MASTRANGELO COUNCIL CHAMBER ADMINISTRATION BUILDING AGENDA 1. ROLL CALL 2. EXECUTIVE SESSION — 6:00 PM: To conduct strategy sessions in preparation for negotiations with non-union personnel or to conduct collective bargaining sessions or contract negotiations with non-union personnel — Town Manager, Michael J. Driscoll. 3. RETURN TO OPEN SESSION — 7:15 PM 4. PLEDGE OF ALLEGIANCE 5. PUBLIC FORUM 6. PRESIDENTS REPORT 7. UNFINISHED BUSINESS FROM PRIOR MEETINGS: a) Consideration and action on a proposed Amendment to the Fiscal Year 2016 Budget. 8. PUBLIC HEARINGS AND VOTES: a) Public Hearing and vote on a Proposed Loan Order authorizing the Town Treasurer with the approval of the Town Manager to borrow and/or expend monies in the amount of $224,400 under and pursuant to Chapter 44 of the General Laws, or pursuant to any other enabling authority, for the purpose of paying costs of conducting a schematic design study for a potential partial window/door replacement project at the Watertown Middle School, located at 68 Waverly Avenue, Watertown, Massachusetts, including the payment of all costs incidental or related thereto (the "Project"), which proposed repair project would materially extend the useful life of the school and preserve an asset that otherwise is capable of supporting the required educational program, and for which the Town has applied for a grant from the Massachusetts School Building Authority ("MSBA"), said amount to be expended under the direction of the School Committee. The Town acknowledges that the MSBA's grant program is a non -entitlement, discretionary program based on need, as determined by the MSBA, and if the MSBA's Board of Directors votes to invite the Town to collaborate with the MSBA on this proposed repair project, any project costs the Town incurs in excess of any grant that may be approved by and received from the MSBA shall be the sole responsibility of the Town; and that, if invited to collaborate with the MSBA on the proposed repair project , the amount of borrowing authorized pursuant to this vote shall be reduced by any grant amount set forth in the Project Funding Agreement that may be executed between the Town and the MSBA. b) Public Hearing and vote on a proposed Order allocating the property tax levy among or between property classes for Fiscal Year 2016. c) Public Hearing and vote on a proposed Order setting optional tax exemptions for Fiscal Year 2016. 9. MOTIONS, ORDERS AND RESOLUTIONS: a) Resolution approving the Acceptance and Expenditure of a Gift of Funds in the amount of $2,970 from the Watertown Police Foundation which will be used to purchase ten (10) two-way portable radios for communication purposes in the event of an emergency at any of the Public Schools. b) First Reading on an Ordinance amending the Town Manager's compensation. 10.
