REGULAR MEETING JL'LY 2, 1982
The Lynwood Industrial Development Authority (LIDA) met in
a regular session in the City Hall, 11330 Bullis Road, on
above date at 10:00 a.m.
Director Thompson in the chair.
Directors Byork, Green, Morris, Rowe and Thompson answered
-- the roll call.

i; Also present were City i�ianager Gomez and City Attorney
�` McEwen.
Director Thompson reported that by ORDINADICE NO. 1167,
which was introduced and read at the Council Meeting of
May 4, 1982, and passed and adopted at the Council Meeting
of May 18, 1982, the Lynwood City Council had determined
that an Industrial Development Authority is needed and
shall function in the City of Lynwood; and by Resolution
No. 82-68, which was passed, approved and adopted on
April 22, 1982, and became effective on May 22, 1982, the
Lynwood City Council.has designated itself as the Board of
Directors of the Lynwood Industrial Development Authority.
Director Thompson continued that similar to the Redevelop- I �
ment Agency, the LIDA must meet as an entity distinct and I
separate from the City Council. The California lndustrial
Development Financing Act authorizes the adoption of Bylaws i
and Procedures by an Industrial Development Authority.
After discussion of the Bylaws, it was moved by Director i
Rowe, seconded by Director Green, that the Bylaws be adopted �
with the recommended changes. i

was presented. It was moved by Director Morris, seconded by �
Director Green, that the resolution be adopted. �

seconded by Director Morris, that the officers of the LIDA (
would be the Mayor as Chairman, and Mayor Pro Tem as Vice �

� The attached By-laws (Exhi.bit I) describes the Ind'ustrial Development
Authority; the designa'tion, terms, and duties oP offi.cers; the
appointment and compensation of employees, agents, and r,aasultants; '
the requirements for meetings; and other general powe,rs uf the �
Authority. �

-' The attached Procedures (Exhibit II) describe the process by which
industrial development projects are submitted, reviewed and decided .
upon by the L.ynwood Industr:Cal Development Authority. The Rrocedures
also provide a schedule of fees to be paid to the Authority'by +�he "
project applicant.
_ The attached:Industrial Development Application form (Exhibit I:[I)
shall be used by proJect applicants in the preparation of tlie.ir pro-
fect applications.
. Section 201 of the By-laws r.lesignates the following offioe'rs of the �

In order to ach.ieve administrative efficiency, it .is recommended
, that the Mayor of the City of Lynwood be designated as the Chai.r- i
man of the Lynwood Industrial De:velopment Authority, and that the � I
Mayor Pro-tem be designated as the Vice Chairman of the Authority. " I

. AUTHORITY nDi1pTING BY-LAWS, PROCEDUR�S AND APP�I-
CATIOM FORPIS, AND DESIGNATING OFFICCRS.
WHEREAS, on h•tay 18, 1982 the City Council oP the City oP
Lynwood adopted Ordinance No. 1167 declaring that an indu'strial de-
velopment authority is needed and shall function .i.n the CiLy of '
Lynwood; and
�4HEREAS, by Resolution No. 82-68 the City Counci.l 01' the
City of Lynwood designate_d.ii:self as the Board of Directors of the
Lynwood Industrial Development Authority; and
WHEREAS, the California lndustrial Development Financing �
Act authorizes the adoption of Dy-laws and Procedures by an Indus-
tr.ial Development Authority.
� NOW, TFIEREFORE, be it resolved by the Lynwood Industrial
Development Authority. as follows:
SECTION 1: The Lynwood Industrial Developmer�t Autho,riLy
hereby adopts the attached By-laws (Exhibit I).
� SECTION 2: The Lynwood Industrial Development Author3ty
hereby adopts Lhe attached procedures for the submittal and review of
industrial development project applicati.ons (Exhibit IT).
SECTION 3: The Lynwood Industrial Development Authority does
hereby adopt the attached industrial devel.opment appl.ication form
(Exhibit III).
SECTTON 4: The Lynwood Industrial Development {�uthox•.ity does
hereby make the following designation of ofificers:
The Nlayor of the City of Lynwood shal.l. serve a; the Chairman
of the Lynwood Industrial Development Authority, and the
Mayor Pro-Tem ofi the City of Lynwood shall servE as th�;
Vice Chairman of the Authority. Designation ofi other
offi.cers shali.be as specifi.ed in the f3y-laws of i;he Lynw�:�od
