Upon Completion of the Department of Public Works Review, Said Work
Is Subject to the Recommendations and Conditions by the Town Council
Should the Grant of Location be Approved for This Application.
B. Public Hearing and Vote to on a Petition for a Grant of Location from
NSTAR ELECTRIC COMPANY d/b/a EVERSOURCE ENERGY for
Consideration of a Grant of Location for the Installation in Coolidge Hill
Road Southerly from Pole 2/3, Approximately 248± Feet West of
Kondazian Street a Distance of About 10± Feet of Conduit. This Work is
Necessary to Provide OH/UG Electric Service to 19 Coolidge Hill Road.
Upon Completion of the Department of Public Works Review, Said Work
Is Subject to the Recommendations and Conditions by the Town Council
Should the Grant of Location be Approved for This Application.

District C Councilor WHEREAS: Article 5 of the Watertown Home Rule Charter sets out a process for the

Charter, by which it will provided policy guidance to the Town Manager on the

District A Councilor NOW THEREFORE BE IT RESOLVED: That the Town Council of the City known
Lisa J.Feltner, as the Town of Watertown establishes the following timeline for the development of the
District B Councilor Fiscal Year 2023 operating budget and capital improvement program:
1. The Fiscal Year 2023 Preliminary Budget Overview will be presented to the Town
Council by October 12,2021.
2. The Town Council will adopt its Fiscal Year 2023 Budget Policy Guidelines by
November 23,2021.
3. The proposed Fiscal Year 2023-2027 Capital Improvement Program will be
presented to the Town Council by January 25, 2022.
4. The Town Council will adopt its conceptual recommendations on the Fiscal Year
2023-2027 Capital Improvement Program by March 8, 2022 subject to the
availability of funds.

the plan and may be encountered in the field. If a conflict occurs between
the proposed installation and existing Town-Owned and/or private utility

3. It is the sole responsibility of the Applicant, and their Contractor, to ensure
that a Town-Owned and orprivate utilities, if located within the limits of
work should be properly marked and protected during construction
activities. The Town of Watertown is not a member of Dig Safe and
must be notified separately.
4. The proposed scope of work requires a DPW Street Opening Permit through
the Watertown DPW prior to the start of construction.
5. All disturbances to curbing, grass strips, sidewalks, walkways, and roadway
surfaces, should be repaired in kind to the satisfaction of the Town of
Watertown DPW. If any existing sidewalk is proposed to be removed and
replaced in full width,the restoration must be completed in accordance with
all current ADA, AAB and Town of Watertown standards.
6. All work within the right of way shall require the Contractor to schedule
and coordinate a police traffic detail. Traffic control and safety measures
shall be implemented in adherence to applicable OSHA requirements,
Massachusetts DOT Work Zone Safety Guidelines and Part VI of the
Manual of UniformTraffic Control Devices.
7. All material stockpiled on roadways and/or roadway shoulders shall be
protected with erosion control devices, such as silt fence or straw wattles.It
will be the sole responsibility of the Contractor to remove any sediment that
enters the Town drainage system as a result of the proposed work.
8. Equipment, staging, and stockpiles shall not be located in a manner so as to
interfere with intersection sightlines and be kept in a neat and orderly
fashion.
9. Public shade trees within and adjacent to the proposed work zone must be
protected. The Contractor shall install individual tree protection on any
public shade tree that may be impacted, and the Contractor shall not
stockpile material or equipment within the drip zone of a public shade tree.
10. Contractor shall coordinate with Town Health Department on rodent control
requirements.
BE IT FURTHER RESOLVED: That the petitioner shall deposit sufficient cash
surety as determined by the Superintendent of Public Works to be held in escrow
until the Superintendent of Public Works is satisfied with the condition of repair
and restoration of the street.
BE IT FURTHER RESOLVED: That a copy of said petition is forwarded to the
Town Clerk for processing.

Watertown Department of Public Works has reviewed the attached petition by NSTAR Electric d/b/a Eversource
Energy for consideration of a Grant of Location for the installation in Main Street at Forest Street,Northeasterly
from manhole MH 11281,a distance of about 70+feet of conduit. Forest Street at Main Street,Northeasterly to
Pole 52/3,a distance of about 253 +feet of conduit.
The purpose of this work is necessary to upgrade existing electrical system and to improve reliability in the area.
Upon completion of our review,we are submitting the following recommendations and conditions for consideration
by the Town Council should the Grant of Location be approved for this application.
Additional Conditions

Watertown DPW. If any existing sidewalk is proposed to be removed and
replaced in full width,the restoration must be completed in accordance with
all current ADA, AAB and Town of Watertown standards.
6. All work within the right of way shall require the Contractor to schedule
and coordinate a police traffic detail. Traffic control and safety measures
shall be implemented in adherence to applicable OSHA requirements,
Massachusetts DOT Work Zone Safety Guidelines and Part VI of the
Manual of UniformTraffic Control Devices.
7. All material stockpiled on roadways and/or roadway shoulders shall be
protected with erosion control devices, such as silt fence or straw wattles.It
will be the sole responsibility of the Contractor to remove anysediment that
enters the Town drainage system as a result of the proposed work.
8. Equipment, staging, and stockpiles shall not be located in a manner so as to
interfere with intersection sightlines and be kept in a neat and orderly
fashion.
9. Public shade trees within and adjacent to the proposed work zone must be
protected. The Contractor shall install individual tree protection on any
public shade tree that may be impacted, and the Contractor shall not
stockpile material or equipment within the drip zone of a public shade tree.
10. Contractor shall coordinate with Town Health Department on rodent control
requirements.
BE IT FURTHER RESOLVED: That the petitioner shall deposit sufficient cash
surety as determined by the Superintendent of Public Works to be held in escrow
until the Superintendent of Public Works is satisfied with the condition of repair
and restoration of the street.
