WEDNESDAY SEPTEMBER 18 , 2019 AT 7 : 00PM TOWN HALL , ROOM B Board members present: Annette Graczewski , MT (ASCP ) , Chairman ; Carmen Scherzo , DVM , Vice Chairman ; Joe Ford ; Penny Holeman Hausser, MPH , MA, MS and Lucas Dinwiddie Others present: Amy von Hone , R . S . , C . H . O . , Health Director and Tammi Mason , Senior Department Assistant 1 . Chairman 's announcements Cape Cod Healthcare along with the BOH will be hosting a flu clinic at Our Lady of The Cape Church on October 21St from 10AM - 12PM . Registration will be online at httq : //clinics . barnstablecountvhealth . orq, starting October 61h . You can also go to the Town of Brewster website and click on the link. The CDC has issued a new recommendation to physicians to report any unusual respiratory illness associated with vaping . 2 . Citizens forum No one present to speak. 3 . Discussion on In -house variance approval policy Mrs . von Hone put together information on variances for the Board . She went over her information . She wants to institute a process that is less expensive and easier for the homeowner. It would make less work for the Board . She spoke about the state environmental code Title 5 and setback requirements . Those are minimum requirements (state) . Section 15 . 402 states that the local approving authority can issue variances . In Dennis and Yarmouth , the full Board of Health reviews variances when a minimum setback is triggered under local regulations , i . e . less than 70 ' to wetlands . There would still be a 10 day waiting process for abutter' s notification/comments . Then it would be approved by the Health Director or the Assistant Health Director. Ms . Hausser Holeman likes the overall concept and thinks the Board should be notified about approved in house variances . Mr. Ford agreed that some of variances could be handled in - house , but also believes that engineers should know that there is a board of health . Mrs . Graczewski stated that more complicated ones would still come before the board . There was talk about fees , maybe changing in - house approval price versus full board approval price . Mrs . von Hone explained groundwater determination with respect to seasonal adjustments . The Board asked that a final draft be brought back to the board . Dr. Scherzo asked that " reason for failure” be added to the application . Mrs , von Hone will bring this to the October work meeting . BOH 9/ 18/ 19 Minutes Page 2 4 . Board of Health goals Mrs . Graczewski spoke about what was submitted to the Select Board as far as goals and what came from the Select Board with regards to goals . CBD and Marijuana are definitely on the Board of Health radar. There was talk about Cemetery regulations and curbside recycling . 5 . Informational scheduled site visits for agenda items Mrs . von Hone spoke about a more formal site visit policy for interested BOH members . Post a meeting for Wednesday morning site visits . Mrs . von Hone will set this up . 6 . New office hours for Health Agents Office hours for the Health Agents will be Mon - Fri 9- 10 : 30AM . Health Department hours will still remain 8 : 30AM to 4 : OOPM . 7 . Topics the Chairman did not anticipate Mrs . von Hone stated that the Charter Committee is holding a day- long session on October 5th to meet with Boards and Department Heads . Board of Health is scheduled for 8 : 45AM . Mrs . Graczewski will be going and possibly Dr. Scherzo . Mrs . von Hone won ' t be here for next BOH meeting . At this time there are no applications . The Board agreed to only hold 1 meeting in October on the 161n Informational items were noted . Meeting adjourned at 8 : 20PM
