NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from CME Associates for engineering services related to the Preliminary Drainage Evaluation Milik Street Area Drainage System Project, in a total amount of $16,000.00 billable in accordance with CivIE's existing contract with the Borough is hereby approved; 2. That annexed hereto is a copy of said proposal; 3. That this action is approved as an award of a professional services contract pursuant to N.LS.A. 40A:11- 5(l)(a) in accordance with the Borough's Fair and Open Process as authorized by law. DuPont, PE, PP, CME Director of Municipal Engineering Re: Fee Estimate for Professional Engineering Services Preliminary Drainage Evaluation Milik Street Area Drainage System Borough of Carteret, Middlesex County, NJ Proposal No. 2011 -169 Dear John: We are pleased to have the opportunity to present our fee estimate for professional engineering and land surveying services for the above - referenced project. It is our understanding that the Borough is seeking to mitigate current flooding problems in the area bound by Minue Street, Milik Street, Stima Avenue and the FujiPoly property (Block 50.01, Lot 28). In reviewing the existing site conditions, it is evident that the existing drainage ditch that begins on the FujiPoly property and runs parallel to Milik Street terminating at the New Jersey Turnpike has reduced capacity due to accumulated sediment, overgrown vegetation and debris build up. Due to this, the drainage ditch and associated roadway inlets and culverts do not have sufficient capacity to convey the required storm events to the ultimate downstream discharge point adjacent to the New Jersey Turnpike. The conveyance issues lead to flooding and result in damage of the adjacent roadways and properties in the area. The scope of this proposal will be to review the existing conditions and prepare a preliminary drainage evaluation for the entire area to include the following: 1. Assess the drainage ditch to recommend sections that should be cleaned, desnagged and /or stabilized; 2. Review additional drainage improvements to improve runoff storage including detention basins, stormwater pumping systems, underground storage and additional structures and piping; 4. Propose improvements to Pekola Terrace to improve the condition of the roadway; 5. Prepare a Drainage Evaluation Report to discuss the findings of the evaluation to include: a. Mapping of the area and recommended improvements; b. Cost Estimates of recommended improvements; c. Required permits for the construction of each recommended improvement; d. Required drainage easements and /or property acquisition for recommended improvements; e. Potential cost sharing opportunities from adjacent property owners; Our initial fee estimate for the work as outlined above is $16,000.00. Should you accept our fee estimate, kindly provide a purchase order or professional services resolution authorizing same.
