STATE OF NEW JERSEY
DEPARTMENT OF ENVIRONMENTAL PROTECTION
GREEN ACRES ENABLING RESOLUTION
WHEREAS, the New Jersey Department of Environmental Protection, Green Acres
Program ( "State "), provides loans and/or grants to municipal and county governments
and grants to nonprofit organizations for assistance in the acquisition and development of
lands for outdoor recreation and conservation purposes; and
WHEREAS, the Borough of Carteret desires to further the public interest by obtaining a
loan of $325,000.00 and /or grant of $325,000.00 from the State to fund the following
project(s): Carteret Park Improvements 4.
NOW, THEREFORE, the governing body resolves that Mayor Daniel J. Reiman or the
successor to the office of Mayor is hereby authorized to:
(a) make application for such a loan and/or such a grant
(b) provide additional application information and furnish such documents as may be
required
(c) act as the authorized correspondent of the above named applicant, and
WHEREAS, the State shall determine if the application is complete and in conformance
with the scope and intent of the Green Acres Program, and notify the applicant of the
amount of the finding award; and
WHEREAS, the applicant is willing to use the State's finds in accordance with such
rides, regulations and applicable statutes, and is willing to enter into an agreement with
the State for the above named project;
NOW, THEREFORE, BE RESOLVED BY THE MAYOR AND COUNCIL OF
THE BOROUGH OF CARTERET
1. That the Mayor of the above named body or board is hereby authorized to execute
an agreement and any amendment thereto with the State known as Carteret Park
Improvements 4, and;
2. That the applicant has its matching share of the project, if a match is required, in
the amount of $325,000.00.
3. That, in the event the State's finds are less than the total project cost specified
above, the applicant has the balance of funding necessary to complete the project;
and;
4. The applicant agrees to comply with all applicable federal, state, and local laws,
rules, and regulations in its performance of the project.
5. That this resolution shall take effect immediately.

Dear Mr. Norbut:
I am pleased to inform you that the Green Acres funds awarded on April 12, 2011 have been appropriated.
Enclosed are two Green Acres Project Agreements, which will be used to set up the account for this
project. Please review the agreements for accuracy, and have both executed as follows:
1. Page 10 is to be dated and signed by the local unit attorney and the chief executive officer.
Please note that the person who signs must be specifically designated in the enabling
resolution adopted per item 3 of this letter. If more than one person is designated in the
enabling resolution, each person must sign the project agreements.
2. The top of the Declaration of Encumbrance page is to be signed by the official designated
in the resolution, witnessed by the local unit attorney, and certified by the local unit clerk,
Carteret Borough must adopt an Enabling Resolution using the exact language of the
enclosed sample, and return it with the agreements.
Also enclosed is a Green Acres Account Information form. To access funding for this project, Carteret
Borough must establish a separate, non - interest - bearing bank account. If Carteret Borough has
undertaken more than one Green Acres funded project, a single account may be established to receive all
Green Acres project disbursements. Grant payments will be mailed to Carteret Borough in the form of a
check that must be deposited into this account. Loan disbursements will be transmitted by wire transfer
directly into this account. We caution you that, by regulation, the account must be non - interest bearing,
may only be used for Green Acres projects, and will be subject to DEP audit.

return it to my attention. This document is required for review and evaluation of loan repayments.
