HomeMy Public PortalAboutr 11-188P00111tton of foe �orog4 of (nar#eret, �q_ �- No. 11-188 Dale of AdoptionOatobPY 61201 RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T &NI ASSOCIATES — ROOSEVELT AVENUE SAINITARY SEWER SURCHARGE SCOPE AND FEE ESTINUM WHEREAS, the Borough of Carteret is in need of specialized engineering services with regard to the Roosevelt Avenue Sanitary Sewer Improvements; and WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the requisite skill and expertise to provide said services; and WHEREAS, T &M Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $17,500.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from T &M Associates for engineering services related to the Roosevelt Avenue Sanitary Sewer Improvements at a total cost not to exceed $17,500.00 at the rate set forth in T & M's existing contract with the Borough is hereby approved. 2. Annexed hereto is a copy of said proposal. 3. This action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(t)(a) in accordance with the Borough's Fair and Open Process as authorized by law. Reiman Borough of Carteret 61 Cooke Avenue Carteret, NJ 07008 Re: Investigation of Roosevelt Avenue Sanitary Sewer Surcharge Scope and Fee Estimate for Professional Services Dear Mayor Reiman: rm April 29, 2011 We are pleased to submit this scope and fee estimate for professional services to conduct a capacity study of the Roosevelt Avenue Trunkline in the industrial area of town, Surcharging of the Roosevelt Avenue sewer has been an ongoing problem that occurs during wet weather. The surcharging is observed mainly at the corner of Roosevelt Avenue, approximately 2,200 LF north of the Borough's main sewer pump station, It is believed that the surcharging is partially due to the stormwater discharges from the Kinder Morgan facility, although there are instances reported by the Sewer Department where surcharges occur independent of Kinder Morgan discharge. We propose the following engineering services for the investigation: 1. Establish Existing Tributary Flow — This task will involve a review and confirmation of the existing tributary area to the section of the sewer that is surcharging. We will review previous flow monitoring reports in this area and will also review flow record information from the Hayward Avenue Pump Station. In addition, we will review the volumes, rates and timing of the Kinder Morgan flows discharged into the Borough's sanitary sewer system. Lastly, we will review the potential for future tributary flow to this sewer so that this can be considered in planning for future developments and improvements. 2. As -built Existing System — During the Roosevelt Avenue Pump Station Improvements design, a survey of the trmlkline on Roosevelt Avenue, between the surcharge location and the pump station was performed. Accordingly, we have as -built information and can compute the capacity of the existing system from the location where the surcharge is occurring to the Borough's Roosevelt Avenue Main sewage pump station. We will supplement the available field survey with additional survey in the section of gravity sewer from the surcharge area upstream to the Hayward Avenue Pump Station discharge point. 3. Capacity Evaluation — We will compare the capacity of the Roosevelt Avenue sanitary sewer system to the existing dry weather flows, wet weather flows based on previous metering, and additional future flows that may be tributary to this area. Written Report — T &M will prepare a written report which summarizes the findings of our evaluations and provides the Borough with recommended solutions to the capacity /surcharging issues which are occurring in the Roosevelt Avenue sewer. We propose an engineering fee for the above outlined scope of services not to exceed $17,500 which will be billed in accordance with our current contract and associated billing rate schedule.
