PLANNING COMMISSIONMINUTES
- July 27, 1971
INITIATION
1. The regular meeting of the Plann�ng Commission of the City of Temple
City was ca.1 led to order by Chairman Pro Tem Lawson at 7:35 p.m.,
July 27, 1971.
2. The Pledge of Allegiance to the Flag was led by Chairman Pro Tem
Lawson.
3. ROLL .CALL:
Present: Commissioners: Atkins, Startin, Lawson
Absent: Commissioners: Dennis, Garvin
Also present: City Manager Koski and Planning, Director Dragicevich.
Commissioner Atkins moved to. excuse Commissioners Garvin and Dennis
for cause. Motion was seconded by Commissioner Startin and passed.

There being no additions or corrections to the minutes, Commissioner
Atkins moved,, seconded by Commissioner Startin, to approve the minutes
as written. Motion passed.

COMMUNICATIONS
REFERRAL FROM CITY COUNCIL:
ORDINANCE NO. 71-334 OUTDOOR
ADVERTISING .STRUCTURES
Director Dragicevich stated that the City Council, at their regular
meeting of July, 20, 1971, had first reading of ordinance relating
to status and conditions for outdoor advertising structures in the
City. Since the ordinance was substantially different from the
Planning Commission: resolution on this matter, the City Council re-
ferred their ordinance back . to the Planning Commission for their
review and comments. He then briefly outlined the differences.
The Commissioners expressed the opinion that they had invested much
time and effort in research and meetings and had developed a com-
prehensive approach to outdoor advertising; structures; in the City
which would have stood up i n court i f required They felt the ordin-
ance is very lenient with bi l 1 boards i n C ®M and M zones and were of
the opinion that this area needed tightening up, that the conditional
use permit requirement should have remained, and that the City Council
had put their own emphasis and meaning into the ordinance.
Commissioner Atkins moved that la !memo be :sent to'. the' :City C:ouhcLl:: that
the Planning Commission had reviewed the ordinance as requireq by law,
and had no further recommendations to make. Motion was seconded by
Commissioner Startin and passed.
Director Dragicevich added that the nonconforming uses section of
Resolution No. 71 -415PC had not been incorporated: into the ordinance
on the advice of the City Attorney, and that this matter would be
discussed in a study session at a later date.

6. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK - there was no one.

A. The Planning Director referred to complaint by a member of the
Commission about a garage sale at 6630 Temple City Boulevard,
that the Los Angeles County Regional Planning Commission had
investigated and sent notice to the property owner to correct
the situation. Commissioner Atkins noted that improvement had
been made.
B. Commissioner Atkins referred to Resolution No. 7J-421PC which
expresses the Commission's opposition to proposed Assembly Bill
2294 which would preempt local zoning regulations for mobile
homes and mobile home parks. He moved to adopt this resolution
and forward to the City Council for appropriate action. Motion
was seconded by Commissioner Startin and passed.
C. Chairman Pro Tem Lawson reminded the Commissioners of the study
session they have been invited to attend after the City Council
meeting of August 3, 1971, to discuss aspects of the Community
Redevelopment Agency.
111018. ADJOURNMENT
Commissioner Startin moved to adjourn to the study session on August
3, 1971, at the City Hall.. Motion was seconded by Commissioner
Atkins and passed. Meeting adjourned at 7:55 p.m.
