LaPorte Also attending: Mrs. Kathleen Kirton, Messrs. Robert Blake, Henry Lilienthal, Roy Cowart and William Gwynn The meeting was called to order by Mayor Dodson. The minutes of the meeting held May 11, 1963 were read approved and adopted. The Financial and Water Report for May, 1963 was read and approved. All expenditures included in this report were approved. Mr. Blake was given the floor to speak on behalf of Mr. Frederich Ayres who had recently purchased a lot on School Road. Mr. Blake pointed out that Mr. Pope had not installed water mains to this and other lots in this sub - division. Mr. Blake stated that he had talked to Mr. Pope in New York and Pope had agreed to put the water mains in, but had asked that the Town give same financial aid to the project. There was a general discussion of the matter along with the poor condition of the roads and drainage that Mr. Pope had installed in the subdivision. Mr. Iglehart moved that the Town not offer any financial aid in this matter and that Mr. Pope submit specifications of the work to be done for approval by the Town. Motion was seconded and passed unanimously. Revised contracts from Russell and Axon for a combined water and sewer study were presented to the Town. These contracts called for a payment of $500.00 for each study. It was moved that the Town offer $500.00 for a water study only and if a sewer study is made it would be done at no cost to the Town. Motion was seconded and passed unanimously. The Commission authorized payment of $3,000.00 to the City of Boynton Beach as the 3rd year installment on the Fire Contract. It was moved and seconded that the Town begin negotiations now with Boynton to securo a new fire contract or extension of the present one at as favorable a rate as can be obtained. Motion passed unanimously. Deputy Town Clerk Gwynn presented copies of the proposed budget for 1963 -64 to the Commission for their study. Mr. LaPorte, who assisted in its preparation, poin'Led out the highlights of the budget. Further discussion of the budget was tabled until the next meeting. Commission meeting held June 8, 1963 cont. Page 2. An analysis and explanation of police coverage and activities as prepared by Chief Cowart was presented to the Commission. This analysis is attached hereto and becomes a part of these minutes. There was a general discussion of this matter and the feasability of hiring a fourth patrolman for full time duty. This addition would give the Town complete coverage 365 days a year. Mr. Gwynn stated that total expenses of a new man would run about 5,000.00 per year. Mr. Hart moved that the Town hire a fourth patrolman at a starting salary of Y300.00 per month Mr. Hoyle seconded the motion. Motion passed. Mr. Iglehart stated that he was not satisfied with the policing of traffic on AlA and informed Chief Cowart to take immediate steps to crackdown on all speeders in the Town limits. The Commission concurred with this action. There being no further business to come be f the Commission the meeting was adjourned. Power and Light Office & Street Lights Total Page 2. 350.00 4 8.19 15.00 317.11 - 101.48 3.411.80 Presently, as you know, the Town police force consists of a total of three men and two radio equipped squad cars. These men work a six day week. Each man has one day off per week, plus his vacation. In addition, there are other reasons for a man not cover- ing his regularly assigned shift, i.e. meter reading, absenteeism due to personal sickness. All of these can be readily accounted for. A summary breakdown of shifts not covered looks as follows: 1. Regular day off - 3 men x 1 shift - 150 2. Vacation 3 men x 14 shifts - 42 3. Water meter reading 1 man x 1 shift - 12 4. Absenteeism - Approx. for 3 men 2 Total shifts not regularly covered 228 From the above figures you can readily see that while we have three men on the police department payroll, the Town, in reality, is only receiving the services of two men. To put it another way, what I'm trying to say is that for one reason or another the Town is losing almost a full shift police coverage for the entire year. I believe that it would be safe to say that when the 3rd man was added to the force 3 years ago, it was the general consensus of the town residents that the addition of this man would give round the clock police coverage. The above figures show it to be otherwise. With continued building taking place in our town coupled with the proposed building activity, in the making, it appears our hous- ing as well as our population will continue to grow-in numbers for the forseeable future.
