The Meeting was called to order by Mayor Dodson.
The minutes of the meeting held February 91 1963 and the Special
Peetinp held March 6, 1963 were read approved and adopted. The
financial and Water reports for February 1963 were read and
approved. All expenditures included in this report were
approved.
Mr. Roig, representing the Gulf Stream Bath anQ Tennis Club
was given the floor. He stated that the Club would like to
construct a building of approximately 900 Sq. feet on the
Club property west of AlA as quarters for their Manager and
a day room for the help to use. He stated that they would
like to submit an application for variance along with a set
of plans so the Commission could review same and set a time
for a hearing on this matter.
CIt was moved and seconded that the application be received.
The adjacent property owners advised and that the time for
hearing this matter be set for 9:30 A.M. April 130 1963.
Motion passed unanimously.
A letter from Mr. Frederic Ayres was read to the Commission.
This letter requested that draina,,c on School Road be corrected
by the Town. There was a discussion of drainage in the Town.
Mr. Dodson stated that drainage is an expensive proposition
and the Town should set a policy to follow. It ,Ares agreed
by the Commission that these local drainage problems cannot
be met by the Town. It is the responsibility of the property
owners affected t correct the situation at their own expense.
Mr. Lilienthal was instructed to draft a resolution setting
forth the feelings of the Commission regarding drainage
problems.
William Gwynn was instructed to have an analysis of the
water made with a letter of explaination also prepared. Mr.
Hart stated the Gulf Stream Golf Club would pay for the report.
Water samples recently submitted to the County Health Dept.
were reported to be unsatisfactory. Mr. Gwynn stated that
repeat samples had been submitted and he would advise the
Commission of the results as soon as they were received.
The Police and Offense Reports were read.
Resolution #525, setting the time for the Board of Equalization
to meet was read approved and adopted.

The Commission authorized payment of County Taxes for 1962
on the Coves recently deeded to the Town.
nThe Commission authorized a raise in pay to Otto Schemeisser
from 50.00 Quorterly to $90.00 quarterly. This raise is to
compenette him for the additional time needed to prepare daily
records and reports to be furnished the County Health Dept.

Sealed bids, from Hardrives, Inc. and B. B. Boldt Inc. per-
taining to certain street work as outlined in Mr. Flemings
studies were opened. Hardrives Inc. total bid of $13,194.26
was declared low bid as compared to 117,952.55 by B. B. Boldt
Inc. Mayor Dodson appointed a committee of Messrs. Hoyle,
LaPorte, Gwynn, Chief Cowart and himself to survey the
condition of the roads and each item bid with the representative
from Hardrives Inc.
Mr. Iglehart stated that Henry Pope and C. P. Young had agreed
to settle their differences and Mr. Pope would no longer
object to a variance being granted to Mr. Young to enable
him to sub - divide his 160' tract of land on County Road into
two 80' lots. The Commission instructed Mr. Gwynn to contact
Col. Young and advise him that the Commission would hold a
hearing on this matter at the next regular meeting subject
to his re- application for a variance.
( Mayor Dodson stated that this concluded the business that
needed to come before the Commissioners now in office. He
extended his personal thanks for the efforts of each of the
Commissioners during their tenure of office. Mayor Dodson
said that he hoped each Commissioner felt as he did that the
last three years had been good years for the Town especially
the satisfactory improvements to the Town's water system. He
extended an invitation to all those present to remain for the
Installation and Organization meeting to follow.

WILL SET AS A BOARD OF EJUALIZATION
RESOLUTION # 525
WHEREAS, the Town Charter requires that the Town'Commission shall
sit as a Board of Equalization on the annual tax rolls on a day or
days between March 15 and April lst;
NOW TiIEF-EI'O.',s., BE IT RESOLVED, by the Town Commission of the Town
of Gulf Stream, Plorida, in reular session assembled on March 19,
1963, as follows:
1. That the Town Commission will sit as a Board of Equalization
at the Town Hall in Gulf Stream, Florida, on the Town Tax Rolls for
the year 1963 on March 27, and 28, 1963, between the hours of 10:00 A.1
and 12:00 Noon of each day for the purpos., of hearinE complaints, if
any, and of equalizinE the tax rolls.
2. The Town's Deputy Town Clerk is directed to post a copy of this
resolution on the Town Bulletin Board immediately after its adoption
and to leave the same on the bulletin board until April 1, 1963.
3. All persons having any complaints or objections to the assessment
rolls are directed to make their complaints in writinj and to present
the same at the time that the commission will sit as a Board of
Equalization.

