JOINT MEETING
October 14, 1992
MINUTES
1. CALL TO ORDER:
Pursuant to the Agenda posted on Friday, October 9, 1992, the meeting was called to order at 7:30
p.m. by Mayor McGowan.
ROLL CALL-
PRESENT: Councilmembers - Budds, Wilson, Manning and McGowan
ABSENT: Councilmember Breazeal
Chamber Board Members - Ellingsworth, Greenburg, Lehine, Shaw and
Tyler
Councilmember Breazeal was not in attendance due to conflict of interest.
ALSO PRESENT: City Manager Ovrom, Economic Development Director Sims and
Executive Director Milch
The Pledge of Allegiance to the Flag was led by Debi Ellingsworth.
2. UNFINISHED BUSINESS UPDATES:
A. PROGRESS ON WORK PROGRAM FOR 1992 -93 -
1. MEMBERSHIP -
Marianne Milch distributed a Recap 1992 on Membership and Mailings and
indicated that there are ten new members to the Chamber, one residential and
nine businesses.
Councilmember Budds inquired if there have been any overtures made to the
Asian businesses.
Marianne Milch responded by indicating that she has visited the businesses and
left literature offering any help. It was suggested that one of the pamphlets be
updated to include photos of the directors and their businesses.
Councilmember Budds indicated that Dr. Chang had applied for a commission
position and possibly he could spend more time in getting the Asian businesses
involved in the Chamber.
Sydney Tyler stated that the owners and managers of La Serena Restaurant were
very cooperative with the Chamber.
Marianne indicated that the Council was missed at the La Serena grand opening
and it went very well.
Mayor McGowan stated that both Economic Development Director Sims and she
visited all the businesses in Temple City Square inviting them to the City -
sponsored mixer but still didn't get the turnout she had hoped.

2. NEW BUSINESS PROMOTION -
Debi Ellingsworth indicated that mugs and certificates have been ordered as a
promotion in which they will be visiting not only the new businesses but the old
businesses as well. The mugs have not been received as of yet.
Marianne Milch also indicated that the Chamber is offering current members who
do not have health insurance a Directory of Physicians which will provide 25%
discount for bills paid at the time of service.
3. DOWNTOWN REVITALIZATION -
Economic Development Director Sims stated that the Chamber has been present
at all the joint meetings relative to the Specific Plan and their comments and
questions are welcomed.
Marianne indicated that she has purposely not put very much information in the
Chamber Newsletter relative to the Specific Plan since it is still in the formative
stages. She also requested that the City prepare an article to the business
community which outlines the financial constraints of the City and indicates the
cutbacks.
Councilmember Budds inquired whether the Chamber provides any information
on the ballot measures since there are so many that definitely impact Temple
City especially in relation to sales tax.
Marianne indicated that the Chamber does not provide legislative analysis
however does have a legislative committee. Although the participation was up at
their last meeting, there are very few businesses in attendance.
4. UPCOMING EVENTS -
Marianne indicated that the mixers are all set up for the next four months
however, the November and December mixers will be one week earlier due to the
holidays.
The Christmas Tree Lighting ceremony is set for December 12th. The musical
entertainment is set and the service groups have been contacted. Marianne will
be meeting with Community Services Director Chadwick next week to discuss the
event.
The Chamber is planning a seminar on the new ADA requirements which will be
affecting all the businesses.
The Chamber is currently working with Southern California Edison and Southern
California Gas Company to plan a recycling education program in the schools
which would be targeted for April.
Marianne met with Superintendent Taylor regarding a Christmas design contest
for the holiday season. The winning design would be put on T- shirts, mugs and
carry -alls.
Additionally, the Chamber is working on a booklet for earthquake preparedness
which will ultimately go into the package which goes to business people.
The business directory is still in the works and the Chamber is waiting for the
completion of the Temple City Square project so all businesses are included.

The Chamber is considering a Bridal Faire since the seventh bridal shop is
opening up in town.
She indicated that they are currently working on a Christmas calendar in which
every person will be a winner of either an item, a gift certificate or discount on
purchases. They will be displayed in store windows and will cost approximately
$10.00 each.
Marianne informed the Council that Pam Murray is one of the seven finalists for
the Tournament of Roses Court.
The Miss Temple City Pageant has been put off until fall of next year due to
other projects that are of higher priority. The current court has agreed to
continue.
Mayor McGowan inquired as to what the hours of Santa and Mrs. Claus will be
and wanted to make sure the hours are conducive to school age children.
Marianne stated that the hours have not been set yet but they were looking at
2:00 to 4:00 p.m. Other suggestions given were to enhance the event such as live
reindeer and snow.
5. FUNDRAISING -
Marianne Milch suggested that possibly the Temple Station may wish to sponsor
a mixer to show the new facility. City Manager Ovrom indicated she would check
with the Sheriff's Department.
She also talked to Waade Realty about the billboard and they have agreed to give
the Chamber some time to work up a program for the sign. The sign would
include some type of logo and the contributing merchants. Marianne stated she
has talked to a local sign maker which has provided figures for striping and
repainting the sign.
Marianne inquired about the four reserved spots for Gabriel's at the new city
parking lot. She indicated she had never heard anything about the reserved
spots.
Mayor McGowan stated that if the four spots were not set aside for Gabriel's the
parking lot would not have happened since they owned the piece of land needed
and were willing to relinquish it if we gave them four spots.
Economic Development Director Sims indicated that there was a public alley
behind those buildings which provided access to each individual property. Gabriel
Zoccoli's property had four private parking spaces. With the removal of the alley,
access to his four private parking spaces would also be removed. The City had
basically three options:
1. Mr. Zoccoli could donate the area and give the City permission to put in
the pedestrian mall.
2. The City could pay him for the removal of his access.
3. The City could condemn the access to his property.
In reviewing the three options it was agreed in discussions with him that if the
City could provide four parking spaces in the parking lot he would allow the
project to proceed. It was an exchange and although it was hoped that the City
could proceed without the reserved parking, as a property owner it was his right.

Al Lehine inquired if there was a specificity as to where the four parking spaces
would be. Economic Development Director Sims indicated that there was.
City Manager Ovrom indicated that if Mr. Zoccoli should ever develop farther out,
he loses those four spaces. When the parking districts were formed, the property
owners assumed a right to develop their property without providing additional
parking. This is a benefit for those property owners who donated their property.
Al Lehine stated he was at the Planning Commission meeting and would like the
minutes to the meeting since he has been asked to give an opinion on the arrival
of the Salvation Army.

4. SCHEDULE NEXT MEETING:
The City Council and the Temple City Chamber of Commerce tentatively scheduled January 25,
1992 at 7:30 p.m. in the Community Room.
5. ADJOURNMENT:
The meeting was adjourned at 8:33 p.m. The next Joint Meeting with the City Council and the
Temple City Chamber of Commerce will be held January 25, 1992 at 7:30 p.m.
