = SEE EXHIBITS TIME OF CONCENTRATION PRE - DEVELOPMENT = 5 MINUTES TIME OF CONCENTRATION POST - DEVELOPMENT = 5 MINUTES The proposed project is to be cleared of necessary trees and stumps to make way for the proposed site improvements. The resulting increased runoff, which is encountered due to new impervious area is displayed in the summary table at the end of this report. Run -off calculations accompany this report.
