During the meeting we reviewed a d.raft agreement betweea the City and the Chamber relative to the proposed Busiaess Improvement District. Remember that everything we have discussed is preliminary and that the ultimate decisions on this will be made by the Citp Council. Z would like to list.the major points of our discussion. 1.. The agreement specifies-that the-Chamber be� - the - ` - ' ------- ' — implementing agency for some o.f the activities of the Busiaess.Improvement District. However, the Chamber will not engage in the parking aspect of the District, nor will tfiey be iavolved in any activities which the City plans to orgaaize itself (i.e. Fourth of July Fireworks; Ckiristmas Parade; Black Historp eveats; Cinco de Mayo events and other activities designated by Council). The Chamber will , be responsible for a general civic promotion prograa. The detalls of the program wi11 be contained in a program budget vhich will be submit.ted oa aa annual basis. 2". We had some discussious as to the time period for the Chamber's budget. Lle decided that there were basicallp two ways for the Chamber to budget these funds. I� A. The Chamber could impla�ent the program on a calendar year basis begianiag..January lst. The problem I brought up is how cre deal with the balance of this year (the period luly through December 1985). One aethod would be for the City to fund the Chamber for that six month period with approeimately half of the current allotmeat (which is 514,000) out or its geaeral fund. A second alternative to this is for the 6 months period to be funded with an advance of Business Improvement District money which would be 3educted from next calendar year`s allotment. In connection with this, I asked you to prepare a program budget for next calendar year, outllning what services the � Chamber will provide with District funds. ; B. Another alternative 3s for the Chamber to continue to t budget on a fiscal year basis. Since all of the administrative matters must be settled before the enabling ordinance has its second read'ing, and we don't kaow the exact timing of tfiis y e t, i t w a: s agreed that this � fiscal yeaz should be viewed in two parts. For conceptual purposes, the Chamber should run a budget for the 6 month period of July - December at approximately half of the current $28,000 allotment. Then an expanded budget for '� the final 6 months of fiscal year 1985-86 could be ± developed. If we go this way it was felt by all of us i� that the Chamber would not be able to expend a full years ' allotmeat in.6 months; therefore, the expanded budget should be realistic in.terms of what you can expend. The Council, if it csishes, could hold ia reserve aay additioaal funds that were earmarked for the Chamber but aot used. i -- Cc—The-Chambez-also-should-submit-a_budgei_for_fiscal year______ ! 1985-86 vhich utilizes your normal $28,000 allotment. , 3. We discussed the amount of money which the Chamber can espect � from the Business Improvement District. I explained to you ' that this would depend on several factors. FirsE is that the City will be taking a 5� admintstrative fee ; to implement and run•the program. Second the City vill fund its own promotional activities; aad, third the possibility " esisted for certaia types of businesses to be exempt (apartment ovners, home occupation permits and yard sales). Therefore, uatil we determiae some of these variables, I can't give you a firm dollar figure. However, if we assume that there vill be no esemptions from the assessment, thea an allotment of � $70,000 on an annual basis would not be unreallstic. � . I emphasize to you the importance o£ maintain- ing your records in such a way that our auditors would be able to evaluate whether the funds were spent in accordance to the law. How you do this is up to,you, just as long as it is adequate for documentation purposes. The next step is for you to prepare and submit the three types of budgets discussed in this letter (calendar year, fiscal year and your normal budget). There are two things that need to get settled before any monies are distributed from that fund: 1. We must receive program budgets for those projects whi:ch you intend to fund with the money; ? 2. Since the Council recently approved a$1,000 contribution to the scholarship fund on the Miss Lynwood Program, it is imperative that the budget for that project be given to us ; as soon as possible. , : I must issue a caveat on your budgeting method after seeing the , paztial budget for the period January, 1986, through June, 1986, wherein the AB 1693 monies are treated as a general revenue source for the Chamber. Car Show The car show was new last year and was held in conjunc- tion with the Business Expo. It was decided to hold this event in conjunction with the July Christiansen Carnival. The purpose ? of holding this event is to give local citizens a chance � to.show their custom cars in a safe environment. It also ? brings business to the-Lynwood merchants. Golf Tournament ' This year the Chamber will launch it's twenty fifth Golf Tournament. We are expanding our efforts to celebrate our silver anniversary. We are basing our income on 130 entries ; at S40. per entry. Total S5200. we also have eighteen hole sponsorships at $25. per hole and one at $500. The four + banks in Lynwood donate $25. each for trophies. 5100. The Chamber took an ad in the Miss Lynwood Pageant for 1986 at a cost of $40. Staff assisted by making contact with mem- ' bers and encouraging them to support this endeavor. Circus Var4as The Chamber sponsored Circus Vargas for the fourth year. This ' brings entertainment to the city for all citizens. It also brings people from the surrounding area to our city. The city receives over $40,000. worth of publicity. The circus gives __ _ an opportunity to its citizens to see exotic animals such as elephants, tigers, camels and llamas close up. We will ' continue to bring Circus Vargas to the city. Income � The Chamber reviews a total of $1000. for our participation. Expenses i ' � The Chamber pays $200. toward the circus business license _ to the City of Lynwood. This is our total expense. Retail Trade Promotions Thanksgiving/Christmas Promotion i The Chamber will again hold it's Thanksgiving/Christmas + pronotion. 5000 Seasons Greetings From Lynwood bumper:strips will be"printed and distributed free of charge to business � people to give to their customers. As the bumper strips are ` observed by committee peoole, license numbers are noted and E` deposited at the Chamber office. One a week £or four weeks, ; license numbers are dra�n and identified. The' winners are � then notified they have won a twelve pound turkey, courtesy of the business community. Income None Expense fi ,. 5000 bumper strips $750. Prizes $250.