Special Commission Meeting
March 19, 1963

Also attending: Mrs. Kathleen Kirton, Messrs Lilienthal, and
Gwynn.
Mayor Dodson called the meeting to order and announced that
Curtis H. Dodson, John G. hart, J. Phil Hoyle, Stewart B. Iglehart,
and William S. LaPorte had been duly electe,' at the Town Election
held March 5, 1963 to serve e.s Commissioners for a term of three
years.
The Oath of Office and Loyalty Oath were administered to each
Commissioner. Each man wa-- thereupon sworn in as Commissioner.
Mr. Hart nominated Mr. Dodson for Is ?ayor, Mr. Iglehart for Vice
Mayor and Mr. Hoyle for Town Clerk. Mr. LaPorte moved that
nominations cease. Motion passed. Mir. Dodson, Mr. Iglehart and
Mr. Hoyle each received a unanimous vote for their respective
offices.
It was moved and seconded that William E. Gwynn be appointed
Deputy Town Clerk, Tax Assessor, Tax Collector, Town Secretary,
Town Treasurer, Purchasinv AL�en, Building Inspector and Municipal
Judge. Motion passed unanimously.
It was moved and seconded that Barbara Gwynn_ be appointed Clerk
of the Municipal Court and Assistant Deputy Town Clerk. Motion
passed unanimously.
It was Loved and seconded that Henry Lilienthal be appointed
Town Attorney. Motion Passed unanim --usly.
Mayor Dodson stated that he thou,ht one of the first thin,-s the
new Commission should undertake is a study of the water system and
some planning for the future needs of the Town. All the
Commissioners concurred with this.
There being no further business to come , before m*rission the
meeting was adjourned.

The Town Cc*imissioners of Gulf Stream, Florida, met
at the Town .call in Gulf Stream, Florida, at 10:00 A.M.
on March 27 and 26, 1963, to hear and consider any com-
plaints of the tax payers and to receive and equ ^lize
values of coal estate and improved property on the Totin�s
tax assessment rolls as of January 1, 1963.
A motion was made to recess the meetinf- of the Toevn

A.M. on August 14, 1963. The motion was seconded and
was then passed unanimously.

APPLICATION FOR VARIATION FROM THE
REQUIR MMUS OF THE TOWN OF GULF
STREkA. FLORIDA ZOXETG.ORDLNANCE
To the Town Commission, Town of Gulf Stream, Florida: Pursuant to
Section DC., application is hereby made for a variation from the
regulations of the.Town of Gulf Stream, Florida Zoning Ordinance.
The premises affected are located on the West side of Ocean Boulevard
and are described as follows:
Lots 15A, 16A and 17A, less the North 25 feet of Lot 15A,
revised plat of Blocks D and E of Palm Beach Shore Acres,
according to Plat recorded in Plat Book 7, page 38, Palm
Beach County public records.
Subject to easement and right -of -way over and across
the North 15 feet of that part of Lot 15A described
above.
The owner of the fee title to said premises is Gulf Stream Bath Y�
Tennis Company, Inc., a Florida corporation, and the Gulf Stream
Bath and Tennis Club, Inc., a Florida corporation (Not for profit)
owns a leasehold estate by virtue of a long term lease on said
premises. Both of said corporations are the applicants for the
variation.
Gulf Stream Bath and Tennis Club, Inc., as lessee, operates the said
premises in conjunction with the property located on the East side
of Ocean Boulevard (Lots 15 and 16 of said Palm Beach Shore Acres)
which it also leases from Gulf Stream Bath & Tennis Company, Inc.
and operates as a private seasonal membership Club.
The premises affected, which are West of Ocean Boulevard, have been
improved by the construction of tennis courts and a small building
used as an office and pro shop. The tennis facilities are for the
use of Club members and their guests.
Applicants desire to construct a small one -story residential build-
ing on the affected premises which will be located at the Northeast
corner of the tennis courts. The residential facilities provided
will be for the use of members of the Club's staff, including the

Club's manager. A copy of the Architect's plans for the`said
building is attached hereto.
The affected property is Zoned "Apartment and Residence District "C"
as described under Section IV. of the Zoning Ordinance.
Paragraph C. 1. of Section III of the Town Zoning Ordinance pro-
vides for a fully enclosed first floor area of not less than 1200
square feet for a one -story dwelling.
The proposed one -story building, as shown by the plans, will contain
a floor area of approximately 900 feet.
Applicants submit that the proposed building will not be contrary
to the public interest; will not violate the spirit of the ordinance;
will not constitute any change in the districts shown on the Zoning
Map; will not impair an adequate supply of light and air to adjacent
property, or materially increase the congestion in public streets,
or increase the public danger of fire and safety, or materially
diminish or impair established property values within the surrounding
area, or in any other respect impair the public health, safety, morals
and general welfare of the Town of Gulf Stream, Florida.
Applicants respectfully request that this application for Variation
be given approval.

The undersigned are the owners of residential property
adjacent to the property owned by Gulf Stream Bath & Tennis
Company, Inc. and operated by Gulf Stream Bath and Tennis
Club, Inc. to provide tennis facilities for its members.
By application dated March 19, 1963, the said Company
and Club requested the Town Commission of Gulf Stream,Florida
to approve variation and notice of said application has been
furnished to the undersigned property owners.
We hereby certify that we have no objection to the
proposed construction and consent to the approval of the
requested variation.
