FRASER, ASSISTANT CITY MANAGE��/ ` ���� SUBJECT: AWARD OF BID - ATHLETE UNIFORMS FOR�SHERIFFS ATHLETIC LEAGUE COMMENTS At an adjourned City Council meeting of December 8, 1986, the Sherriffs Department was authorized to obtain informal bids for athlete uniforms for the Sheriffs Athletic League being formed as a part of the City's grant to establish a Community Crime Resistance Program. Three bids were received for T-shirts, shorts and Jerseys. The low bidder was Conlin Brothers Sporting Goods with a bid of $7,283.76. Two bids were received for girls basketball uniforms. The low bidder was W.A. Goodman & Son Sporting .Goods with a bid of $9,528.24. � RECOMMENDATION It is recommended that the City Council accept the informal bids of Conlin Bros. WANG, P.E., DIRECTOR OF PUBLIC WORKS/ ��� CITY ENGINEER SUBJECT: RATE INCREASE AND CONTRACT AMENDMENT REQUEST BY , WESTERN WASTE INDUSTRIES PURPOSE: To hear the rate increase and contract amendment request from Western Waste Industries. BACKGROUND: o On November 10, 1986, staff received a rate increase and contract amendment request from Western Waste Industries. o Staff conducted a survey of rubbish rates and agreements of six neighboring communities. o On December 8, 1986, at its regular meeting, the City Council heard the rate increase and contract amendment request from the representative of Western Waste Industries. The request is briefly listed as follows: A. A rate increase in residential service from $5.09 to $7.60 for single family, $4.21 to $6.29 for multiple dwelling and 21% across the board increase in commercial services. B. Industrial and roll-off services be included in the exclusive contract. C. A 5-year evergreen contract starting July 1, 1988. D. It is therefore staff's recommendatioti that Section_16___Rate_Ad�ustment of the existing agreement be amended � to include the consideration of other cost items that increase significantly in excess of the CPI. The 6.7X rate increase presented to the Council on December 8, 1986, reflects only CPI and the increase of the dump charges. Fra'ser, Assistant City Manaqer � Subject: APPROPRIATION OF FUNDS FOR CAL-TRANS EXCESS PROPERTY ACQUISITION , OBJECTIVE To have the City Council adopt the attached resolution appropriating funds for the purchase of excess Cal-Trans property to be used for Parkland. FACTS ` .*On September 2, 1986, Council approved,the purchase of excess Cal-Trans properties for parkland development for an amount not to exceed one million dollars. � *On October 7, 1986, the Council adopted resolution 86-123 approving the purchase of seven parcels valued at $529,100. . �*On October 21, '1986, the Council adopted resolution 86-129 ; approving the purchase of seven parcels valued at $33,300. ;*The d'own payment of 10� is now due on'these parcels. ANALYSIS The FY 86-87 Budget needs to be amended in order to reflect the ' purchase of these surplus properties. The attached resolution will do.this. �� RECOMMENDATION That the City Council adopt the attached resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE AMENDMENT OF TAE FY 86-87 BUDGET IN ORDER TO REFLECT THE PURCHASE OF EXCESS CAL TRANS PROPERTY FOR PARKLAND DEVELOPMENT.
