AN ORDINANCE OF THE PEOPLE OF THE CITY OF �
LYNWOOD, CALIFORNIA, LEVYING A SPECIAL TAX i
� FOR PARAMEDIC SERVICES.
THE PEOPLE OF THE CITY OF LYNWOOD, CALIFORNIA, DO ORDAIN AS
FOLLOWS: I
SECTION 1. Pursuant to the authority of Californi�a +
Government Code Sections 50075, et seq., there is hereby levied 1
and assessed a special tax by the City of Lynwood on each �
parcel of property, each residential unit in a multiple
dwelling, or each mobile home site as hereinafter set�£orth, in
the City of Lynwood for each fiscal year, commencing w�ith the
fiscal year 1983-84.
SECTION 2. Said special tax for each fiscal year shall be
as follows:

The records o£ the Los Angeles County Assessor, as of March 1 of �
each year proceding the applicable fiscal year shall determine whether �
or not any particular lot is unimproved by purposes of this section. I
"Parcel of property" as used in this Ordiance shall mean any
contiguous unit of improved or unimproved real propert�y held in �
separate ownership, including, but not limited to, any single family i
residence, any condominium unit, as defined in California Civil Code - i
Section 783, or any other unit of real property subjec,t to the
California Subdivision Map Act (Government Code Section 66410, et �
seq.). i
The tax imposed by this section shall be a tax upin each parcel of
property, and the tax shall not be measured by the val�ue of the �
property. The maximum amount of the tax to be imposed after the I
1986-87 fiscal year shall be as set forth above for such fiscal year.

SECTION 3. The special tax imposed by Section 2 shall be due in
two equal installments, in accordance with the collection procedures
of the Los Angeles County Tax Collector with the firat installment for
the first fiscal year (1983-84) being due November 1,I1983, and the
second installment £or said £iscal year being due on February 1, �
1984. The special tax for susequent fiscal years shal�l be due on the I
same basis, in the same manner, and on the same applicable dates as
established by law for the due dates for the other charges and taxes
fixed and collected by the County of Los Angeles on behalf of the City
of Lynwood. I i
SECTION 4. The revenue raised by this Ordinance shall be placed I
in special fund to be used only for the purposes of otitaining, , �

the salaries and benefits to the personnel who provide such services �
and for such other necessary paramedic expenses of the City of Lynwood. I

�;". SECTION 5. The City Council, by three (3) affirmative votes,�is
r empowered to suspend all or any part of the tax imposed by this
Ordinance, and shall suspend such part of said tax as the City Council
finds in the exercise of reasonable discretion and fiseal prudence is
not required to provide an adequate level of paramediclservices in the
City, in accordance with the purposes set forth in this Ordiance.�
SECTION 6. The City Council shall be empowered tolamend this�
Ordinance by three (3) affirmative votes of the members thereof in
order to carry out the general purposes of this Ordinance, in order to
conform to state law that permits the County Tax Collector, or other
proper official, to collect a special tax such as is levied by this
Ordinance in conjunction with County taxes, or in orde= to assign;
duties pursuant to the Ordinance to other officers; provided, however,
no amendment shall permit the levy of a tax in excess of the maxiinum
set forth in Section 2. � I
SECTION 7. The special tax imposed hereby shall be collected�in
the same manner, on the same dates, and subject to thelsame penalties
and interest in accordance with the established dates as, or with�,
other charges and taxes fixed and collected by the County of Los ;
Angeles on behalf of the City of Lynwood, and the saidlCounty may
deduct its reasonable costs incurred for such service before remittal
of the balance to the City. ;
Said special tax, together with all penalties and interest
thereon, shall constitute a lien upon the parcel upon which it is
levied until it has been paid, and said special tax, together with all
penalties and interest the,reon, shall, until paid, constitute a�
personal obligation to the City of Lynwood by the persons who own the
parcel on the date the tax is due.
SECTION 8. The special tax hereby imposed shall not be impos,ed
upon a Federal or State Governmental Agency, or another local agency, i
or upon any parcel of property that is exempt from thelspecial tax I
imposed by this Ordiance pursuant to any provision of the Constitution
or any paramount law. ;
SECTION 9. Unexpended residue of any money raised by the City
under this Ordinance may only be used in the succeeding year for the
purposes stated in this Ordiance by lowering the next year's tax by
the amount unexpended or returned to the taxpayers on the same pr�o �
rata basis as orginally levied. �
SECTION 10. If any provision of this Ordiance or the application i
thereof to any person or circumstances is held invalidlor I
unconstitutional by any court of competent jurisdiction, such � �
invalidity or unconstitutionality shall not affect anylother provision
or applications, and to this end the provisions of this Ordiance are
declared to be severable. The people hereby declare that they wauld �
have adopted this Ordinance and each section, subsecti�on, sentence, I
clause have adopted this Ordinance and each section, subsection, (
sentence, clause, phrase, part or portion thereof, irr�espective of the �
fact thay any one or more sections, subsection, sentences, clauses, I
phrases, parts or portions thereof, be declared invali�d or
unconstitutional. � � �
SECTION 11. This Ordiance, or any provision thereof other than I
those provisions, if any, which provide for modification by the City I

_ _ the City of Lynwood, may only be amended or� repealed by I
aporoval of two-thirds (2/3) of the voters,voting on the provisions at
�:, �.�:'_;_�.ative or referendum election.
SECTION 12. 'Fhis Ordinance shall be adopted if ap�roved as �
initiative measure by two-thirds (2/3) of the voters voting at an �
election to be held on November 2, 1982, and go into e ten (10)
days after the City Council has, by resolution, declar�ed that such
initiative measure was approved by two-thirds (2/3) ofl the voters !

adoption of this Ordinance and shall cause the same to be posted,j as i

SUBJECT: PARAMEDICS
Earlier this year City Council requested that the City Attorney
begin work on a draft ordinance for a Paramedic Program in the
I
City of Lynwood. At its meeting of June 15, 1982, City Council
received a.draft ordinance from the City Attorney.
The draft ordinance, as submitted by the City Attorney, re-
quires extensive discussion by the City Council in order to have
a refined draft by the first or second meeting in July.for approval.
Approval is needed at one of the July meetings, becauie the final
filing date for placing an item on the November ballot is
August 6, 1982. �
Staff will have as much material as it can gather to respond to
queries that.may arise regarding such an ordinance.

Earlier this year City'Council requestad that.the Citly Attorney
begin work on a draYt ordinance fcr a Parar.iedic Progiam in the
City of ; Lynwood. At it5 meetiag of June 15, 1982, City Council
received a draft ordinance from the City Atto^ney. �
The draft ordinance, as submitted by ihe Ci1;;� Attorn�v, re-
quires extensive discussion by the Cit� Ccuncil in oider to have
a refined d�aft by the first or second meetir_g in July.for'approval.

Approval is needed at one oY the July meetings, because the final i
filing date for placing an,item on the November ballot is i
August 6, �982. �
