The inclusion of the following statement in the certification letter indicates it was written before the work was completed; ; "...except some of the final stabilization is not yet in place. They are working on installing the rest of the final stabilization and the paver driveway at this time." I'd recommend the Engineer recertify once the drainage plan is more closely followed in the southeast corner. Specifically, job site personnel are not checking to ensure the stone delivered is the 1.5 -inch to 3.5 -inch stone they requested. Gradations that are obviously smaller will not be tolerated. The smaller stone allows for a smoother surface with smaller voids, thereby reducing the function of the Construction Exit. Type A sediment barriers are not allowed where Type C is required as shown on the approved permit drawings. Where two rows are called for they will be installed with a separation that allows for the first one to fail (fall over) without impacting the second one. The complete assembly and installation must be compliant: steel or wood posts, post spacing, Type C or A, etc. Past violations have resulted in: 1) Sediment discharge from the site which causes unsightliness, inconvenience to others, unnecessary cleanup, and Violation Notices. 2) Increased maintenance efforts by the Department of Public Works on downstream lines. 3) Due to item 2, higher costs to island taxpayers. While these deficiencies are not the only ones, they are the most common. Heeding the above cautions should result in fewer infractions. Duct Insulation: Supply ducts in attics are insulated to a minimum of R -8. All other ducts in unconditioned spaces or outside the building envelope are insulated to at least R -6. All supply and return ducts are lined with metal, flex duct, ductboard or other material approved in section M1601 of the IRC. We have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density or other zoning or subdivision regulation issues. The following comments are offered: 1) If the existing concrete driveway is to be saved, its limits should be shown clearly on the plans. As the northwest corner is cracked and uneven, some will most likely need to be repaired. The plans do not show a Co- Construction Exit as I've been advised the intent is to save the existing driveway. The plans show a permeable driveway to be installed. The survey by Bert Barrett, Jr. shows the west side of the existing driveway to be around 6' off the west property line. The plans show the completed project to have a driveway over 10' off of the west property line. The existing driveway appears to have been removed within the lot to the front property line. The plans need to clarify existing, & proposed conditions. Comment satisfied. 2) C -2 shows grading towards the north rear lot line that indicates sheet draining onto the property it backs up to. I believe the intent was to have the rear yard drainage routed to the front (Laurel Ave.). Comment Satisfied. 3) The existing driveway will work well for vehicles that use it during construction and do not exit onto the unpaved areas. However, as such trafficking is normal, please provide alternate Co- Construction Exit design. I could not find a Co and it appears that reference to using the existing concrete driveway during construction has been eliminated. 4) The large oak tree in the front needs to be located and shown on the plan. I have concerns the cut of around 2' near it may negatively affect the tree structurally. Comment satisfied with revised grading plan. 5) The swale invert flow line shown cannot be parallel to the 7 contour if it drops 0.5' from the rear to the front. They should diverge from the rear to around 1.5' further apart at the front. Comment satisfied with revised grading plan. I could not find any drainage calculations. If the Engineer will add the condition that the downspouts be directed at a 45° angle or less towards the street, calcs. are not necessary. The Co- Construction Exit can be addressed as a "red line" if the Applicant prefers. If so, with the aforementioned condition #4 or directing the downspout and within the scope of my design review, to the best of my knowledge and belief, it is my opinion that this drainage plan should meet the requirements of the Land Development Code of the City of Tybee Island. Any recommendations do not relieve the project of the requirement to obtain any other required permits, approvals, etc... by any other governmental body or authority having jurisdiction over any portion of this project. When I looked closer, i saw that some of the area appeared to have been trenched outside of the fence. Sure enough, when I checked, it appears, at least where I stuck my hand in the ground on the west side, that the buried flap is turned to the outside. I was not conducting an initial BMP investigation and I'm not requesting corrections until the permit office authorizes work on the site. However, as this is the 3rd lot I've looked at for Tim, I'm concerned that he's not getting suitable Sdl installation. I'm advising of this to allow someone to become more informed on Sdl installation prior to repairs being authorized by the City. As you pass by it daily and I can swing by often, we should be able to detect if sediment is not being controlled onsite.
