FRASER, ASSISTANT TO THE CITY MANAGER SUBJECT: APPROVAL OF CONTRACT FOR "HISTORY OF LYNWOOD" VIDEO OHJECTIVE To have the Board ratify the decision of the Community Access Advisory Board to utilize the services of Hintz & Balvin to produce a"History of Lynwood" video and authorize the Chairman to execute the contract. FACTS The Community Access Advisory Board is interested in producing a promotional tape which explores the history of Lynwood. In order to do this, staff contacted two professional video production companies for proposals. The two firms are: I Hintz & Balvin $17,500 � I Video Dimensions $23,200 ' The proposals are attached for review, along with the staff � report given to the board. � ; ANALYSIS ' I The Advisory Board has reviewed the proposals from both firms. In ' addition, work samples were obtained from each firm and reviewed � by the Board at their September 21 meeting. � The Advisory Board voted unanimously to select the firm of Hintz � & Balvin to prepare the video, due to their lower cost and better , production quality. The firm also agreed to provide all neccesary insurance. � RECOMMENDATION I It is recommended that the Board of Directors ratify the decision � of the Advisory Board and authorize the chairman to execute the contract. I . i i i AG�@ll I7�1 I � . . � � � DA7.'E: September 21, 1987 TO: Honorable Chairman and Members of the Board , FROM: Deborah Coulter, Administrative Analyst Subject: "History of Lynwood" Video OBJECTIVE To review proposals and select a firm to produce a video on the history of Lynwood. � BACKGROUND , A public relations firm and a video production company have been contacted to provide proposals and cost estimates for producing a video for cable television on the history of Lynwood from the past to the present. The public relations firm, Hintz & Balvin, met with the Board at your last meeting on August 17, 1987. At this time direction was given to the representatives of the firm on how the Board viewed the project. The Hoard then requested Hintz & Balvin to return with a written proposal, examples of their work, and cost estimates. The video production company, Video Dimensions, was first introduced to the City as potential producers for programs on fair housing. They have done similar work for Cities of Compton and Redondo Beach. Donald Fraser, Assistant City Manager, Mary Wright, and I met with Dwight Blackshear of Video Dimensions and tried to give the same dtrection as the Board gave to Hintz & Balvin. They were also asked to return with a proposal, examples of their work and cost estimates. • ANALYSIS Hintz & Balvin: This proposal is well written and very professional. It demonstrates a good understanding of the project concept and knowledge of the City. It also explains some of the possible production techniques such as using interviews with residents, on-location shots of important businesses and City landmarks, , and features of the Mayor, Council and other celebrities. Hintz & Balvin is the low bidder. However, costs for insurance and the 5-minute feature video are not included. In addition, cost estimates are subjective to what the proposal preparer envisions and how much shoot-time the production will take. For example, one proposal may include aerial shots while the other emphasizes posed interviews in the studio. Hintz & Balvin predict a 6-day shoot and mention that they would include photos, video of historic landmarks and interviews of residents and officials. : Video Dimensions: Having already viewed examples of their work, Video Dimensions ' has demonstrated experience and creativity in video production. their work includes fair housing tapes for the Cities of Redondo Beach and Compton as well as tapes for various Chambers of Commerce. Although their proposal does not demonstrate a knowledge of Lynwood, having worked in Compton they would probably understand the special touch that many issues in this area require. The proposed treatment lacks specific examples of footage to be included. In addition the bid is hiqher than Hintz & Balvin. Her media backgro�md spans broadcast television, radio and video producing. For the past five pears she has made videos for clients as diverse as HiTech Silicon Valley companies and 'I9ze Bay Area United Way. TheY ha� enlisted her talents to make docwnentaries, marketing, sales and training videos, cc�npany video journals and cotm�ercials. Recently, with a grant from the Bay Area United Way and in rnnjunction with Home Sharing Help and Inforaiatian, Inc., she produced an in-depth documentary on housing problems in San Mateo Coimty. It is being broadcast on pB5 station RCSM-TV and on cabie stations and is being shown to caamu�ity qrouPs, schools and city government, In the television broadcast azea she was most recently Associate Producer, on-camera intervieti�er and substitute pmc}�pr for KCSM-TV�s daily Stock Market Today program. In Los Angeles, she vas Associate Producer for the Te�x� talk shaw on FQI,7-TV. Barbara actnally started her aedia career as a reporter in the Far F�st for Radio Hong Kong. Her reports, interviews and documentaries on news, arts and hiananities fran Western Public Radio i.n S�n Francisrn, were heard regularly on National Public Radio, Canadian Broadcasting Cnmpanp and other stations. In 1980 she received a coveted National �hdowment for the H�anan;ties Grant to produce a documentary on language, �A Sea of Language," which won two awards for excelience, It was produced in rnnjunctfon with the book "The State of the Language,�� published jointly by the F�glish-Speaking Union of San Francisrn and the University of California Press. Barbara often narrates the material she writes and produces and her skflls on-camera and on-microphone have brwght her plumb assignrtients with such clients as London Records, J.C. Penney's and Micro Linear. A graduate of Oberlin College, Barbara spent her Junior year studying music at the Akademie Mozarteun in Salzburg, Austria. She has studied broadcast arts at the College of San Mateo and at the Svny profssional workshops. She is a meznber of the International Rlelevision Association (ITVA), Bay Area Video Coalition, and Media Alliance. She is Past President of the Bay Area Peninsula Press Club and past Vice President of Western Pubiic Radio, a non-proFit training and production center in San Francisco. He served as Assistant General Manager, Community Relations Director and as a member of the eight person station management board. Prior to joining KCBS, Garth was the Account Executive for Chevrolet while working foz the adver- tising agency of Young & Rubicam. He also worked for many years with the well-known television consultinq firm of McQue & Hoffman. Before opening his own firm of Hintz & Balvin, he worked as Chrysler Corporate Sports:Director for BBD & O. , 'Christle Balvin began her media career by working for an international iii7i� or�an��at.c. �Lasa 111 rBLl� called CIDALC. Upor. SCt11rIIlRCJ. �O t�,^� United States she spent many years in television production, first at ItHJ-TV (Channel 9) and then at xCET (Channel 28). She left television to become Information Services Director for the American Friends Service Committee (Ouakers). After 14 years with the AFSC, she became the Executive Director of CURRENT WISDOM, a ma4azine that examines both sides of contemporary issues. She continued in that position until joining Hintz & Balvin in 1984. - Lynne Velling Weiss has had a zich background�in theatre and media.. She worked in production for Family Films, Steven Bosustow Pzoductions, Universal Studios and others. Branching out into public relations, she went on to become Corporate Communications Coordinator for Six Flags Corporation (Magic Mountain and other amusement facilities). In 1963 she joined the Olympic Arts Festival staff as assistant to the Marketing Director and later as Project Manager.
