Mayor Vandernail called the meeting to order at 7:00 p.m.
1. Rollcall: Mayor Philip Vandernail; Mayor Pro-Tern Eileen Waldow; Trustees; Andy
Miller, Katie Soles, Parnell Quinn and Ryan Barwick
2. Approval of Agenda:
Trustee Miller moved, and Trustee Quinn seconded the motion to approve the agenda.
Motion carried: 6-0.
3. Executive Session:
For a conference with the Town Attorney for the purpose of receiving legal advice on
specific legal questions under C.R.S. Section 24-6-402(4) (b) and for the purpose of
determining positions relative to matters that may be subject to negotiations, developing
strategy for negotiations, and/or instructing negotiators, under C.R.S. Section 24-6-
402(4)(e) regarding development infrastructure matters to include Town Attorney Rod
McGowan.
Trustee Miller moved, and Trustee Waldow seconded the motion to open the Executive
Session. Motion carried: 6-0.
Trustee Miller moved, and Trustee Barwick seconded the motion to close the Executive
Session. Motion carried: 6-0.
Attorney's Opinion Required by C.R.S. 24-6-402(2)(d.5)(II)(B).
As the attorney representing the Town of Fraser, I am of the opinion that the entire
executive session, whish was not recorded, constituted a privileged attorney-client

4. Executive Session:
For a conference with the Town Attorney for the purpose of receiving legal advice on
specific legal questions under C.R.S. Section 24-6-402(4)(b). To discuss the purchase,
acquisition, lease, transfer, or sale of real, personal, or other property interest under
C.R.S. Section 24-6-402(4)(a). regarding property acquisition to include Town Attorney
Rod McGowan and Town Manager Durbin.
Trustee Waldow moved, and Trustee Quinn seconded the motion to open the Executive
Session. Motion carried: 6-0.
Trustee Miller moved, and Trustee Quinn seconded the motion to close the Executive
Session. Motion carried: 6-0.

5. Consent Agenda:
a) Minutes July 15, 2020
Trustee Waldow moved, and Trustee Barwick seconded the motion to approve the
consent agenda. Motion carried: 6-0.
6. Public Hearing and Possible Action:
a) Ordinance 480 Model Traffic Code
Trustee Miller moved, and Trustee Quinn seconded the motion to approve Ordinance
480 Model Traffic Code Motion carried: 6-0.
7. Discussion and Possible Action Regarding:
a) De-Gallagher Amendment Ballot Question
Town Clerk to request an IGA from the County Clerk to place the ballot question on the
November election. Staff will work on a pro/con statement.
b) Grand County Ranches and United States Forest Service Exchange Proposal
Letter of Support
Trustee Miller moved, and Trustee Waldow seconded the motion to sign the letter of
support for Grand County Ranches and United States Forest Service Exchange
Proposal with the grammatical change. Motion carried: 6-0.
8. Open Forum:
a) The new Fraser Post Master, Steven Tyler Spofford addressed the Board regarding
the changes in the delivery of mail and parcels. The Board authorized the Mayor to send
a letter to congress to address the changes to the service provided.

9. Updates:
Vandernail: Fraser will incur an additional $13,000 in transit expenses due to the railroad
underpass opening and Kings Crossing closing.
Waldow: Has the county discussed OHV vehicles on county roads? The BOCC will
discuss this at their meeting in August or September.
Durbin:
1. Rendezvous Filing 12 has electrical wiring that is outside of the town's easement.
This is required to be relocated. The Board agreed to this and the cost is not to
exceed $15,000.
2. CDOT maybe requiring that Rocky Mountain Moonshine obtain an easement for the
Town to access the Safeway second access road as a condition of an access permit
for the Rocky Mountain Moonshine property.
3. The CDOT HWY 40 traffic study comments are due Friday August 8.
4. The town is aware of the parking concerns in Rendezvous to access the trails. The
town is working on installing stop signs where the trail crosses the road.
5. Project P at the wastewater treatment plant is behind schedule.
6. The traffic counts for CR 804 have been provided by the County Commissioners.
The Board would like to invite the commissioners to discuss the traffic counts and
allocation of costs to a future meeting.
10. Adjourn:
Trustee Soles moved, and Trustee Waldow seconded the motion to adjourn. Motion
carried: 7-0. Meeting adjourned at 8:35 p.m.
