BUDGET HEARING - SEPTEMBER 5, 1996
A Budget Hearing meeting of the Bal Harbour Village Council
was held on Thursday, September 5, 1996, in the Council Chamber at
Bal Harbour Village Hall. The meeting was called to order at 5:20
p.m. by Mayor Spiegel. The roll was called and those present were:
Mayor Estelle Spiegel
Assistant Mayor Matthew B. Blank
Councilman James E. Boggess
Councilman Andrew R. Hirschl
Councilman Sol M. Taplin
Also present: Alfred J. Treppeda, Village Manager
Jeanette Horton, Village Clerk
John Walker, Finance Director
Erma Mitchell, Accounting Department
Steven Zelkowitz, Village Attorney
As a quorum was determined to be present, the meeting
commenced.
2. Announcement:
Mayor Spiegel announced that Bal Harbour Village's Rolled -Back
Millage Rate is 3.30 Mills, the proposed Millage Rate is 3.50
Mills, which exceeds the Rolled -Back Rate by 6.06 percent.
3. Discussion of Proposed Tax Millage over the Rolled -Back
Millage Rate and Discussion of the Tentative Budgets:
Mr. Treppeda explained the proposed millage rate for the upcoming
fiscal year is 3.50 mills. He further explained the Village has
the third lowest millage rate in the County. He then proceeded to
review each department's budget, as well as the projected revenue.
4. Discussion of Manager's and Clerk's Contracts:
Mr. Treppeda explained that both the Village Manager and Village
Clerk now have a contract, and the contract states that discussion
would come up at budget time. He further explained since this is
the first time for this to be discussed he was uncertain how this
would be handled.
Councilman Boggess stated this was one of the items he requested be
in the contracts. The reason being the only time they came for
review was when someone was mad at them. Since everything is going
smoothly, now is the time to evaluate the Manager and Clerk.
Mayor Spiegel thanked Mr. Treppeda and Mrs. Horton for their
managing and clerk's responsibilities of the Village. She further
stated everything has gone very smooth and both have the support of
the staff. Councilman Boggess and Assistant Mayor Blank agreed.
Assistant Mayor Blank complimented Mr. Treppeda on the proposed
budget booklet. Councilman Boggess stated this would be the
appropriate time for the Manager or Clerk to ask questions of the

Council. Mr. Treppeda replied that he and the Clerk have received
guidance and leadership from the Council as to the job the Council
wants done.
5. Resolution- Adoption of Tentative Millaae Rate:
A resolution adopting a tentative millage rate was read, by the
Village Clerk. Mayor Spiegel then proceeded to open the public
hearing for comments. There being none, Mayor Spiegel closed the
public hearing.
A motion was offered by Assistant Mayor Blank and seconded by
Councilman Taplin to adopt this resolution. The motion carried
with the vote as follows: Mayor Spiegel aye; Assistant Mayor Blank
aye; Councilman Boggess aye; Councilman Hirschl aye; Councilman
Taplin aye; thus becoming

TENTATIVE MILLAGE RATE FOR FISCAL YEAR
1996/97; PROVIDING FOR AN EFFECTIVE DATE.
6. First Reading Ordinances/Public Hearing: Tentative
Budgets:
General Fund
An ordinance adopting the General Fund for Fiscal Year 1996/97 was
read, by title, by the Village Clerk. Mayor Spiegel then proceeded
to open the public hearing for comments. There being none, Mayor
Spiegel closed the public hearing.
A motion was offered by Councilman Hirschl and seconded by
Assistant Mayor Blank to enact this ordinance. The motion carried
with the vote as follows: Mayor Spiegel aye; Assistant Mayor Blank
aye; Councilman Boggess aye; Councilman Hirschl aye; Councilman
Taplin aye; thus becoming
ORDINANCE NO. 413
ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A
BUDGET FOR THE PERIOD OF OCTOBER 1, 1996 TO
SEPTEMBER 30, 1997 IN THE AMOUNT OF
$5,101,948; AUTHORIZING EXPENDITURES;
ESTABLISHING AN EFFECTIVE DATE.
Water Fund
An ordinance adopting the Water Department Budget for Fiscal Year
1996/97 was read, by title, by the Village Clerk. Mayor Spiegel
then proceeded to open the public hearing for comments. There
being none, Mayor Spiegel closed the public hearing.
A motion was offered by Councilman Boggess and seconded by
Councilman Taplin to enact this ordinance. The motion carried with
the vote as follows: Mayor Spiegel aye; Assistant Mayor Blank aye;

ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A
BUDGET FOR THE WATER DEPARTMENT FOR THE PERIOD
OF OCTOBER 1, 1996 TO SEPTEMBER 30, 1997, IN
THE AMOUNT OF $944,048; AUTHORIZING
EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE.
Sanitary Sewer Department
An ordinance adopting the Sanitary Sewer Department Budget for the
Fiscal Year 1996/97 was read, by title, by the Village Clerk.
Mayor Spiegel then proceeded to open the public hearing for
comments. There being none, Mayor Spiegel closed the public
hearing.
A motion was offered by Councilman Taplin and seconded by Assistant
Mayor Blank to enact this ordinance. The motion carried with the
vote as follows: Mayor Spiegel aye; Assistant Mayor Blank aye;
Councilman Boggess aye; Councilman Hirschl aye; Councilman Taplin
aye; thus becoming
ORDINANCE NO. 415
ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A
BUDGET FOR THE SANITARY SEWER DEPARTMENT FOR
THE PERIOD OF OCTOBER 1, 1996 TO SEPTEMBER 30,
1997, IN THE AMOUNT OF $1,135,216; AUTHORIZING
EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE.
Department of Tourism
An ordinance adopting the Department of Tourism Budget for Fiscal
Year 1996/97 was read, by title, by the Village Clerk. Mayor
Spiegel then proceeded to open the public hearing for comments.
There being none, Mayor Spiegel closed the public hearing.
A motion was offered by Councilman Hirschl and seconded by
Councilman Taplin to enact this ordinance. The motion carried with
the vote as follows: Mayor Spiegel aye; Assistant Mayor Blank aye;
Councilman Boggess aye; Councilman Hirschl aye; Councilman Taplin
aye; thus becoming
ORDINANCE NO. 416
ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A
BUDGET FOR THE DEPARTMENT OF TOURISM FOR THE
PERIOD OF OCTOBER 1, 1996 TO SEPTEMBER 30,
1997, IN THE AMOUNT OF $1,598,439; AUTHORIZING
EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE.
7. Announcement;
Mayor Spiegel announced that the next Budget Hearing date is
September 19, 1996, at 5:15 p.m.

8. Adjourn:
There being no further business to come before the Council, a
motion was offered to adjourn. The motion passed unanimously
(5-0), and the meeting adjourned at 5:35 p.m.
